1. A enda Item No. 2A. Consent: Approval of the minutes from the October 29 2012
special Southlake Arts Council meeting — Please make any corrections to the
minutes part of the motion.
2. Agenda Item No. 3A. Consider: Election of Officers for the Southlake Arts Council --
With the City Council November appointment of Miriam Murray to Place 6 and
reappointment of Merlene Ingraham to Place 2 and Terri Messing to Place 4, the
Arts Council may now elect a chairman, vice-chairman and secretary to serve a one-
year term. Any sitting member may be considered for the officer positions. Below is
a current roster of the Arts Council for your consideration.

3. Aaenda Item No. 3B. Consider: Recommendation of Public Art Master Plan Proiect
Priorities — The current Public Art Master Plan was approved (7-0) by the Southlake
Arts Council on October 25, 2011 and by City Council (7-0) on December 6, 2011 as
Ordinance No. 1016, and is incorporated into the City's Southlake 2030 Plan, to
provide guidance for the development of public performing and visual art projects.
Recommendations for public art initiatives are included in the Public Art Master Plan,
City of Southlake Values:

but have not been given a priority ranking. A copy of Appendix 6 and Appendix 8 of
the Public Art Master Plan referencing the public art recommendations are included
in your packet. Staff will guide the Arts Council in an exercise to rank the
recommendations by priority.
4. Agenda Item No. 4A. Discussion: Future Projects — The purpose of this item is to
allow Arts Council members to receive information concerning upcoming events and
arts -related activities and to brainstorm future projects. Your packet contains a
calendar of events that are known at this time to aid in planning events for the
remainder of the year. Please bring all your ideas and suggestions to the meeting.
5. Agenda Item No. 413. Discussion: "Winter in Town Hall" art -gallery reception to be
held February 17, 2013 — On August 21, 2012, City Council approved the permit to
allow the art gallery reception February 17, 2013 in Town Hall lobby. The purpose of
this item is to plan the event and assign roles and responsibilities. A copy of the
approved Permit for the reception and exhibit is included in your packet.
6. Agenda Item No. 5. PUBLIC FORUM: This is the public's opportunity to address the
Arts Council about non -agenda items. During this proceeding it is important that the
council not deliberate (discuss among yourselves) or take action on any item
brought up at this time. The Arts Councils' options during this topic are 1) to listen; 2)
ask questions and respond to the presenter only; 3) request staff to look into the
issue and report back to the Arts Council; and/or 4) request that the chair put the
item on a future agenda for the Arts Council to discuss or consider.
7. For Your Information — Attendance Report — A copy of the Southlake Arts Council
attendance log is included in your packet.

Agenda Item No. 1 - Call to Order: Chair Bartlett called the meeting to order at 6:00
p.m.
Agenda Item No. 2A — Consent: Approval of the minutes from the September 25,
2012 Southlake Arts Council meeting — One misspelling was corrected in the
minutes.

Aaenda Item No. 3A — Consider: Recommendation on a Dian for the Public
Sculpture Pro ram at McPherson Park — Assistant City Manager Blagg presented the
proposed plan, including phasing and financial information. Also mentioned were
proposed revisions to the exiting Public Art Policy that the Arts Council may make a
recommendation on at a future meeting.
The sculpture plan was discussed. The Arts Council favored the overall plan; however,
they recommended changing the sequence of the phases to begin with Frank Edgar
Cornish, IV Park, then proceed down Federal Way to McPherson Park and up Grand
Avenue to Town Hall.
A motion was made to recommend City Council approve the Plan with the change to
start with Frank Edgar Cornish Park IV.

Agenda Item 4A was moved up on the agenda and considered next.
Agenda Item No. 4A - Discussion: Bas Relief at North Park — Positive comments
were made about the bas relief at North Park created by artist Janis Hart.
The Arts Council will make a recommendation on the art work to be included in the DPS
North Training Facility following a Call for Artist.
Arts Council member Messing left the meeting at this time.
Aaenda Item No. 313 - Consider: Recommendation on a Dermit to allow an art
gallery reception December 16,2012 and the Southlake Sister Cities International
Youna Artist art exhibit December 16. 2012 throuah January 25. 2013. in the
Southlake Town Hall Lobbv — Deputy Director McGeath presented the permit from
Southlake Sister Cities.
The item was discussed. Each of the individual entries was viewed by the Arts Council.
Southlake Sister Cities will handle all the programming for the reception and exhibit.
Funding of approximately $500 for the event is approved in the Public Art budget. City
Council will consider the permit for the reception and exhibit at the November 6, 2012
meeting.
A motion was made to recommend that City Council approve the permit from Southlake
Sister Cities to allow the reception and art gallery exhibit by Sister Cities International
Young Artists in Town Hall lobby as presented.

Agenda Item No. 5 - Public Forum: No one was present to address the Arts Council.
Assistant City Manager Blagg announced there will not be a Southlake Arts Council
meeting in December. The next meeting in January will include a review of the Art
Master Plan and prioritizing of Arts Master Plan items/events for 2014 and beyond.

Action Requested: Election of Southlake Arts Council officers for 2013.
Background
Information: On November 6, 2012 the City Council approved Resolution No.
12-051, reappointing Merlene Ingraham to Place 2, Terri
Messing to Place 4 and appointing Miriam Murray to Place 6 on
the Southlake Arts Council to serve two year terms until May
2014. At that time, City Council also reduced the membership of
the Southlake Arts Council to seven (7) regular members and
one alternate. With the recent appointments, the Arts Council
may now wish to consider election of its officers for 2013.
Any seated member of the current roster below may be elected
to the position of Chairman, Vice -Chair and Secretary.

Sec. 2-257. Meetings and by-laws.
As soon as practicable after the annual appointment of new arts council members by the
city council, the arts council shall elect from iu members a chair, vico-chair and secretary to
serve until the next annual appointment of new arts council members. Should the positions of
any such officers become vacant, the arts council shall bold a special election to fill such
vacancy for the duration of the unexpired term. Meetings of the arts council shall comply with
Chapter 551, Texas Govarnment Code, the Open Meetings Act. The arts council shall adopt by-
laws to govran the holding of its meetings which, at a minimum, shall include the following:
(1) Schedule for holding of regular meetings.
(2) Manner of holding and calling of special meetings.
(3) Majority of members shall constitute a quorum.
(4) Mtmbers not planning 10 attend a regular meeting or special meeting shall notify
the chair of the arts council and the city staff secretary who is assigned to perform work for the
arts council by 12:00 noon of the day proceeding the meeting day.
(5) Any member with unoxcused absences from two consecutive regular meetings or
not exhibiting interest in the work of the arts council shall be reported to the city council which
may, at its discretion, remove the member and appoint a replacement.
(6) Minutes of each meeting of the arts council shall be filed with the city secretary.

Action
Requested: Southlake Arts Council discussion of possible events for 2013 and

Background
Information: The Arts Council has expressed an interest in formulating a list of
possible cultural events they could host or participate in during the
remainder of 2013 and beyond. This item will allow for that

Detailed Information including a wall or floor plan, display or performance details, including
planned activities and/or equipment/special needs required:
1) Reception -- The reception, held on Sunday, September 9, 2012, 3-5 p.m. will require 100% of
the lobby area of Town Hall. A program will be developed by the sponsors to include introduction

of the artists, refreshments and entertainment. A floor space plan for the reception is attached to
the permit.
2) Photography Exhibit - The exhibit will include about 20 photos. The exhibit will be displayed on
the walls, and will not to exceed 30% of the lobby wall space. The photos will be hung on wall
panels using the same gallery display suspension system used for the Sister Cities International
exhibit and other approved wall displays. There will be no floor displays. The pieces will be placed
based on size of the piece and aesthetic concerns related to color and composition. The exhibit
will be managed and maintained by City of Southlake Library staff.
The exhibition and reception are sponsored by the Southlake Arts Council, APEX Arts League and
Southlake Public Library.

refreshment tables, entertainment duet area, and space for guests to mingle, with clear access to doorways.
