Consent: Approval of the minutes from the Februa 22 2011 Southlake Arts Council meeting — If you have corrections to the meeting minutes, please make it part of the motion for consideration. 3. Agenda Item No. 4. PUBLIC FORUM: This is the public's opportunity to address the Arts Council about non -agenda items. During this proceeding it is important that the council not deliberate (discuss among yourselves) or take action on any item brought up at this time. The Arts Councils' options during this topic are 1) to listen; 2) ask questions and respond to the presenter only; 3) request staff to look into the issue and report back to the Arts Council; and/or 4) request that the chair put the item on a future agenda for the Arts Council to discuss or consider. 4. Agenda Item No. 5A. Consider. Recommendation on Art In The Square and APEX Arts League Permit for Visual Arts Display in Town Hall Lobby Aril 19-May 17 2011 -- This request will allow a display of eight (8) pieces of artwork to be hung on individual panels in Southlake Town Hall lobby April 19-May 17, 2011. The display, "Art in the City," is part of a reception hosted by Southlake Arts Council, APEX Arts League and Art In the Square to be held April 19 in the lobby. The exhibit will cover less than 30% of the wall space and complies with the Display of Public Arts Policy which will be considered by City Council at their March 29, 2011 meeting. The Southlake Arts Council recommendation on the Permit will be included in the City Council's consideration at the March 29 meeting. A preview of the art work will be provided at the meeting Tuesday. Consider: Recommendation on Permit for Carroll ISD Visual Arks Display sponsored by Southlake Arts Council and Southlake Public Libraa in Town Hall 3rd Floor Training Rooms during Ark In The S uare April 15-17 2011 --- This request will allow the display of art work by Carroll ISD students in Town Hall 3rd Floor Training Rooms during Art In The Square, April 15-17, 2011. The display will be comparable to the exhibit that was featured in the lobby area during January - February. Due to the limited duration of Art In The Square and the nature of the event, about 80% of the wall and floor space will be utilized. The art teachers will set up the exhibit Friday, April 15 and remove the display Sunday, April 17. The Permit complies with the Display of Public Arts Policy. The exhibit is sponsored by the Southlake Public Library and Southlake Arts Council. A preview of the art work will be provided at the meeting Tuesday. 6. Agenda Item No. 6A. Discussion: City Wide Arts Roundtable — The Arts Roundtable will be included in the Southlake Arts Master Plan discussions. Staff will provide a time line of the upcoming input meetings Tuesday. APEX hosted four programs in which there was an average of 34 approximately 1,000 people in attendance per event. The programs have been excellent 35 and people are inquiring about APEX future programs. Ms. Frazier was present and the meeting was held in Room 3A. Council member Pamela A. Muller was present at the December meeting, but was not introduced or announced so her name was not noted as a guest in the minutes. A motion was made and seconded to approve the minutes as corrected. The motion was unanimously approved. REGULAR AGENDA: Agenda Item No. 4 - Public Forum: No one spoke during the public forum. Agenda Item No. 5A. Consider: Recommendation on Display of Public Arts Polic At the January 25, 2011 meeting, City Council reviewed the Display of Public Art Policy and made several revisions to the Policy. Assistant City Manager Blagg presented the revisions to the Arts Council for their recommendation. Revisions concerned the length of display time, the amount of floor and wall space and the sale of art by the artists. The Southlake Arts Council reviewed the proposed changes and expressed many concerns about the maximum period of display time and the percentage of floor and wall space. The Southlake Arts Council did not favor a two week limit for professional artist displays. It was noted that a variance to the two week limit may be granted by City Council and so it was suggested that the Permit application include a section to indicate the length of time the artist request their art to be displayed -- two, four or six week period. A motion was made that with the changes to some of the wording that the Southlake Arts Council approve the revised Display of Public Art Policy. The motion was not seconded. The vote was three (3) in favor and three (3) opposed. Agenda Item No. 6A. Discussion: APEX Report on Art In The S uare Display Terri Messing is working with Mr. McGeath to submit a permit application for the pilot gallery for the April display. Quincy Collins, a Dallas based artist, is the artist that was selected by APEX. The contract will not be signed until after the Permit Application is approved by City Council at their March 29, 2011 meeting. Background Information: At the last Southlake Arts Council meeting, the Arts Council reviewed a proposed Display of Public Arts Policy, which requires artists to submit a Permit for Southlake Arts Council recommendation and City Council approval to display art or hold a performance in City facilities. With a vote of 3-3, the Southlake Arts Council was not able to approve the Display Policy and the Display Policy will be considered by City Council at their March 29, 2011 meeting. In line with the impending Display of Public Arts Policy, the Southlake Arts Council has received a Permit from Art In The Square and APEX Arts League to display eight (8) pieces of artwork on individual panels in Southlake Town Hall lobby April 19- May 17, 2011. The display, "Art in the City," is part of a reception hosted by Southlake Arts Council, APEX Arts League and Art In the Square to be held April 19 in the lobby. The display will cover less than 30% of the wall space and will not have any floor displays. The Permit meets the provisions of the Display of Public Arts Policy.
