McCombs x After corrected, the minutes of the Eubanks ! x x special meeting of May 21, were Bone x x approved. MAYORS REPORT Mayor Latta reported that the new fire truck is now in operation. Latta also called attention to the Lone Star Gas Company letter in the council packets. It was announced that during the month of May, 242 million gallons of water was used in Southlake. As a result of this useage, DPW, Johnso and Johnny Westerholm are to look at suitable corrections to this and to look at alternatives to the water situation. There will be a special city council meeting on June 11 at 7:30 p.m. for the purpose of appointing a Place 2 councilperson and also, a mayor pro tem. Mayor Latta announced that the money from the sale of 1.1 million dollars in bonds arrived today, and within the next 4 to 5 days, water contracts will be signed. Resolution 84-11 was approved RESOLUT'71 McCombs x x authorizing the contribution of the 84-11 Eubanks x 1984 county library funds to Southlak 3one x x to the Carroll Independent School District library. COUNCFLPERSON z PAGE: 3 INDEX they had made every effort to police the general area of the Southlake Plaza as far as containing trash and generally cleaning up the neighborhood During the public hearing, the follow- ing persons expressed opposition to the renewal, based on the fact that traffic is such a hazard in that area. Wayne Lee, Richard Eakins, Wanona Sanders, Billy Jon Curb, Jerry Black. Those who spoke in favor of renewing the permit on the grounds of everyone being treated equal include: Eleanor Kasper, Jeff Ault and Charles Curry. Police Chief, Ted Phillips, expressed when ask, that there had been no police calls to the store, involving beer. Mayor Latta made a public statement that if the town wants the city to be dry, we should proceed with a new wet-dry election and see how it comes out. ZA 84-30. The zoning request for ZA 84-30 Diamond Circle Estates was considered ZONING as requested. The zoning, now APPROVED agricultural, is requested for light commercial for Lots 4,5,6, Block 3 and Lot 12, Block 2, and Lots 5,6 fo Block 6. All other Lots A-3 Single Family District. Lloyd Carder, owner, and Bob Raley, engineer for the project were both present and answered questions. During the public hearing there was one letter of opposition to the zoni g and that was from A.G. Eubanks. The preliminary plat of ZA 84-30 Diamond Circle Estates was reviewed. PRELIM- City engineer, Eddie Cheatham relayed INARY P'17 to council that the percolution APPROVEi, tests have been run on each lot and are ready for his review. McCombs x With no other comments, motion was made and approval given to the Eubanks x x preliminary plat. Bone x x ZA 84-31. The request for a special use permit for the sale of off premis- es packaged beer was considered as requested by T.M.M. Inc. Location of the requested permit is Gulf Oil Service Station and Majik Market. Highway 114 and FM 1709. Steven Ginsberg, attorney for the corporation presented a petition of names signed by persons who are in favor of the permit being issued. The signatures were gathered from September 1983 to May 1984. Approximately 150 signatures were from Southlake reside ts. As well as a presentation by Ginsberg Mr. Tom Walton, traffic engineer, presented a traffic study done in the area in question. A discussion was held concerning the study. According to the Planning and Zoning minutes, they recommended approval by a vote of 4-1. During the public hearing, the follo ing persons spoke opposing the request. Billy Jon Curb, Davis Bradley, Richard Eakins, Jerry Black, Wayne Lee and Wanona Sanders. None of the persons who voiced opposition were property owners within 2001. The minutes of the P & Z reflect that they recommend the approval. During the public hearing, Jim Martin opposed the request and Richard Eakin voiced approval. Neither persons were within 200'.
