Consent: Approval of the minutes from the January 22, 2013 regular Southlake Arts Council meeting – Please make any corrections to the minutes part of the motion. 2. Agenda Item No. 3A. Consider: Recommendation on permit for CISD Art Exhibit in Town Hall April 26-28, 2013 – The purpose of this item is to review and make a recommendation to City Council on a request from the Southlake Public Library to display CISD student art work in Town Hall the weekend of Art in the Square, April 26-28, 2013. CISD exhibits were previously approved for Town Hall during Art in the Square events in 2011 and 2012. Although this permit is for the same weekend as the “Strokes of Art in the Square” Town Hall lobby exhibit, it will not create a space conflict in the lobby since art pieces for the “Strokes of Art” exhibit will be hung on the walls and the CISD art pieces are to be displayed on free standing floor panels. The CISD Art Exhibit permit meets the provisions of the Public Art Display Policy. Approval of the permit will have no financial impact on City budgets. This request is scheduled to be considered by City Council at the March 5, 2013 meeting. The packet memo and permit provide details about scope and management of the proposed exhibit. A staff presentation will be provided at the meeting. 3. Agenda Item No. 4A. Discussion: Recap of “The Strokes of Art in the Square” reception held February 17, 2013 – The purpose of this item is to review and provide feedback on the reception held February 17, 2013 as a kick-off event for the upcoming Art in the Square festival. Please bring your thoughts and observations about the event to the meeting next Tuesday for a wrap -up discussion. 4. Agenda Item No. 4B. Discussion: Public Art Ordinance – Staff will lead a discussion on the proposed changes and timeline of the Public Ar t Ordinance. Consider: Recommendation of Public Art Master Plan Project Priorities – Assistant to the Director of Community Services Edmondson presented the Public Art Master Plan Tier I, Tier II and Tier III project recommendations and responded to questions as members discussed ranking of the projects. The Southlake Arts Council agreed to move the following two projects up the tier list: 1. Recommendation PA01.3 (Incorporate public art into the Bob Jones Nature Center), from Tier II to Tier I 2. Recommendation PA07 (Provide a special urban design, art, or water feature at the White Chapel Road and SH114 intersection), to Tier II with PA05 (Provide a special urban design, architectural or art feature at the edge of Town Square that faces SH114) A motion was made to recommend approval of the Public Art Master Plan Project Priorities as written with the two exceptions of moving PA01.3 (public art into the Bob Jones Nature Center) from Tier II to Tier I and move PA07 (White Chapel Road and SH114 intersection urban design), to Tier II with PA05 (the other SH 114 feature). The Call to Artists for the DPS North facility and the two (2) on-loan Call to Artists pieces for Frank Edgar Cornish, IV Park will be presented to the Arts Council at the February meeting. Agenda Item No. 4A - Discussion: Future Projects – Staff was asked to research if a clock tower is still planned at Southlake Boulevard and SH 114. Agenda Item No. 4B - Discussion: “Winter in Town Hall” (renamed “The Strokes of Art in the Square”) art gallery reception to be held February 17, 2013 – Southlake Arts Council member Messing lead the discussion as duties were assigned for the upcoming reception. City staff will assist with invitations for City Council and City staff as well as dissemination of the Art In the Square press release through the City’s various media outlets. Other duties assigned to the City were to provide high tables, table clothes, and chairs set up in the lobby. Staff will help with the design and printing of an event program, setting up a podium/speaker and event signs. City of Southlake Values: Integrity ♦ Innovation ♦ Accountability ♦ Commitment to Excellence ♦ Teamwork M E M O R A N D U M February 21, 2013 To: Southlake Arts Council From: Candice Edmondson, Deputy Director of Community Services Subject: Recommendation on permit for CISD Art Exhibit in Town Hall April 26–28, 2013 Action Requested: Southlake Arts Council review and recommendation on a permit to display CISD art works in Town Hall April 26-28, 2013 in conjunction with the annual Art in the Square festival. Background Information: City Council previously approved permits for CISD art work for the Art in the Square events held in 2011 and 2012. The current display permit was submitted by the Southlake Public Library for an exhibit in Town Hall to feature over 200 art pieces selected by CISD art teachers from grades K-12 art classes. The exhibit will consist of both floor and wall displays. Freestanding, portable floor panels will be used to display the art pieces in the main Town Hall lobby, in the courtroom lobby area and in the lobby area outside the library. The display area in the Town Hall main lobby area will not exceed 30% of the floor space. Art work will also be displayed in 3rd floor training rooms (B-C-D) in combination wall and floor displays. It should be noted the dates of the CISD exhibit coincide with the concluding dates of the “Strokes of Art in the Square” exhibit; however, simultaneous exhibits in the Town Hall lobby during Art in the Square weekend do not create a space conflict since the “Strokes of Art in the Square” art pieces will be hung on the lobby walls and the CISD art pieces will be mounted on floor panel units in the lobby. The CISD exhibit will be managed and maintained by City of Southlake Library staff and CISD art teachers who will monitor the displays during the Art in the Square event. City Librarian Kerry McGeath will coordinate set up and tear down of the art work. The permit is required to comply with the Public Art Display Policy adopted by City Council and requires approval by the City Council. Exhibits initiated by City departments or divisions, such as this request, require review by the Southlake Arts Council, but not their approval. The proposed CISD exhibit will be presen ted to the City Council at the March 5, 2013 meeting. Library staff and the Southlake Arts Council liaison will coordinate arrangements for the exhibit.
