If you are not able to attend this meeting, please notify staff at 817.748.8184 or lcarpenter@ci.southlake.tx.us. 1. Agenda Item No. 2A. Consent: Approval of the minutes from the September 17, 2013 regular Southlake Arts Council meeting – Please make any corrections to the minutes part of the motion. 2. Agenda Item No. 3A. Consider: Cancel or Reschedule November 26 and December 24 Southlake Arts Council meetings – Since Thanksgiving (Nov 28) and Christmas (Dec 25) fall the same week as the regular Southlake Arts Council meetings this year, the Arts Council may wish to cancel, reschedule or combine the meetings that are scheduled for November 26 and December 24. 3. Agenda Item No. 4A. Discussion: Future Public Art Displays – This item will allow the Arts Council to discuss and brainstorm upcoming opportunities for public art. There is no packet document for this item. 4. Agenda Item No. 4B. Discussion: DPS North Training Facility Artwork – Staff will provide an update about the mural and sculptures that Southlake Arts Council recommended for approval at the September 17, 2013 meeting. There is no packet document for this item. 5. Agenda Item No. 4C. Discussion: 2013 Citizen Survey – Every two years, the City of Southlake conducts a citizen survey to measure residents' satisfaction levels with city services and to gather opinions on specific policy questions. These survey results are used to guide the work done by the City Council and staff in the coming years. The 2013 Citizen Satisfaction Survey is now available at www.CityofSouthlake.com/CitizenSurvey. We want to know your thoughts on safety and security, city services, and other important issues affecting the City's future. APPROVAL OF THE MINUTES FROM THE AUGUST 27, 2013 REGULAR SOUTHLAKE ARTS COUNCIL MEETING. There were no corrections to the minutes. APPROVED A motion was made to approve the minutes from the August 27, 2013 Southlake Arts Council meeting as read. CONSIDER 3A. RECOMMENDATION ON PROPOSAL BY HINES FOR ART SCULPTURE IN CARILLON LAKE PARK Deputy Director Edmondson presented an overview of the proposal by Hines Group, the developer for Carillon subdivision, for an 8-ft tall bronze sculpture reproduction of da Vinci’s “Horse” to be placed in the public space located in Carillon Lake Park. All costs for the sculpture, including purchase, installation and maintenance, will be the responsibility of the developer. Jeff Kennemer and Denise McCormick, representatives of Hines Group, developer of Carillon Development, 5215 N. O’Connor Blvd., Suite 635, Irving, Texas, presented the proposal and responded to questions from the Arts Council. Southlake Arts Council discussed the proposal. APPROVED A motion was made to recommend approval of the art sculpture proposed by Hines with the addition that staff obtain a recommendation from art consultant John Kinkade on the dimensions for the pedestal, which will be provided to the developer. RECOMMENDATION ON PROPOSED MURAL CONCEPT FOR THE DPS NORTH TRAINING FACILITY Deputy Director Edmondson presented the proposed mural concept designed by Sheldon James for the DPS North Training Facility. The mural will be painted on canvas with the appearance of a bas relief. Both police and fire themes depicting teamwork between the two divisions to protect and serve the community will be incorporated into the mural subject. Southlake Arts Council discussed the proposed mural and suggested the mural be modified to include representation of teenagers, incorporation of public safety slogan, and replace stars with public safety division patches. 2A - 2 Minutes of the September 17, 2013 Southlake Arts Council Meeting Page 3 of 4 City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork APPROVED A motion was made to recommend approval of the mural concept with the suggestions made by the Southlake Arts Council outlined above. RECOMMENDATION ON PROPOSED SCULPTURE CONCEPTS FOR THE DPS NORTH TRAINING FACILITY Deputy Director Edmondson presented the proposed pre-cast sculpture concepts of the police and fire officers designed by Gary Alsum for the DPS North Training Facility. Southlake Arts Council discussed the proposed sculptures, making a suggestion that more space be made between the police officer and the boy, if possible, and moving the location of the police officer/boy sculpture more towards the sidewalk. APPROVED A motion was made to recommend approval of the concepts of the sculptures with the suggestions made by the Southlake Arts Council outlined above. TOUCHES OF HOPE RECEPTION Committee members discussed The Touches of Hope reception held Sunday, September 8, 2013, in the Town Hall lobby. Advertising signs and publicity issues were discussed.
