Based on feedback received from the Arts Council at their June 2014 meeting, the artist has made the requested modifications and copies of the revised concepts are included in the packet for your consideration. 3. Agenda Item No. 4A. Discussion: The Marg Southlake Phase 1 Operations Update - Staff will provide a presentation outlining the proposed rental fees, alcohol and catering processes and hours of operation for the facility. Discussion: Future Public Art Opportunities — This is a standing item that allows the Southlake Arts Council to discuss and brainstorm upcoming opportunities for public art. Items to be discussed at this meeting include a fall art exhibit, holiday art exhibit and a potential Arts Council and Apex sponsored event at The Marq Southlake. The painting, which is a reprint, depicts a couple sitting outside of Southlake Town Hall during the holiday season. The original painting was created during the Festival of Trees celebration in 2010. The current Public Art Policy and Public Art Display and/or Performance Policy, both provide a process for consideration of art donations to the City from private individuals. The Arts Council discussed the theme of the painting and suggested the painting be displayed during the City's annual display of holiday decorations. APPROVED A motion was made to approve the proposed donation of a painting from Trish Biddle, with the recommendation the painting be included as part of the City's holiday decorations. Ideas for future events were offered including: have Arts Council work on food for next reception; have additional signs in the park and around Town Square to promote the event; ensure the event is on the City's Arts and Culture Calendar; provide additional seating as needed and rent a coat rack. 4B. FUTURE PUBLIC ART OPPORTUNITIES Deputy Director Edmondson opened discussion on the Fall Art Exhibit, which will be presented in partnership with Southlake Historical Society, and was available to answer questions from the Council. A discussion item for a Christmas exhibit will be added to the next agenda. Assistant to Director Tucker presented a proposed public art location map that will be placed on the City's website. Graphic and artistic suggestions were offered by the Arts Council. An informational handout on the upcoming election process for Phase II of The Marq Southlake project was distributed. City of Southlake Values. - Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork 2A-4 CITY OF SOUTHLAKE MEMORANDUM March 17, 2015 TO: Southlake Arts Council FROM: Candice Edmondson, Deputy Director of Community Services SUBJECT: Recommendation on Revised Murals for BJ's Restaurant & Brewhouse Action Requested: Southlake Arts Council recommendation to City Council on the revised murals for BJ's Restaurant & Brewhouse Background Information: At the June 10, 2014 meeting, the Southlake Arts Council previewed preliminary concepts of two exterior murals proposed for BJ's Restaurant & Brewhouse. The Arts Council suggested the murals' subject matter be changed to present a less industrial theme and be more agricultural to better represent Southlake and Texas history. The artist has made the requested modifications and copies of the revised concepts are attached for your consideration. The following information, which was provided at the June 10t" meeting, is restated here as a summary of the proposal. BJ's Restaurant & Brewhouse is planning to open a new location in Southlake at East Southlake Blvd and North Kimball Ave. As part of the BJ's Restaurant building design, murals are typically incorporated on the exterior elevations. For the Southlake location, the developer is proposing two different mural concepts. Before proceeding with final concept design and approval, the developer would like to seek feedback from the Southlake Arts Council on the proposed mural concepts. According to the developer, Artist Mark McIntosh created a series of murals for BJ's Restaurants - two of which are proposed for the exterior fagade of the Southlake restaurant (one on the front entry elevation and one on the rear elevation). The original murals presented at the June Arts Council meeting depicted turn of the century laborers and City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork 3A - 1 Southlake Arts Council Meeting Date — March 24, 2015 Page 2of2 their relentless commitment to their livelihood; however, that theme has been modified at the Art Council's recommendation to present an agricultural and Texas theme. The murals will be created on a material suited for an exterior application. The murals will be printed using a four color process with UV cured inks on a 13 ounce front lit vinyl material. The murals will be stretched over an aluminum square tube reinforced frame. The exposed perimeter frame is painted black and measures 2'/2 inches wide. The UV inks provide protection from fading even in installations with direct sun exposure on a year round basis. BJ's Restaurant & Brewhouse East Southlake Boulevard @ North Kimball Avenue Vw Southlake, Texas 3A - 5 BJ's murals were inspired by the history of Southlake and Texas. Prior to the 1950s, Southlake was dotted with small farms, churches, schools and even some stills. Businesses included service stations, farms, grocery stores, nightclubs, "beer joints", dude ranches and even a track for dog racing. The images in the murals depict laborers both at work and at rest amidst the backdrop of Texas wheat and sorghum crops, and oil rigs. During this era, families belonged to "small communities". A church, a school, a post office or a store stood at the center of the community. Communities were important and provided a sense of identity. BJ's, a contemporary American brewhouse, evokes that sense of community by bringing people together with offers of food, drink and fellowship. Our restaurants are welcoming, energetic and fun. Our culture of striving to say "yes" to every request from our guest helps us to earn their loyalty and trust. We have the commitment and courage to put quality and absolute guest satisfaction ahead of cost.
