1. Agenda Item No. 2A. Consent: Approval of the minutes from the June 26 2012
Southlake Arts Council meeting — Please make any corrections to the minutes part
of the motion.
2. Agenda Item No. 3A. Consider: Recommendation on proposed FY 2013 Public Art
Fund Budget -- Staff will review the proposed budget line items for the FY2012-13
Public Art Fund budget listed in your packet memo at the Tuesday meeting.
3. Agenda Item No. 4A. Discussion: "Fall Through the Lens at Town Hall" September 9
2012 Reception and Photography Exhibit September 9-October 31, 2012 in
Southlake Town Hall Lobby — At the last meeting, the Arts Council voted 5-0 to
recommend to City Council the approval of the permit for use of the Town Hall lobby
area for both reception and the photography exhibit. City Council will consider the
permit and the Arts Council's recommendation at their meeting on August 21, 2012.
Following the Art Council's recommendation of the permit at the last meeting, they
asked to have a discussion item placed on this agenda to finalize plans and
assignments for the September 9 reception and photography exhibit; therefore, this
discussion item has been put on the agenda for the August 14 meeting.
4. Agenda Item No. 5. PUBLIC FORUM: This is the public's opportunity to address the
Arts Council about non -agenda items. During this proceeding it is important that the
council not deliberate (discuss among yourselves) or take action on any item
brought up at this time. The Arts Councils' options during this topic are 1) to listen; 2)
ask questions and respond to the presenter only: 3) request staff to look into the
issue and report back to the Arts Council; and/or 4) request that the chair put the
item on a future agenda for the Arts Council to discuss or consider.

A enda Item No. 1 - Call to Order: Chair Bartlett called the meeting to order at 6:05
p.m.
Agenda Item No. 2A — Consent: Approval of the minutes from the April 24 2012
Southlake Arts Council meeting — An extra "was" in Agenda Item #5 of the minutes
was noted.
A motion was made, seconded and unanimously approved (5-0) to amend the minutes.
Agenda Item No. 3A — Consider: Recommendation on permit to allow an art
gallery reception September 9, 2012 and a photography exhibit September 9-
October 31, 2012 in Southlake Town Hall lobes — The permit will authorize an art
exhibit kick-off reception on September 9 and a photography exhibit September 9
through October 31, in the Town Hall lobby area. Sponsors include Southlake Arts
Council, APEX Arts League, the Southlake Public Library and Bob Jones Nature Center
organization. The City's funding participation will be for an amount not to exceed $500
for reception expenses (not including music), which is funded in the FY 2012 Arts
Council Budget. City Council will consider the permit at their August 7, 2012 meeting.
The Southlake Arts Council discussed the item.
Plans for both activities were presented by APEX representative and Arts Council
member Terri Messing. A local professional photographer and Bob Jones Nature Center
teacher, Bruce Rosenfield, is working with Ms. Messing to organize the photography
exhibit. Entertainment for the reception will be handled by APEX. The Woodland Trio
will perform.

Members previewed the proposed photography pieces that will be displayed during the
exhibition. "Fall Through the Lens in Town Hall" was selected as the theme for the
exhibit and reception. Options for advertising events and use of signs and a -cards were
discussed. Staff will investigate the City's sign ordinance to determine whether
temporary advertisement signs, such as the signs posted to advertise SPIN meetings,
may be used for special events such as art receptions/exhibits. Generic signs, with the
words "Event in Town Hall," followed by the City of Southlake and sponsor's names may
be suitable. The Arts Council would like to call a special planning meeting for August 14
to discuss and finalize publicity, entertainment and refreshment issues for the
September 9 reception and exhibit.

Agenda Item No. 313 — Consider: Recommendation on permit to allow an art
gallery reception February 17, 2013 and an art exhibit, "Winter Arts in Town Hall,"
February 17 through the Art In the Square weekend event in April 2013, in Town
Hall lobby -- This request is for the second annual 'Winter Arts in Town Hall" kick-off
reception and art exhibition. The reception will be held Sunday, February 17, 2013, from
3-5:00 p.m. in the Town Hall lobby. The art exhibit, 'Winter Arts in Town Hall," will be
held beginning February 17 and will continue through the Art In the Square weekend of
April 26-28, 2013. The art exhibit will feature two pieces of art per artist, selected from
Art In the Square "Best Of Show" artwork. Selected art work will be shipped to City at
City's expense. The City's participation for the reception will be about $500 and is
funded in the FY 2013 Arts Council Budget. City Council will consider the permit at their
August 7, 2012 meeting. The Southlake Arts Council discussed the item.

Deputy Director McGeath gave an update on the progress of the bas relief at North
Park. Staff will review the clay model prior to being cast next week. Photos of the model
will be forwarded to Arts Council members. Since the grand opening for North Park is
anticipated in September, completion and mounting of the bas relief is expected mid -
August. Foundry cost for the art piece may be affected by the earlier deadline.
Agenda Item No. 4A. Discussion: Review Sculpture Garden Policies and
Procedures — The Southlake Arts Council reviewed the 'Vision and Goals for the
Development of a Public Sculpture Program for McPherson Park" from John Kinkade. A
discussion item will be placed on the August 14 special meeting agenda for the Arts
Council to provide their feedback and recommendations on the proposal. More details
about Mr. Kinkade's vision for the trail stations was desired.
Agenda Item No. 4 — Discussion: Potential Events and Brainstorming a Schedule
— Local opportunities for performing arts facilities was briefly discussed. The committee
also commented on the decision by Hines Group developer to select an alternative
sculpture in place of St. George by Donatello for the public space located in Enclave
Park since St. George was a dragon slayer.

SUBJECT: Recommendation on Proposed Fiscal Year 2012-13 Public Art
Fund Budget
Action Requested; Southlake Arts Council recommendation of the proposed
Fiscal Year 2012-13 Public Art Fund Budget.
Background
Information: For the past several months, City staff has been developing
the FY 2012-13 budgets. Each year, as part of the annual
budget process, staff presents the Public Art Fund Budget
for consideration by the Southlake Arts Council.
Included within the proposed budget are such items as:
Contract Services - $36,500
(community services agreements with APEX Arts
League and Northeast Arts Council, programming,
consultants, and infrastructural work)
Office Supplies - $1,500
(supplies to administer Arts Council needs, Calls to
Artists)
Non -Capital Art - $1,000
(easels, hangers, other materials necessary to display
art)
Printing - $1,000
(brochures, flyers, play bills, posters or signage)
Maintenance — misc. infrastructure - $2,000
(maintenance and cleaning of sculptures at
roundabout locations and DPS HQ; including added
pieces this year)

Capital — Public Art - $100,000
(Public Art purchases)
Staff has completed an initial review session with the Budget
Review Team. The proposed budget remains subject to final
review by the City Manager. The City Council will consider
the operating budget as part of the annual budget process.
Financial
Considerations: The proposed FY 2012-13 Public Art Fund Budget
recognizes existing budgetary limitations and the need to
maintain and/or improve current levels of service delivery.
Approved budget allocations for FY 2012-13 will be effective
October 1, 2012.
Citizen Input/
Board Review: Staff has developed the proposed operating budget with
consideration being given to the City Council's adopted
Strategic Management System including the Focus Areas
and Corporate Objectives of the Strategy Map.
