Southlake Arts Council meeting – Please make any corrections to the minutes part
of the motion.
2. Agenda Item No. 3A. Consider: Recommendation on permit to allow a n art gallery
reception September 9, 2012 and a photo graphy exhibit September 9-October 31,
2012 in Southlake Town Hall lobby – The purpose of this permit is to secure a
recommendation from Southlake Arts Council regarding two related activities – an
art exhibit kick-off reception on September 9 and a photography exhibit September 9
through October 31, in the Town Hall lobby area. Sponsors include Southlake Arts
Council, APEX Arts League and the Southlake Public Li brary. The City’s funding
participation will be for an amount not to exceed $500 for the reception expenses,
which is funded in the FY 2012 Arts Council Budget. Please refer to your packet
memo for event details, a copy of the permit and the reception floor plan.
3. Agenda Item No. 3B. Consider: Recommendation on permit to allow an art gallery
reception February 17, 2013 and an art exhibit, “Winter Arts in Town Hall,” Feb ruary
17 through the Art In the Square weekend event in April 2013, in Town Hall lobby –
This request is for the second annual “Winter Arts in Town Hall” kick -off reception
and art exhibition. The reception will be held Sunday, February 17, 2013, from 3 -
5:00 p.m. in the Town Hall lobby. The art exhibit, “Winter Arts in Town Hall,” will be
held beginning February 17 and will continue through the Art In the Square weekend
in April 2013. A copy of the permit and floor plan is included in your memo. The
City’s participation for the reception will not exceed $500 and will be funded in the
FY 2013 Arts Council Budget.

4. Agenda Item No. 4A. Discussion: Review of draft Sculpture Garden Policies and
Procedures – This item will allow staff to update the Arts Council about the
McPherson Park Sculpture Garden.
5. Agenda Item No. 4B. Discussion: Potential events and brainstorming a schedule –
This item is on the agenda to allow discussion about ideas for upcoming events.
6. Agenda Item No. 5. PUBLIC FORUM: This is the public's opportunity to address the
Arts Council about non-agenda items. During this proceeding it is important that the
council not deliberate (discuss among yourselves) or take action on any item
brought up at this time. The Arts Councils' options during this topic are 1) to listen; 2)
ask questions and respond to the presenter only; 3) request staff to look into the
issue and report back to the Arts Council; and/or 4) request that the chair put the
item on a future agenda for the Arts Council to discuss or consider.

2012 Southlake Arts Council meeting – There were no corrections to the minutes.
A motion was made, seconded and unanimously (6-0) approved to accept the minutes
as corrected.
Agenda Item No. 3A – Consider: Recommendation on permit for CISD
Photography Exhibit in Department of Public Safety Headquarters May 1-31, 2012
– Deputy Director McGeath presented the permit request and provided details about the
scope of the exhibition. The item was discussed by the Southlake Arts Council.
Advertising opportunities for the exhibit was briefly discussed.
A motion was made, seconded and unanimously approved (6-0) to recommend City
Council approve the permit to display CISD Photography Exhibit May 1-31, 2012 in DPS
Headquarters lobby.

Agenda Item No. 4 – Discussion: Potential Events and Brainstorming a Schedule
– Ideas about future events for the remainder of the year were discussed. A calendar of
upcoming local and regional events was provided to help select possible times.
September and February and perhaps a summer event offered the best possibilities.
The Arts Council would like to host the “Winter Arts in Town Hall” art show again around
the February 19 weekend and a photography exhibit with a reception and entertainment
in September. Terri Messing will work on a list for the next Arts Council meeting. The
Arts Council talked about creating guidelines for artist submittals to ensure suitable
artwork is displayed in Town Hall.
Agenda Item No. 5 - Public Forum: No one was present to address the Arts Council.
Larin Hansen, student from Denton, was attended the Arts Council meeting for extra
credit in her American Government class.
Agenda Item No. 6 – Adjournment – A motion was made, seconded and unanimously
approved to adjourn the meeting at 6:28 p.m.

a permit to allow a kick-off reception on Sunday, September 9,
2012 and a photography exhibit September 9 – October 31, 2012 in
Town Hall lobby.
Background
Information: The permit requires a recommendation from the Southlake Arts
Council and approval by the City Council. The permit involves
approval for two activities – the kick-off reception in September and
the photo exhibit in September-October
If approved, the kick-off art gallery reception September 9 will be
held in the Town Hall lobby. The reception will require 100% of the
lobby area of Town Hall. A program will be developed by the
sponsors to include introduction of the artists, refreshments and
entertainment. A floor space plan for the reception is attached to
the permit.
The exhibition, September 9 – October 31, 2012, will feature about
20 assorted photos by local and regional artists, selected by the
Southlake Arts Council. The exhibit will be displayed on the walls,
and will not to exceed 30% of the lobby wall space. The photos will
be hung on wall panels using the same gallery display suspension
system used for the Sister Cities International exhibit and other
approved wall displays. There will be no floor displays. The pieces
will be placed based on size of the piece and aesthetic concerns
related to color and composition.

Sponsors of the reception and exhibit include Southlake Arts
Council, APEX Arts League and the Southlake Public Library.
Members of the Southlake Arts Council, APEX representatives and
Southlake Library staff will coordinate and manage both activities.
The reception and exhibition are not fundraising events, but are
opportunities for local and regional artists to showcase their
photography skills and talent. The artist or their representative
cannot actively solicit the sale of art other than passively indicate
the artist’s contact information on the artwork.
The Permit meets the provisions of the Display of Public Arts
Policy. Approval of the permit for the exhibit and reception will have
low financial impact on City budgets. The City will participate up to
$500 in expenses for the reception, including refreshments, which
is funded in the FY 2012 Arts Council Budget. APEX will be
responsible for the cost of entertainment.

Background

refreshment tables, entertainment duet area, and space for guests to mingle, with clear access to doorways.

Vision and Goals for the Development of a Public Sculpture Program for McPherson Park
After review of the Public Art Master Plan, meetings with Southlake community members
and Southlake City Staff, I have formulated my recommendations for the visions and goals
for the development of a Public Sculpture Program for McPherson Park. My recent
conversation with Mike Hutchison has been very helpful. The conversation caused me to
rethink some of the priorities and follow my gut as to what will establish a unique and
successful program. I believe that the Hilton Hotel is one of the most vital elements to the
success of a sculpture garden in McPherson Park. I have a meeting scheduled with him the
afternoon of June 19th when I am next in Southlake.
Vision:
The establishment of McPherson Park’s Public Sculpture Program by capitalizing upon the
strengths of Southlake’s Town Center.
The City of Southlake and the developers, Cooper and Stebbins, have created Town
Squares’ vibrant activity centers of retail, lodging and government services. The majority of
the building complexes have now been completed and the open spaces have been defined.
The public response has indicated where it likes to congregate and participate in
community activities – the plaza by Rios, the sidewalks surrounding the retail and
entertainment areas and the large park in front of the City Hall. The synergism created by
these successful pockets of the Town Square, however, has not spread to McPherson Park.
McPherson Park sees high traffic during the 4th of July and beyond that, it attracts joggers
and walking pedestrians.
The parking provided across from the Park on Federal Way is very desirable. The planned
parking for Division Street indicates another location for an entrance to the park. The
planned residential on State Street will also add to the use of the Park.
As it is now, sculptors will not want to put their sculptures on loan in an area that does not
have high visibility and as a result, the quality of what is shown may suffer. Presently,
although attractively landscaped and well maintained, there are no landmarks or
attractions to draw people to McPherson Park. In addition, some of the land adjacent to the
Park has not been developed giving the Park an incomplete appearance compared to the
activity pockets before described. The sources to draw people to the park are from the retail
areas and the hotel.

Goals:
The ultimate goal of this vision is to connect the Park to the energy of the Town Square
surrounding it to make it a destination by enticing talented artists to place their work both
permanently and on loan thereby creating a venue that draws visitors to Southlake, while at
the same time providing enjoyment to the citizens of Southlake and enhancing the
experience for the guests of the Hilton Hotel.
To do this, the following more specific goals should be considered.
Create a phased capital improvement program that will enhance McPherson Park.
Gateways should be established thereby creating visual entries into the park. Placing main
entrances to the Park is perhaps the single most important step. There are three gateway
locations that have been identified. They are; Federal Way, the Hilton Hotel, and eventually
Division Street after its completion and development. The street entrances should be
designed to be so readily visible as to create a goal to walk to. The designs could be created
via landscape or walls and columns that could incorporate pedestals for sculpture
placements. They should be identified with signage and may be done with shape or color.
These gateways must be strongly different from their surroundings. Maybe even repeating
the pergola/arbor shapes from the hotel. The entrance from the hotel should be shaped and
created as an outdoor room. This would be an extension of the Hotel’s patio and perhaps
incorporate the design of the hotel pergola/arbors. This would be an ideal place to create
more intimate settings and venues for smaller sculptures.
Develop a path system that connects McPherson Park to rest of the Town Square. In order
to do this, visual destinations should be created along the paths that people walk. These
destinations would be the furthest points along a path that one can comfortably see. The
City already has created a number of these destinations. Examples are the band stand in
Rustin Park, the fountain in front of the Hilton Hotel, the fountain in Plaza located on
Federal Way. If a person can see an attractive destination, they will be more likely to walk to
it by taking the shortest and safest path to get to it. A person will continue to do this as
they explore their surroundings. Destinations such as these are necessary to take people
along Federal Way from the Plaza to McPherson Park. These goals, as natural points of
interest, should be every 200 to 300 feet. Trees have already been used to create avenues
along the streets. This has been done along Federal Way. These avenues could be enhanced
with benches and sculptures.
Create an acquisition program to add permanent sculpture placements in McPherson Park
as a part of a sculpture on loan program. If artists believe that there is an opportunity to
have a sculpture on loan purchased, then they will be much more likely to participate in a
sculpture on loan program.
Create a sculpture program that is unique at this time to Southlake. After taking into
consideration anticipated transition of the Park as a result of the development to south and
west as well as the present use of the Park, I would like to propose the development of a
sculpture program that I have never seen used before. I would like the City to adopt a plan
that combines health and art. In that the present use of the Park is walking and jogging, I
recommend that we expand upon that by creating placements that are tied to exercise and
health. My recommendation is that the City put out a call to artists to create four exercise
stations that will be placed equal distance around the lake that are pieces of artwork. Each
station could have as many as three different exercises. At the same time each of these
stations would be created to be a work of art or incorporate art much as cities have done

with bus or train benches. I would like to see this expanded outside of the park with 3K and
5K walks that would take a person out of the park and to the retail areas and perhaps
increase the circulation through the Park. This will expand the McPherson Park Public
Sculpture Program to include the Plaza between East and West Grand Avenue as well as
Rustin Park in front of City Hall. Sculptures may be placed as goals along the 3K and 5K
course.
Create or enhance common land. The City has already created common land in the form of
the Plaza and Rustin Park. McPherson Park has not been discovered. We need to create a
plan and design where people find places where they can hang out or meet. In regard to the
exercise stations in the Park, each of the four placements should be enhanced as if they
created small public squares thereby making it more desirable to stop exercise or sit. The
sculpture at each station will be the goal and make the space more inviting by making it
less empty.
The outdoor room for the entry from the hotel was mentioned earlier. This outdoor room
may be defined by landscaping, columns, paths, and/or pergolas. In creating the space
attention must be given to a design that will allow multifunctional events to occur such as
weddings and receptions. The foot print should allow for a tent to be set up. This is a prime
location for an art on loan program to be initiated in that there are too many variables
pending to do so in the Park itself and until the synergy is raised by tying the Park to the
rest of the Town Square it is probably premature.
Finally, create all of the necessary designs, policies and forms to complete the above goals.

Background
Information: At the last meeting, plans were discussed and formalized to hold a
September-October photography exhibit and September 9
reception. They also decided to hold the February 2013 “Winter
Arts in Town Hall” reception and exhibit.
This item will allow for further discussion and for the Arts Council to
develop to-do lists and marketing plans for those proposed events.
