1. Agenda Item No. 2A. Consent: Approval of the minutes from the July 29, 2014
regular Southlake Arts Council meeting – Please make any corrections to the
minutes part of the motion.
2. Agenda Item No. 3A. Consider: Recommendation on permit to allow the Sister Cities
International Young Artists and Authors Showcase exhibit January 12, 2015 through
February 16, 2015 in Southlake Town Hall lobby – The purpose of this item is to
seek Southlake Art Council’s recommendation on the art display permit from
Southlake Sister Cities to display the Sister Cities International Young Artists and
Authors Showcase exhibit, January 12, 2015 through February 16, 2015, in the
Southlake Town Hall lobby. The permit will be considered by City Council at their
September 16, 2014 meeting. Details about the exhibit and a copy of the permit
application are included in the packet memo for consideration. A presentation will be
provided at the meeting.
3. Agenda Item No. 4A. Discussion: “A Celebration of the Arts and Sports” Reception
and Exhibit - September 7, 2014 – This item is placed on the agenda as a standing
item to allow the Arts Council to discuss and plan the upcoming event. There are no
packet documents for this item.
4. Agenda Item No. 4B. Discussion: Future Public Art Opportunities – This item will
allow the Arts Council to discuss and brainstorm upcoming opportunities for public
art. There are no packet documents for this item.
5. Agenda Item No. 5. PUBLIC FORUM: This is the public's opportunity to address the
Arts Council about non-agenda items. During this proceeding the Arts Council will
not discuss or take action on any item brought up at this time.

4. DISCUSSION
4A. ART SHOW RECEPTION AND EXHIBIT SEPTEMBER 7, 2014
Director Tribble presented this item . The Southlake Arts Council discussed
preparations for the September 7, 2014 Art Show reception and exhibit that will
feature artwork by Lamberto Alvarez and highlight the Miracle League of
Southlake program. The theme “Celebration of Sport and Arts” was discussed. A
suggestion was made to have a monitor set up with rolling presentations about
the community recreation center and the Miracle League of Southlake program.
Committee members provided updates on the status of graphics (Jesika Cook);
artwork (Lamberto Alvarez); food and decorations (Tamara McMillan, Merlene
Ingraham, Miriam Murray); activities (Terri Messing, Christina Esparza, Leslie
Bartlett); and entertainment (Terri Messing).
4B. FUTURE PUBLIC ART OPPORTUNITIES
This item was not discussed.
5. PUBLIC FORUM
Boy Scout Lyle Paul was introduced. Mr. Paul was present to observe the Arts
Council meeting as part of the requirements to earn a merit badge.
6. ADJOURNMENT
APPROVED
A motion was made by Jesika Cook, seconded by Tamara McMillan, and
unanimously approved to adjourn the meeting at 7:02 p.m.

Subject: Recommendation on permit to allow the Sister Cities International Young
Artists and Authors Showcase exhibit January 12, 2015 through February
16, 2015 in Southlake Town Hall lobby
Action
Requested: Southlake Arts Council recommendation to City Council on a permit
to allow an art exhibit, January 12, 2015 – February 16, 2015, to be
held in Town Hall lobby.
Background
Information: Southlake Sister Cities has submitted a permit request to host the
Sister Cities International Young Artists and Authors Showcase in
the Town Hall lobby during January – February 2015. Approval of
the permit requires a recommendation from the Southlake Arts
Council and final approval by the City Council.
Southlake Sister Cities is a local non-profit organization that is an
affiliate of Sister Cities International, Inc. and is dedicated to
fostering global understanding, friendship and communication
through education and exchanges. Currently, the City of Southlake
has Sister City agreements with Tome, Japan (1991) and El Fuerte,
Mexico (1997) and a Friendship City agreement with Suzhou
Wuzhong District, China (2010).
The art exhibit, January 12, 2015 – February 16, 2015, will feature
ten (10) award-winning and finalist art pieces and seven (7) easels
with poem displays from the annual Sister Cities International
Young Artists and Authors Showcase. The exhibit will be displayed
on the walls, and will not exceed 30% of the lobby wall space. The
artwork will be hung on wall panels using the same gallery display
suspension system used for previously approved wall displays. The
easels will be displayed on the lobby floor, utilizing the space in the
four corners of the area. The pieces will be placed based on the
size of the piece and aesthetic concerns related to color and
composition. The exhibit will be managed and maintained by City of
Southlake staff.

The exhibit is sponsored by Southlake Sister Cities, the Southlake
Arts Council and the Southlake Public Library. This event will be the
third such event for the City of Southlake.
The exhibit is not a fundraising event, but will provide cultural
opportunities for Southlake citizens and visitors to enjoy the talent,
skill and perspective of youth from around the world.
The Permit meets the provisions of the Public Arts Display and
Performance Policy. Approval of the permit for the exhibit will have
no financial impact on the City budget.

Financial
Considerations: Approval of the permit for the exhibit in Town Hall lobby requires no
additional funding by the City.
Sister Cities International or the artists are not paid for display or
associated costs related to shipment of the photography pieces.
Strategic Link: This permit is linked to the City Council focus area of Partnerships
and Volunteerism. The permit also addresses the corporate
objectives of providing opportunities for partnerships and volunteer
involvement and enhancing the sense of community by providing
excellent customer service and citizen engagement opportunities.
It also addresses the City’s Critical Business Outcomes by
continuing to implement Southlake 2030 Plan by focusing on short-
term initiatives.
