Southlake Arts Council meeting – Please make any corrections to the minutes part
of the motion.
2. Agenda Item No. 3A. Consider: Election of Officer for the Southlake Arts Council for
FY 2011-13 – With the recent appointments to the Arts Council of Jesika Cook,
Tammy Hashemian and reappointment of Leslie Ann Walker to fill term expirations
and vacancies, the Arts Council may now elect a chairman, vice-chairman and
secretary to serve a one-year term. Any sitting member may be considered for the
officer positions. Below is a current roster of the Arts Council for your consideration.

3. Agenda Item No. 3B. Consider: Recommendation on proposed Southlake Public Art
Master Plan, a component of the Southlake 2030 Plan – A recommendation from the
Southlake Arts Council on the proposed Southlake Public Art Master Plan is part of
the approval process. If approved, the Plan will be incorporated into the City’s
comprehensive plan, Southlake 2030 Plan, to provide guidance for the development
of public performing and visual art projects. Revisions to the Plan identified by the
Arts Master Plan Committee and Arts Council at the October 6 meetings are being
made by the consultant. To date, the proposed Plan has been reviewed by
Southlake 2030 Arts Master Plan Committee and the Southlake Arts Council.

4. Agenda Item No. 3C. Consider: Recommendation on Public Art Display Permit from
Southlake Sister Cities to display Sister Cities International Young Artists Showcase
traveling exhibition in Southlake Town Hall lobby – Your packet contains a request
from Southlake Sister Cities to display the top 10 pictures awarded by Sister Cities
International Young Artists in the Town Hall lobby December 17 – December 31,
2011 as part of a traveling exhibition in which only 10 US cities were asked to
participate. The exhibit meets the requirements of the City’s Public Art Display
Policy. Photos of the pictures are contained in your packet.

6. Agenda Item No. 5. PUBLIC FORUM: This is the public's opportunity to address the
Arts Council about non-agenda items. During this proceeding it is important that the
council not deliberate (discuss among yourselves) or take action on any item

ask questions and respond to the presenter only; 3) request staff to look into the
issue and report back to the Arts Council; and/or 4) request that the chair put the
item on a future agenda for the Arts Council to discuss or consider.

Description:
On Monday, October 24, 2011, SPIN will host the following meetings:
• 6:00 p.m.: The City of Southlake will host a city-wide SPIN
meeting to present and receive feedback on the Southlake Arts
Master Plan, a component of the Southlake 2030
Comprehensive Plan. The Southlake Arts Master Plan will set
goals and provide guidance for development of public performing
and visual art in Southlake.
• 7:00 p.m.: SPIN #11 will host a meeting to discuss a 32,000
sq.ft. office, office/warehouse and a small warehouse
development to include four buildings located on 2.1 acres at the
northwest corner of Michael Drive and Davis Boulevard.
These meetings will be held in Town Hall - Third Floor Training
Rooms.

Information: In June the City Council approved the appointment of Leslie

and 7 were recently made by City Council. Appointed were

Action
Requested: Southlake Arts Council discuss and recommend approval of the proposed
Southlake Public Art Master Plan.
Background
Information: Southlake Public Art Master Plan is the result of work between the City,
its consultants Via Partnership, the Southlake 2030 Arts Master Plan
Committee, Southlake Arts Council, and stakeholders within the
community. The master plan was developed as a requirement of the
revised Public Art Policy that was adopted in 2007. It has been a six (6)
month long process in which a needs assessment and a number of public
meetings have occurred to allow for as much citizen input into the
development of the plan as possible. The Plan was developed with the
following objectives in mind:
• Set a long-term direction for City art commissions
• Identify opportunities in capital projects
• Develop a concept and next steps for a sculpture exhibition in
McPherson Park
• Establish a timeline for City commissions
• Encourage public art in private development
• Identify staffing needs
• Outline City Council and Arts Council responsibilities
• Provide context for the goal of opening a performing art center in
Southlake
The Southlake Public Art Master Plan is a component of the Southlake
2030 Plan, the City’s comprehensive plan. As such, it is critical that a
relationship between the Southlake 2030 Plan and the various plan
elements be established.
The Planning & Zoning Commission will consider Ordinance No. 1016,
adoption of the Southlake Public Art Master Plan, at their meeting
November 3, 2011, followed by City Council consideration on November
15 and December 6, 2011.

Background
Information: The Display of Public Arts Policy requires a recommendation from
the Southlake Arts Council and approval by the City Council to
display art or hold a performance in City facilities.
In line with the Display of Public Arts Policy, Southlake Sister Cities,
a local non-profit organization and member of Sister Cities
International, has submitted a permit request to display pictures
from the Sister Cities International Young Artist Showcase in the
Town Hall lobby the last two weeks in December. Southlake is one
of only ten US cities to be selected to participate in the exhibition.
The display will exhibit the top 10 winning pictures from the
traveling exhibition. The display will cover less than 30% of the wall
space and will not have any floor panels. The Permit meets the
provisions of the Display of Public Arts Policy.
Southlake Sister Cities is a local non-profit organization that is an
affiliate of Sister Cities International, Inc. and is dedicated to
fostering global understanding, friendship and communication
through education and exchanges. Currently, the City of Southlake
has “Sister City” agreements with Tome, Japan (1991), El Fuerte,
Mexico (1997) and Suzhou Wuzhong District, China (2010).

SISTER CITIES INTERNATIONAL 2011 YOUNG ARTISTS AND AUTHORS
SHOWCASE WINNERS AND FINALISTS
WASHINGTON, DC — Sister Cities International (SCI) is proud to announce the overall winners and
finalists for the twenty-third annual Young Artists and Authors Showcase. For over two decades, the
Young Artist and Authors Showcase has given youth from around the world the opportunity to
artistically express their visions for a more unified, peaceful world.
This year, young artists and authors reflected on the theme, “Shaping Your Community for a Greener
Future,” through a variety of visual media, poetry, and essays. Applicants from all over the world
submitted 45 visual art pieces and over 50 essay and poetry submissions. In addition to the United
States, Canada and Mexico, SCI’s young artists and authors included submissions from Europe, Asia
and Africa. The high level of talent, effort, and dedication put forth by sister city youth from around
the world was evident in this year’s applicant pool.
The selected visual and literary works of art are an impressive body of work. A showcase of the top
ten works of art will be unveiled at SCI’s Western Regional Conference in Riverside, California on
September 30, 2011. From there, the exhibit will embark on a year-long international tour of sister
city communities throughout the SCI network.
From the top ten in the Young Artists Showcase, one international and one domestic piece of art were
selected as overall winners. “Clean Environment, Better Future” by Wilson Seyram Akude from Tema,
Ghana, has been selected as this year’s international winner. Tema is a sister city of San Diego,
California. “Green Future” by Russell Mank of Lakeland, Florida has been selected as the domestic
winner. The eight additional finalists represent Japan, Northern Ireland, China, and the United States.

Among the Young Authors Showcase submissions, Azza Cohen, of Highland Park, Illinois, was awarded
first place for her essay, “The Ultimate Travel Souvenir: Bringing Sisu to 60035.” Ashley Loe of Santa
Clara, California was awarded first place within the poetry category for her work, “Keeper of the
Compost.” The international grand prize winner for Poetry is Sandor Febrete from Debrecen, Hungary,
sister cities with New Brunswick, New Jersey. SCI also awarded runners-up and third place honorable
mentions in both the essay and poetry categories. Zachariah Webb of Phoenix, Arizona received the
runner up award in poetry and Skylar Cohen from Scottsdale, Arizona received the runner up award in
the essay category. Nika Korchok Wakulich of Scottsdale, Arizona and Frea Mehta of Phoenix, Arizona
received honorable mentions in the poetry and essay categories, respectively. Sister Cities
International is very proud of this year’s collection of visual and written works. The literary works of

Guidelines for Hosting the
Young Artists Showcase Tour
Are you interested in seeing the Top 10 Finalists of this year’s Young Artists Showcase? Would you like
the Showcase to come to your city? Every year after the Finalists are displayed at the Sister Cities
International Annual Conference, they are sent on an international Tour to different Sister City
communities. Here is an overview of the costs and commitments required of a Tour Host.
Overview of the Tour:
The Tour begins at the Sister Cities International Annual Conference in July. Each month from
September until the following June it is shipped to a different Sister City community to give members a
chance to see the finalists works up close. This year there will be 10 finalist pieces. To ensure their
protection and improve the aesthetics of the Showcase, all 10 pieces of art will be framed for the tour.
Each framed piece weighs on average about 6 pounds. To learn more about the Showcase history, the
2011 judging, and to see the finalists from past Showcases, visit the Sister Cities International website
at http://www.sister-cities.org/programs/yap.cfm.
Time Commitment:
Each Sister City host community will have the Showcase for at most, one month. The time commitment
depends on the event or display that the community chooses. Some cities plan receptions around the
Showcase while others display them at local art galleries or public places.
Costs Commitment:
The main cost associated with the Tour is the shipping of art at the end of the month to the next Sister
City host. This may require the purchasing of another box or two if they need to be replaced. As
mentioned above, the average cost of one framed piece is about 6 pounds. You can go online to the
Postal Price Calculator at http://postcalc.usps.gov/ to see what an approximate price would be to ship
to other cities. The other costs are dependent on the local event that is planned for the Showcase and
that will vary by city.
Participating in the Tour:
If you have any questions or are interested in being a Tour host for this year’s Young Artists Showcase,
please send the following to:
- City name and Sister City Committee
- A local contact who will be in charge of the Tour
- A shipping address where you want the pieces sent
- Your first and second preference for month to have the Tour
to Jennelle Root, Special Programs Manager, at jroot@sister-cities.org or call 202-347-8635. All Tour
hosts will be given a Tour Schedule in August that outlines the different Sister City stops and the
shipping addresses for each location. Host cities are fully responsible for the art while it is in their
possession and sending all 10 finalists to the next stop on the Tour as close to the beginning of the next
month as possible. The Tour schedule will also be publicized at the Annual Conference.
To reserve a month for the Tour, please send in the above information as soon as possible.
Hosts do not need to have submitted art to the Showcase but do need to be members of Sister
Cities International.
