Joint Southlake Arts Council and Library Board Meeting at 6:00 p.m.
1. Agenda Item 2. Presentation: 2013 Southlake Citizens Survey – Every two years, as
part of the City’s effort to effectively address citizens’ concerns and desires, the City
commissions a study to be conducted among the citizens. The survey measures
satisfaction levels with city services and provides a close up look at the issues,
needs and changes that people would like to see in their City and in City services.
As with past citizen satisfaction surveys, the results and analyses will help the City
Council and staff to make sound and strategic management decisions in a variety of
areas, including service improvements and enhancements, measuring and tracking
internal performance, budgeting, policy and planning. Assistant City Manager Ben
Thatcher will present the results of the 2013 Citizen Satisfaction Survey at the
meeting. Results of the survey are also available on the City’s website at
www.CityofSouthlake.com/CitizenSurvey.
2. Agenda Item 3. Adjournment – The joint meeting will adjourn to allow both
committees to conduct their regular monthly meetings separately.

Council on a permit for CISD art exhibit to be displayed in Town Hall April 24th- 26th,
2015 in conjunction with Art in the Square. Your packet memo contains details of the
request and a copy of the permit for your review.
5. Agenda Item No. 4A. Discussion: Presentation from Dream Big Sculpture – This
item was placed on the agenda to allow a presentation from Dream Big Sculpture,
an agency that places sculpture pieces of different styles, subjects and sizes all over
the country. There are no packet documents for this item.
6. Agenda Item No. 4B. Discussion: Future Public Art Opportunities – This item will
allow the Arts Council to discuss and brainstorm upcoming opportunities for public

4. DISCUSSION
4A. STROKES OF ART IN THE SQUARE RECEPTION RECAP
The Strokes of Art in the Square reception held February 23, 2014 in Town Hall
was discussed. Photos of the event were presented by Deputy Director
Edmondson and will be emailed to Arts Council members.
Features that attributed to the event’s success and should be continued at future
events were the artwork, food, wine (served by Grapevine Wine Pourers), music,
People’s Choice Ballot component, outdoor signage and table arrangements.
The Arts Council also recommended adding booth numbers to photos; have the
option to make the music more interactive and featured; continue the People’s
Choice ballot feature and have an interactive component at receptions; continue
use of outdoor signs to promote event with language “open to the public” and
perhaps have a greeter at the door to invite the public.
4B. FUTURE PUBLIC ART OPPORTUNITIES
Deputy Director Edmondson presented this item for discussion. The Arts Council
discussed venues for Fall 2014 and Spring 2015 and determined the following
dates:

September 7, 2014 Reception, 3:00–4:30 p.m., in Town Hall Lobby
September 7, 2014 – October 17, 2014, Texas Rangers Baseball Art Exhibit
SPRING 2015
February 22, 2015 Reception, 5:00-6:30 p.m., in Town Hall Lobby
February 22, 2015 – April 26, 2015, Strokes of Art in the Square Art Exhibit
Permits to allow the above receptions and art exhibits in Town Hall lobby will be
presented at the April Southlake Arts Council meeting for a formal
recommendation to City Council. City Council will consider the permits at the May
6, 2014 meeting.
Arts Council member Terri Messing encouraged Arts Council members to
volunteer for the Art in the Square festival at www.artinthesquare.com.

Deputy Director Edmondson presented this item. The Arts Council agreed to
move the April 22nd Arts Council meeting to Wednesday, April 23rd at 6:00 p.m. to
accommodate a joint presentation with the Library Board on the 2013 Citizens
Satisfaction Survey Results by a representative from the City Manager’s Office.

Background
Information: The permit requires a recommendation from the Southlake Arts
Council and approval by the City Council. The permit involves
approval for two activities – the art gallery reception in September
and the corresponding art exhibit in September and October.
The art exhibit, September 7 – October 17, 2014, will feature Texas
Rangers’ themed artwork by local artist and Southlake Arts Council
member Lamberto Alvarez. The theme was selected to help
promote the Texas Rangers Miracle League Field at Bicentennial
Park and the programs that will benefit special needs athletes. The
artwork will not exceed 30% of the lobby wall space and will be
hung on wall panels using the same gallery display system used for
previous displays. The pieces will be placed based on size and
aesthetic concerns related to color and composition.
The art gallery reception on September 7th will be held in the Town
Hall lobby. The reception will require 100% of the lobby area and
will include a program introducing the featured artist, refreshments
and entertainment. Members of the Miracle League of Southlake
and future Miracle League players will be in attendance to help
promote the new Texas Rangers Miracle League Field.

1) Reception – The Strokes of Art in the Square gallery reception will be held to kick-off the annual
Art in the Square festival.
2) Exhibit – The Strokes of Art in the Square exhibit will showcase artwork from the 2015 Art in the
Square Featured Artists.
Duration of Event(s) or Performance:
1) Reception – The art gallery reception duration is February 22, 2015, 5:00 – 6:30 pm only.
2) Exhibit – The art exhibit duration is for approximately two (2) months (February 22, 2015 through
April 26, 2015).
Detailed Information including a wall or floor space plan, display or performance details, including
planned activities and/or any equipment/special needs required:
1) Reception -- The art gallery reception Sunday, February 22, 2015 will require 100% of the lobby
area in Town Hall. The reception will include a program and will feature brief speeches by event
sponsors, recognition of the artists, entertainment and refreshments. The reception will be
managed and arranged the same as previously approved events.

2) Exhibit – The exhibit will feature art pieces from the 2015 Art in the Square Featured Artists. The
exhibit will require less than 30% of the lobby wall space and will be hung on wall panels using
the same gallery display system used for previous displays. The exhibit will be managed and
maintained by City of Southlake staff with APEX Arts League members who will monitor the
display during the event. The exhibit is sponsored by the Southlake Arts Council, APEX Arts
League and Art in the Square. Publicity for the exhibit and the reception will be provided by the
City of Southlake, APEX Arts League and Art in the Square.

Action
Requested: Southlake Arts Council recommendation to City Council on a permit
to display CISD artworks in Town Hall April 24th– 26th, 2015 in
conjunction with the annual Art in the Square festival
Background
Information: City Council has previously approved permits for CISD artwork
exhibits in Town Hall for the annual Art in the Square festival since
2011.
The current display permit was submitted by the Southlake Public
Library for an exhibit in Town Hall to feature over 200 art pieces
selected by CISD art teachers from grades K-12 art classes. The
exhibit will consist of both floor and wall displays. Freestanding,
portable floor panels will be used to display the art pieces in the
main Town Hall lobby, in the courtroom lobby area and in the lobby
area outside the library. The display area in the Town Hall main
lobby area will not exceed 30% of the floor space. Artwork will also
be displayed in 3rd floor training rooms in combination wall and floor
displays.
Just as in previous years, the CISD art exhibit will coincide with the
concluding dates of the Strokes of Art in the Square exhibit. The
simultaneous exhibits in Town Hall lobby do not create a space
conflict since the CISD art pieces are mounted on floor panel units
and the other exhibit will be hung on the lobby walls.
The CISD exhibit will be managed and maintained by City of
Southlake Library staff and CISD art teachers who will monitor the
displays during the Art in the Square event. Coordination of set up
and tear down of the artwork will be handled by City staff. Proposed
exhibit schedule (hours of operation) will be determined closer to
the event date. The exhibition is not a fundraising event, but is held
concurrently with Art in the Square.

Considerations: Approval of the CISD Art Exhibit Permit in Town Hall requires no
additional funding. CISD is not paid for display or associated costs
related to delivery and pick up of art pieces.

and Volunteerism. The permit also addresses the corporate
objectives of providing opportunities for partnerships and volunteer

area. Additional floor displays will be placed in the 2nd floor courtroom lobby and 1st floor library lobby
areas. Artwork will also be displayed in the 3rd floor training rooms in combination wall and floor displays.
