1. Agenda Item No. 2A. Consent: Approval of the minutes from the March 26, 2013
regular Southlake Arts Council meeting – Please make any corrections to the

2. Agenda Item No. 3A. Consider: Recommendation on Revisions to the Public Art
Policy – The purpose of this item is for the Southlake Arts Council to make a
recommendation to City Council on the proposed revisions to the Public Art Policy.
The City currently has two policies that govern the use of public art at city facilities,
the Public Art Policy (approved September 4, 2001 and revised May 15, 2007) and
the Public Art Display and/or Performance Policy (approved March 29, 2011). The
policies will be consolidated into one Public Art Policy, which will also include the
provisions and recommendations of the previously approved Public Sculpture
Program. A copy of the proposed, revised Public Art Policy will be dis tributed at the
meeting.
3. Agenda Item No. 3B. Consider: Recommendation on permit to allow an art gallery
reception September 8, 2013 and an art exhibit September 8 – October 31, 2013 in
the Town Hall lobby – The purpose of this item is to receive Southlake Arts Council
recommendation to City Council to hold an art gallery reception September 8 and
the corresponding art exhibit, “Touches of Hope,” September 8 – October 31, 2013
in Town Hall lobby. Your packet contains a memo describing the request and a copy
of the permit. Staff will make a presentation at the meeting.
4. Agenda Item No. 3C. Consider: Recommendation on permit to allow a n art gallery
reception February 23, 2014 and an art exhibit February 23 – April 27, 2014 in the
Town Hall lobby – The purpose of this item is to receive Southlake Arts Council
recommendation to City Council to hold an art gallery reception February 23, 20 14
and the corresponding art exhibit, February 23 through the Art in the Square

Agenda Item No. 3A - Discussion: Update on Public Art at DPS North Training
Facility – Deputy Director of Community Services Edmondson presented an update on
the process to procure art work for the DPS North facility.
At their May meeting, Crime Control and Prevention District (CCPD) will review samples
of public safety themed art pieces that have already been commissioned and are ready
for purchase. If CCPD can select an artist/art piece from the samples, the process will
move forward. If an artist/art piece cannot be selected from the list, a Call to Artists will
be distributed, and selection and installation of the art may be delayed until after the
facility is open. Southlake Arts Council will be updated on the CCPD decision and
process at their May meeting.

Agenda Item No. 3B – Discussion: Future Fall 2013 Southlake Arts Council Events
– Southlake Arts Council member and APEX representative Terri Messing lead the
discussion about a September 2013 event.
One suggestion was to host, in partnership with Texas Oncology Associates and cancer
support groups, a reception and art exhibit with the theme of how cancer affects lives.
The current exhibit by Lilly Oncology that will be on display at the George Bush Library
was referenced as an example. A suggestion was made to include an activity that would
involve local schools or youth art classes, perhaps having an activity in the Southlake
Public Library.
Another suggestion was to have an exhibit that focuses on the importance of having
clean water sources. The thought was to have art work that represents water and
awareness of water issues and promotes conservation of water, appreciation for water,
and support to help others who don’t have clean water.
Another suggestion was to host an exhibit featuring only Southlake artists.
The consensus of the Arts Council discussion was to move forward with the cancer
theme for the September 2013 event. Arts Council will gather ideas and research pieces
to continue discussion at the April meeting.

Action
Requested: Southlake Arts Council review and recommendation on proposed
revisions to the Public Art Policy
Background
Information: The City currently has two policies that govern the use of public art
at city facilities, the Public Art Policy which was approved by City
Council on September 4, 2001 and revised on May 15, 2007 and
the Public Art Display and/or Performance Policy which was
approved by City Council on March 29, 2011.
The purpose of this item is to consolidate the two previously
approved policies into one Public Art Policy. The Public Art Policy
will also be revised to include the provisions and recommendations
of the approved Public Sculpture Program. Revisions to the policy
will address issues regarding agreements for temporary and on-
loan art, a stipend program ($2,500 proposed), a guarantee to
purchase program and fees due to the City for purchased art (20%
fee).
A copy of the proposed revisions to the Public Art Policy will be
distributed at the meeting.
Financial
Considerations: Approval of proposed revisions to the Public Art Policy presents no
financial impact on the City budget.
Funding in the amount of $100,000 is approved in the FY 2013
Public Art Budget for Phase I of the Public Sculpture Program.
Funding for additional phases of the Program will be included in the
corresponding fiscal year budgets as approved by the City Council.

allow an art gallery reception on Sunday, September 8, 2013 and
an art exhibit, “Touches of Hope,” September 8 – October 31, 2013
in Town Hall lobby.
Background
Information: The permit requires a recommendation from the Southlake Arts
Council and approval by the City Council. The permit involves
approval for two activities – the art gallery reception in September
and the corresponding art exhibit in September and October.
If approved, the art gallery reception on September 8th will be held
in the Town Hall lobby. The reception will require 100% of the lobby
area and will include a program introducing the featured artists,
refreshments and entertainment. A floor space plan for the
reception is attached to the permit.
The art exhibit, September 8 – October 31, 2013, will portray how
cancer touches people’s lives. The theme was selected to help
spread the word about cancer awareness, as well as share hope
and support to survivors and families. The exhibit will be displayed
during both breast and ovarian cancer months (Sept and Oct), but
is not limited to these diseases. The exhibit will include assorted
pieces by local and regional artists displayed on the walls, not to
exceed 30% of the lobby wall space. The artwork will be hung on
wall panels using the same gallery display system used for
previous displays. The pieces will be placed based on size and
aesthetic concerns related to color and composition.
Sponsors of the reception and exhibit include Southlake Arts
Council and APEX Arts League in partnership with Texas
Oncology. Publicity for the exhibit and reception will be broadcast

1) Reception – Sunday, February 23, 2014, 3:00 to 5:00 pm for a Gallery Reception
2) Exhibit – February 23, 2014 – April 27, 2014 (Art in the Square weekend)
Type of Display or Performance:
1) Reception – The art gallery reception will be held to kick-off the annual Art in the Square festival
and will follow the same format and layout used for previous receptions. Music, refreshments and
a program are planned.
2) Exhibit – The exhibit will feature art pieces by local and regional artists. The exhibit will require
less than 30% of the lobby wall space and pieces will be hung on the walls using the same gallery
hanging system used with other displays.
Duration of Event(s) or Performance:
1) Reception – The art gallery reception duration is February 23, 2014, 3:30 – 5:00 pm only.
2) Exhibit – Exhibit duration is for approximately two (2) months (February 23, 2014 through April
27, 2014 (Art in the Square weekend).
Detailed Information including a wall or floor space plan, display or performance details, including
planned activities and/or any equipment/special needs required:
1) Reception -- The art gallery reception Sunday, February 23, 2014 will require 100% of the lobby
area in Town Hall. The reception will include a program and will feature brief speeches by event
sponsors, recognition of the artists, entertainment and refreshments. The reception will be

managed and arranged the same as previously approved receptions. Floor space plan for the
reception is attached to the permit.
2) Exhibit – The exhibit will feature art pieces by local and regional artists. The exhibit will require
less than 30% of the lobby wall space. Art pieces will be hung on wall panels using the same
gallery display system used for previous displays. The exhibit will be managed and maintained by
City of Southlake staff with APEX Arts League members who will monitor the displays during the
event. The exhibition is sponsored by Southlake Arts Council and APEX Arts League.
