INVOCATION: Marion Bone. Westerholm x x The Minutes of the July 17, city ''Iradley x council meeting were approved as ,Combs x presented. Eubanks x Bone x x MAYORS REPORT: Mayor Latta gave a status report on our water pumpage for the month of July, indicating 32,548,000 gallons of water with 31,690, comm- ing from our wells. Latta announced that according to Tarrant Appraisal District figures, our valuation for 1984 tax roll is $ 215,021,206. He then presented the proposed FY85 budget for public review. The budget public hearing will be held August 21. The biggest impact in the budget is debt retirement and an increase of several city staff members. Discussion was held in regards to a mortorium being placed on building permits. COUNCILPERSON z z 2 PAGE: INDEX he gathered with an effort to deter- mine the impact a mortorium would have to the water supply and also to the City of Southlake. From his study he learned that the water consumption of a house during constru - tion is 865 gallons per month. Westerholm indicated he will continue his report at the next city council meeting. Citizens from various areas of the city commented during the discussion. They include: Walt Fenoglio, Joe Bentley, T.2rs. Knewdson, Mr. Clark, Conner Lam, Jerry Black, Jean Stace, Jim Crisill, and Wayne Moffat. Mayor Latta received a letter from 'Mrs. Stella Peli.g of-Mission Hills Estates, requesting council prohibit the operation of heavy construction equipment in residential zones on Sundays. A discussion was held by council concerning the request and city attorney, Bill Smith is instructed to research the possibility and report to the next city council meeting. The request by Cal Barker to release building permits in Dove Estates prior to the agreement made in re- gards to the sewerage treatment plant, was tabled pending attorney obtaining additional information. Smith is also checking on the reques made by the Corp of Engineers asking the city to be responsible for an easement for a long term. Smith feels that if the city does not take over the system, we should not be responsible for the pollution of the easement. ANNEXATION requesting annexation of Hillside REQUEST Estates. They would like to have the HILLSIDE subdivision come into the city with ESTATES A-3 Single Family District Zoning. Bone x X The Huntwick Estates addition alternate method of sewerage disposal was dis- HUNTWICK cussed. The drawings were presented ESTATES by Alvin Miller, developer. The TABLED Cheatham review letter was reviewed, however, the drawings did not reflect the letter. The item was tabled until information is complete. Resolution 84-21 was approved, which RESOLUTION will allow Southlake to participate 84-21. in a study along Highway 114. The joint study will be looking at acces roads needed for the highway. The State Highway Department is making the study and needs a resolution saying we will participate and suppo t the study. The results of the study should be available within 6 to 8 weeks.
