1. Agenda Item No. 2A — 2C. Administrative Comments: Reports --- Updates will be
provided about the APEX Arts League, Arts Council Northeast and Arts Master Plan.
2. Agenda Item No. 3A. Consent: Approval of the minutes from the March 22 2011
Southlake Arts Council meeting — If you have corrections to the meeting minutes,
please make it part of the motion for consideration.
3. Agenda Item No. 4. PUBLIC FORUM: This is the public's opportunity to address the
Arts Council about non -agenda items. During this proceeding it is important that the
council not deliberate (discuss among yourselves) or take action on any item
brought up at this time. The Arts Councils' options during this topic are 1) to listen; 2)
ask questions and respond to the presenter only; 3) request staff to look into the
issue and report back to the Arts Council; and/or 4) request that the chair put the
item on a future agenda for the Arts Council to discuss or consider.
4. Agenda Item No. 5A. Consider: Recommendation on Bob Jones Nature Center
'Organization Permit for Visual Arts Display in Town Hall Lobby Jul 1-29 2011 --
This request will allow for the display of the photos submitted for the 7"' Annual Bob
Jones Nature Center and Preserve Photography Contest to be exhibited in
Southlake Town Hall lobby July 1-29, 2011. The exhibit will cover less than 30% of
the floor space and complies with the Display of Public Arts Policy. The Southlake
Arts Council's recommendation on the Permit will be included in the City Council's
consideration at the June 7, 2011 meeting.
5. Agenda Item No. 6A, Discussion: Sculpture -Garden in McPherson Park — The Arts
Council will discuss a Sculpture Garden proposed in McPherson Park, explore
potential concepts for the Garden and provide staff with feedback.

6. Agenda Item No. 613. Discussion: Roundabout Art Work Progress — At the last
meeting, Deputy Director McGeath reported on the progress of each of the three
artists. All were at various stages of working with the clay and progressing to the
foundry stage. Installation of the art pieces is still anticipated in October 2011. Staff
will provide the latest information on the projects at your meeting Tuesday. The Arts
Council may also discuss unveiling options and how other cities have handled
similar unveilings.

Chair Calvert called the meeting to order at 6:04 p.m.
REPORTS:
Agenda Item No. 2A - Administrative Comments -- Update from APEX Arts League
Terri Messing presented the update. Art in the Square is seeking volunteers April 15-17,
2011; contact Lisa Quinn at www.ArtintheSguare.com/Volunteers to sign up.
APEX has been working on the following events/activities: the Emerging Artists
Program, working with merchants in Town Square to display various Art In The Square
artists' renderings in vacant storefronts, sponsoring the play, "Into the Woods," March
26 at the Green Day event at Town Square, hosting the Fort Worth Symphony
"Requiem" Concert at White's Chapel Methodist Church April 17, and a free concert by
the US Air Force Woodwind Ensemble on April 27, 2011 at White's Chapel Founder's
Chapel. The APEX Arts Council calendar of events is also being finalized for the next
season. APEX has partnered with the senior coalition to perform as ushers at the
concert events.

4 Deputy Director Kerry McGeath reported the Arts Council Northeast will host a reception
5 March 26 at TCC to announce the artists grant recipients.

7 Non -Agenda Item — Administrative Comments — Subcommittee to Work on the Arts
8 Council Master Plan

10 A steering committee has been formed consisting of Southlake Arts Council members
11 Leslie Walker, Merlene Ingraham and Terri Messing, City Council members Al Zito,
12 Carolyn Morris and Pamela Morris, City staff members Jim Blagg and Kerry McGeath to
13 work on the development of the Arts Master Plan. An Arts Master Plan kickoff meeting
14 will be held April 12, 2011 with consultants, Via Partnership.

16 CONSENT AGENDA: Consent agenda items are considered to be routine by the Board
17 and are enacted with one motion.

19 Agenda Item No. 3A Approval of the minutes from the Februa 22 2011 Southlake

22 Minor corrections to the minutes were noted. The meeting was held in TH4A. Cathy
23 Hernandez, representative from Arts Council Northeast, was not present at the
24 February meeting. The artist name in Item 6A was corrected to Quincy Conwell.

27 was unanimously approved (6-0).

31 Agenda Item No. 4 Public Forum: Chair Calvert read the rules for Public Forum. No
32 one spoke during the public forum.

34 Agenda Item No. 5A. Consider: Recommendation on Art in the S uare and APEX Arts

37 The permit will allow the display of eight (8) pieces of artwork, "Art in the City," on
38 individual panels in Southlake Town Hall lobby April 19-May 17, 2011 and will be an
39 integral part of a reception hosted by Southlake Arts Council, APEX Arts League and
40 Art in the Square April 19 in the lobby. The exhibit will cover less than 30% of the wall
41 space and complies with the proposed Display of Public Arts Policy which will be
42 considered by City Council at their March 29, 2011 meeting. Southlake Arts Council
43 previewed the art work and discussed this item. They discussed emailing invitations for
44 the April 19th reception and set up of the system for the hanging the display pieces.

12 The permit will allow a display of art work by Carroll ISD art students, sponsored by
13 Southlake Public Library and Southlake Arts Council, in Town Hall Td floor training
14 rooms during Art in the Square, April 15-17, 2011. About 80% of the wall and floor
15 space will be utilized. The Permit complies with the Display of Public Arts Policy. A
16 preview of the art work was not available at the meeting. This item was discussed. They
17 discussed Art in The Square having signage placed outside Town Hall directing Art in
1S the Square patrons to the Ord floor display.

29 The idea is to have the Roundtable part of the Arts Council Master Plan process. A
30 roundtable will bring various stakeholder groups together that are involved in the arts.
31 The roundtable concept will be introduced at the Arts Master Plan kickoff meeting and a
32 report will be brought back to the Southlake Arts Council.

36 The idea of having artist's art work displayed as "wraps" throughout the City, such as on
37 utility boxes, is still being explored. A contest for artists will be developed and the Arts
38 Council will be kept up to date.

Subject: Recommendation on Bob Jones Nature Center Organization Permit for
Visual Arts Display in Town Hall Lobby July 1 -- July 29, 2011
Action
Requested: Southlake Arts Council recommendation on a permit to display art
work in Town Hall. The display will exhibit contestant submittals for
the annual Bob Jones Nature Center and Preserve Photo Contest.
Background
Information: The Display of Public Arts Policy requires . a Permit for Southlake
Arts Council recommendation and City Council approval to display
art or hold a performance in City facilities.
In line with the Display of Public Arts Policy, the Bob Jones Nature
Center Organization, which is a non-profit organization and is
actively involved with management and operation of the City's
nature center, has submitted a Permit to display the entries
received in this year's Bob Jones Nature Center and Preserve
Photo Contest in the Town Hall lobby for one month this summer.
The display will cover less than 30% of the floor space and will not
have any wall panels. The Permit meets the provisions of the
Display of Public Arts Policy.

Strategic Link: This Permit is linked to the City Council Focus Areas of Quality
Development and Partnerships and Volunteerism. The Permit also
addresses the corporate objectives of providing attractive and
unique spaces for enjoyment of personal interests and providing
opportunities for partnerships and volunteer involvement.
