Agenda Item No. 2A. Consent: Approval of the minutes from the November 22 2011
Southlake Arts Council meeting — Please make any corrections to the minutes part
of the motion.
2. A enda Item No. 3A. Consider: Recommendation on permit to hold the Art In The
Square kick-off art gallery reception, "Art In Southlake." February 19, 2012 in Town
Hall lobby — A recommendation from the Southlake Arts Council is part of the
approval process to allow displays or performances in city facilities, therefore the
Arts Council is asked to consider a permit for the February 19, 2012 "Art In
Southlake" exhibition reception as described in your packet memo. A floor space
plan will also be provided by staff at the meeting. City Council will consider the
permit at their February 7, 2012 meeting.
3. Agenda Item No. 313. Consider: Recommendation on permit from Southlake Arts
Council Art In The Square, APEX Arts League and Southlake Public Library to
display "Art In Southlake," February 17 —Aril 16 2012 in Town Hall lobby — In
addition to the reception on February 19, Arts Council must make a recommendation
to City Council on the permit to display the "Art In Southlake" exhibit in Town Hall
lobby February 17 — April 16, 2012. The display will cover less than 30% of the wall
space and complies with provisions of the Display of Public Arts Policy. Your packet
memo contains a copy of the permit for your review and recommendation. A wall
space plan will also be provided by staff at the meeting. City Council will consider
the permit at their February 7, 2012 meeting.
4. Agenda Item No. 313. Consider: Review and selection of art from Call to Artist to be
included in the "Art In Southlake" exhibition Februa 17 — April 16 2012 in Town —
Southlake Arts Council will select from the artists' submittals which pieces to include
in the "Art In Southlake" exhibition. The Call to Artist deadline is January 20,

therefore copies of the art work is not available for inclusion in this packet at this
time but will be provided for you at the January 24 meeting.
5. Agenda Item No. 4A. Discussion: Assignment of duties and res onsibiiities for the
"Art In Southlake" art gallery receiption to be held February 19 2012 — Events such
as this require much advance planning and preparation so we will brainstorm and
make assignments at the meeting so this event will be a great success.
6. Agenda Item No. 5. PUBLIC FORUM: This is the public's opportunity to address the
Arts Council about non -agenda items. During this proceeding it is important that the
council not deliberate (discuss among yourselves) or take action on any item
brought up at this time. The Arts Councils' options during this topic are 1) to listen; 2)
ask questions and respond to the presenter only; 3) request staff to look into the
issue and report back to the Arts Council; and/or 4) request that the chair put the
item on a future agenda for the Arts Council to discuss or consider.

commissioned art work is also allowed in the pending Public Art Master Plan under
specific conditions and guidelines.
The Arts Council discussed Hines' proposal.
Concern was expressed that the piece was not an original art piece created by an artist
but rather a reproduction. It could be considered as an architectural design element
instead of art work. Moving forward, the Arts Council was encouraged to follow the
pending Public Art Master Plan definition for art work when considering a selection.
The developer expressed willingness to look at options and the possibility of
commissioning future pieces with an artist, recognizing the cost factor may limit the
number and style of pieces.
The proposal was approved (4-1) by the Artist Selection Committee November 15,
2011. City Council will consider the proposal December 6, 2011.
A motion was made to recommend to City Council approval of the selection with their
concerns.

Background
Information: In line with the Display of Public Arts Policy, which requires permits
for displays and performances in City facilities be reviewed by the
Southlake Arts Council and approved by City Council, staff has
prepared the attached permit for your recommendation at this time.
If approved, the permit will allow an Art In the Square kick-off art
gallery reception to be held in Town Hall lobby on Sunday,
February 19, 2012, from 3-5:00 p.m. The event will spotlight the
"Art In Southlake" art exhibition to be displayed in the lobby
February 17 through April 16, 2012. Sponsors of the event include
Art In The Square, APEX Arts League, City of Southlake Arts
Council and Public Library. The reception will require 100% of the
lobby area of Town Hall. (Staff will provide a floor space plan of the
lobby area at the meeting.) Entertainment (music by a flute and
harp duet) and refreshments will be provided. Deputy Director
McGeath is assisting Southlake Arts Council in coordinating the
reception and will be present during the event on Sunday
afternoon. The reception is not held as a fundraising event but it
may help publicize the Art in the Square annual festival. The Permit
for the reception meets the provisions of the Display of Public Arts
Policy.

Background
Information: Attached to this memo is the Call to Artist letter that was distributed
by Terri Messing to solicit art entries for the upcoming exhibition
and reception that will precede the annual Art In The Square (AIS)
art festival. The exhibition of Texas artists' work in Town Hall in the
two months before AIS will help advertise and promote the annual
festival as well as provide Southlake citizens with a fine cultural
opportunity.
The Call to Artist deadline to receive art submittals is January 20,
2012 and therefore, renderings of the art submittals are not
included with this packet memo, but will be available at the January

PUBLIC ART PROJECT OPPORTUNITY
The City of Southlake, Texas, through its Southlake Arts Council seeks to provide a temporary
exhibit of art in the Lobby of the Town Hall building from February 17th through April 16th 2012.
The Display is sponsored by the Southlake Arts Council, Southlake Public Library, Art in the
Square, and Apex Arts League

All materials must be in an electronic format in a PowerPoint presentation for ease of review.

PROJECT DESCRIPTION
The City of Southlake Arts Council, Southlake Public Library, Art in the Square and APex ARts
League are sponsoring an exhibit of flat art to be hung in the 2"d floor lobby of the City of
Southlake Town Hall building. This will be a temporary display of art from February 17th through
April 16th. Artists will not be paid for displaying art in this exhibit, or any associated costs related
to delivery and pick up of the submissions or the Art itself.
Please include 1-3 images for submission. The exhibit will contain pieces from a number of
various artists. Larger works will show better in the space.

ARTIST ELIGIBILITY
The project is open to all artists age 18 and over, regardless of race, color, religion, national
origin, gender, age, military status, sexual orientation, marital status or physical or mental
disability.
HOW TO APPLY
Artists must submit the following digitally on a DVD/CD, Flash Drive, or via E-mail, surface mail
or hand -delivered to the attention of Kerry McGeath, City of Southlake Public Library, 1400 Main
Street, Suite 130, Southlake, TX 76092. E-mail: kmcgeath@ci.southlake.tx.us
■ Letter of Interest - Applicants must submit a letter of interest indicating the
project(s) for which they are applying and an artist statement.
■ Resume — Limited to three pages or less utilizing a font size of 10 or greater (must
include name, address, phone, e-mail and website)
■ Images of Completed Artwork — Must be submitted in a Microsoft PowerPoint
presentation with no more than ten (10) images of completed works (one image per
slide). The first slide should include the artist name and contact information. Each
image must include a title.
■ Description of Completed Artwork for Review — Must be submitted in a Microsoft
Word document to include the title, date, size (HxWxD), and a brief description of

ARTIST SELECTION PROCESS
The Southlake Arts Council will review, evaluate and select Finalists.
Criteria for selection includes: artistic merit as evidenced by the submitted materials; the
applicant's professional qualifications;
Artists chosen as finalists will be asked to visit the specific space for the hanging of the art prior
to the Feb 17t' hanging date
