Consent: Approval of the minutes from the June 11, 2013 regular Southlake Arts Council meeting – Please make any corrections to the minutes part of the motion. 2. Agenda Item No. 3A. Consider: Recommendation of proposed FY 2014 Public Art Fund Budget – As part of the City’s annual budget process, the proposed FY 2014 Public Art Fund Budget has been developed and is presented for Southlake Arts Council consideration. Highlights of the budget are included in the staff memo in your packet. Staff will provide a presentation at your upcoming meeting. 3. Agenda Item No. 3B. Consider: Review and selection of art from Call to Artists to be included in the “Touches of Hope” exhibit September 8 – October 31, 2013 – The purpose of this item is for Southlake Arts Council to review and select art pieces to be displayed during the “Touches of Hope” exhibit in Town Hall. Thirteen submittals were received in response to a recent Call to Artists to approximately 40 local and regional artists. Copies of the proposed art work are attached to the packet memo for your consideration. 4. Agenda Item No. 3C. Consider: Recommendation of outdoor sculpture for Lululemon store located in Southlake Town Square – The purpose of this item is for the Arts Council to make a recommendation on a proposed sculpture to be installed in Town Square. Lululemon, an athletic wear retail store, located at 211 Grand Avenue, is proposing a sculpture for the sidewalk in front of their store. This is common for many of their stores nationwide. For the Southlake store, Lululemon has proposed a cast iron sculpture of a woman seated in the lotus yoga pose. Details about the design and dimensions of the proposed sculpture are attached to the packet memo for your consideration. Staff will provide a presentation at your meeting. During this proceeding it is important that the Council not discuss or take action on any item brought u p at this time. The Arts Council’s options during this topic are 1) to listen; 2) ask questions and respond to the presenter only; 3) request staff to look into the issue and report back to the Arts Council; and/or 4) request that the chair put the item on a future agenda for the Arts Council to discuss or consider. 7. CONSIDER 3A. RECOMMENDATION ON REVISIONS TO THE PUBLIC ART POLICY Deputy Director Edmondson reviewed the proposed Public Art Policy and responded to questions. The revised Policy combines elements from the existing Public Art Policy (approved September 4, 2001 and revised May 15, 2007), the Public Art Display and/or Performance Policy (approved March 29, 2011), recommendations from the Public Sculpture Program (approved December 4, 2012), and the addition of sections addressing deaccessioning of artwork, public art donations, and maintenance of public art. The policy will be considered by City Council at an August meeting. The Policy was discussed by the Arts Council with the following suggested changes: Section XI. A. Temporary Visual Art Exhibits or Performances – The maximum period for an exhibit to be displayed should be two (2) months rather than two weeks. Section IX. D(3). Art on Loan Program – Clarify the honorarium ($2,500) applies to long-term loans. APPROVED A motion was made to recommend approval of the revisions to the Public Art Policy as presented, with the suggested revisions [related to Section XI.A and Section IX.D(3)]. Change wording “How to Apply” to “Application Process”. Clarify “Project Description” to indicate art is being solicited. Revise “Artists Selection Process” section to clarify what criteria will be used to select the art (i.e. quality of artwork submitted and appropriateness of artwork to the overall goals of the art project). APPROVED A motion was made to recommend approval of the Call to Artists for the “Touches of Hope” exhibit with the revisions suggested by Arts Council member Miriam Murray [see bullets above]. Arts Council Members Leslie Ann Walker, Miriam Murray and Merlene Ingraham will work on refreshments and décor, and Terri Messing will secure musicians for the event. 5. PUBLIC FORUM There was no one present to speak at Public Forum. 6. Background Information: For the past several months, City staff has been developing the FY 2014 budgets. Each year, as part of the annual budget process, the Public Art Fund Budget is presented to the Southlake Arts Council for consideration. The highlights of the proposed FY 2014 Public Art Fund Budget include the following: Contract Services ($44,000) Office Supplies ($1,500) Non-Capital Art Purchases ($500) Printing ($500) Advertising ($1,000) Maintenance ($2,000) Capital – Public Art ($145,000) Staff will provide a presentation regarding the proposed Public Art Fund Budget at your upcoming meeting. Financial Considerations: Public Art initiatives are funded through sales tax collected by the Hotel Occupancy Tax Fund. Approved budget allocations for FY 2014 will be effective October 1, 2013. The new Lululemon store in Southlake will be located at 211 Grand Avenue in Southlake Town Square. As part of the store design, Lululemon plans to incorporate an outdoor sculptur e and seating bench. This is common for many Lululemon stores nationwide. For the Southlake location, Lululemon has proposed a cast iron sculpture of a woman seated in the lotus yoga pose. Details about the design and dimensions of the proposed sculpture are attached to this memo. Lululemon will install the sculpture on the sidewalk directly outside the front entrance of the store. A wooden seating bench will also be installed next to the sculpture. Lululemon will be responsible for the installation and maintenance of the sculpture. Should Lululemon leave Town Square, the sculpture will be removed by the retailer and all necessary sidewalk repairs will be made at the retailer’s expense. Financial Considerations: There is no additional cost to the City for design or placement of the Lululemon sculpture.
