1. Agenda Item No. 2A. Consent: Approval of the minutes from the October 22, 2013
regular Southlake Arts Council meeting – Please make any corrections to the
minutes part of the motion.
2. Agenda Item No. 3A. Consider: Election of Officers -- With the recent appointments
to the Arts Council to fill expired terms and vacancies, the Arts Council may now
elect a chairman, vice-chairman and secretary to serve a one-year term. Any sitting
member may be considered for the officer positions. Below is a current roster of the
Arts Council for your consideration.

3. Agenda Item No. 4A. Discussion: February 23, 2014 Art Exhibit Reception – On
June 4, 2013, City Council approved the permit t o allow the art gallery reception
February 23, 2014 and an art exhibit February 23 -April 27, 2014 (Art In the Square
weekend) in Town Hall lobby. The purpose of this item is to plan the event and
assign roles and responsibilities. A copy of the approved Pe rmit for the reception
and exhibit is included in your packet.
4. Agenda Item No. 4B. Discussion: DPS North Artwork Update – Staff will provide an

Chair Bartlett called the meeting of the Southlake Arts Council to order at 6:01

3. CONSIDER
3A. CANCEL OR RESCHEDULE NOVEMBER 26 AND DECEMBER 24
SOUTHLAKE ARTS COUNCIL MEETINGS
Deputy Director Edmondson presented November and December calendars to
determine if those monthly meetings should be combined, cancelled or
rescheduled. The consensus of Southlake Arts Council was to combine
November and December meetings and to hold a meeting December 17, 2013.

A motion was made to combine the two meetings and hold a meeting on
December 17, 2013.

4. DISCUSSION
4A. FUTURE PUBLIC ART DISPLAYS
Terri Messing lead the discussion. Committee members discussed plans for the
February 23, 2014 Art In the Square kick-off reception to be held in the Town Hall
lobby. Topics included authorization for alcohol at the event, possible harp and
violinist for entertainment and waivers for artwork. Committee members also
discussed hosting a Texas Rangers display around the first of September.
Merlene Ingraham arrived at this time.
4B. DPS NORTH TRAINING FACILITY ARTWORK
Deputy Director Edmondson presented an update on the mural and sculptures to
be installed at the DPS North Training Facility. Staff anticipates the grand
opening event the second or third week in January, which will also include the art
unveiling.
4C. 2013 CITIZEN SURVEY
Deputy Director Edmondson encouraged Arts Council members to participate in
the 2013 Citizen Survey, available at www.CityofSouthlake.com/CitizenSurvey.
Results of the survey will be shared with the Arts Council when available.

Deputy Director Edmondson provided an update on the Community Recreation
Center and opportunities for art at the facility. Periodic updates will be included at
future meetings. Members were also encouraged to attend the boards and
commission reception to be held November 23, 2013.
5. PUBLIC FORUM
David Hall, 630 E. Southlake Boulevard, Southlake Arts Magazine, shared a pre-
press edition of the new Southlake Arts Magazine.

Christina Esparza (Alternate No.1) to the Southlake Arts
Council. The Arts Council may now wish to consider election
of its officers for 2013-14 at the Tuesday meeting.

1) Reception – The art gallery reception will be held to kickoff the annual Art in the Square festival
and will follow the same format and layout used for previous receptions. Music, refreshments and
a program are planned.
2) Exhibit – The exhibit will feature art pieces by local and regional artists. The exhibit will require
less than 30% of the lobby wall space and pieces will be hung on the walls using the same gallery
hanging system used with other displays.

1) Reception – The art gallery reception duration is February 23, 2014, 3:00 – 4:30 pm only.
2) Exhibit – Exhibit duration is for approximately two (2) months (February 23, 2014 through April
27, 2014 (Art in the Square weekend).
Detailed Information including a wall or floor space plan, display or performance details, including
planned activities and/or any equipment/special needs required:
1) Reception -- The art gallery reception Sunday, February 23, 2014 will require 100% of the lobby
area in Town Hall. The reception will include a program and will feature brief speeches by event
sponsors, recognition of the artists, entertainment and refreshments. The reception will be

managed and arranged the same as previously approved receptions. Floor space plan for the
reception is attached to the permit.
2) Exhibit – The exhibit will feature art pieces by local and regional artists. The exhibit will require
less than 30% of the lobby wall space. Art pieces will be hung on wall panels using the same
gallery display system used for previous displays. The exhibit will be managed and maintained by
City of Southlake staff with APEX Arts League members who will monitor the displays during the
event. The exhibition is sponsored by Southlake Arts Council, APEX Arts League and Art in the
Square.
