1. Agenda Item No. 2. Administrative Comments:
A. Oath of Office — On behalf of the City of Southlake and the Community
Services Department, welcome to new member Leslie Ann Walker and
reappointed members Carol Knox, Terri Messing and Merlene Ingraham.
Congratulations on your appointment! We look forward to working with each
you in our endeavor to provide art within the community. Deputy Director
Kerry McGeath will administer the oath of office to the new members and
distribute necessary forms to complete for the City Secretary's Office.
B. APEX Concert Update -- APEX representative and Arts Council member Terri
Messing will update us on the concert.
2. Agenda Item No. 3A. Consent: Approval of the minutes from the July 27, 2010
Southlake Arts Council meeting — If you have corrections to the meeting minutes,
please make it part of the motion for consideration.
3. Agenda Item No. 4. PUBLIC FORUM: This is the public's opportunity to address the
Arts Council about non -agenda items. During this proceeding it is important that the
council not deliberate (discuss among yourselves) or take action on any item
brought up at this time. The Arts Councils' options during this topic are 1) to listen; 2)
ask questions and respond to the presenter only; 3) request staff to look into the
issue and report back to the Arts Council; and/or 4) request that the chair put the
item on a future agenda for the Arts Council to discuss or consider.
4. Agenda Item No. 5A. Consider: Election of Arts Council officers — This is placed on
the agenda to allow for the election of Southlake Arts Council officers for 2010-11.
Per the Southlake City Code, Section 2-257, as soon as practicable after the annual

appointment of new Southlake Arts Council members by the City Council, the arts
council shall elect from its members a chair, vice -chair, and secretary to serve until
next annual appointment, of new members Should the positions of any such
officers become vacant, the Southlake Arts Council shall hold a special election to fill
such vacancy for the duration of the unexpired term. Officers shall be selected from
Southlake Arts Council members: Leslie Bartlett (Vice Chair), Terri Messing, Carol
Knox, Merlene Ingraham, Deborah Frazier, Karen Chidiac, Jon Calvert, Fariba
Parmer and Leslie Ann Walker.
5. Agenda Item: No."5B. Consider: Recommendation on FY 2010-11 Public Art Fund
But — Staff will review the proposed FY2010-11 Public Art Fund budget at the
Tuesday meeting.
6. Agenda Item No. 6A. Discussion: Display of Art in Public Buildings — Deputy Director
Kerry McGeath and I will provide a handout and update at the meeting.
7. FYI — Included in your packet, but not part of the meeting agenda, is a flyer
advertising the City's request for assistance to name its newest park. We would love
to hear your suggestions for names so please look at the naming criteria on the flyer
and submit your favorite name for the park! Deadline for entries is next Friday,
August 27.

7 for the Arts Council to review. The proposed budget includes $75,000 for an Arts Master
8 Plan, $30,000 for performances, and $7,000 for miscellaneous operational expenses.

SUBJECT: Election of Southlake Arts Council Officers for 2010-11
Action Requested: Arts council election officers to serve during 2010-11.
Background
Information: The Southlake City Code, Section 2-257 provides for the
election of officers for the Southlake Arts Council for 2010-11
following the appointments by City Council to the board. Any
sitting Arts Council member may be considered for the
officer positions to include Chair, Vice Chair, and Secretary.
On August 17, 2010, the City Council approved Resolution
No. 10-038, appointing Carol Knox to Place 9, Leslie Ann
Walker to Place 6, Terri Messing to Place 4, and Merlene
Ingraham to Place 2 to serve on the Southlake Arts Council.
A current list of Arts Council members and their respective
terms is attached for your convenience.

As soon as practicable alter the annual appointment of ue« arts council rrnembers by the
city council, the arts council shall elect from its members a chair, vice -chair and secretary to
serve until the next: annual appointment of new arts council members. Should the positions of
any such officers become vacant, the arts council shall. hold a special election to fill such
vacancy for the duration of the unexpired term. Meetings of the arts council shall comply with
Chapter 551, Texas Government Code, the Open .Meetings Act. The arts council shall adopt by -
lags to gorvem the Bolding of i.ts 1nedtibgs Which, at a minimum; shall include the following:
(1) Schedule for holding of regular meetings,
(2) Manner of holding and calling of special meetings,
(3) Majority ofmembers shall constit€ite a quorum.
(4) Members not planning to attenda regular meeting or special meeting shall notify
the chair of the arts council and the city staff secretary who is assigned to perform work for the
arts council by 12:0€3 noon of the day proceeding the meeting day.
(5) Any member with unexeused absences from two consecutive regular meetings or
not exhibiting interest in the work of the arts council shall be reported to the city council which
may, at its discretion, remove the member and appoint a replacement.
(6) Minutes of each meeting of the arts council shall be filed with the city secretary.

The City Needs YOUR Suggestion to Name a
New City Park!
The City is asking residents to suggest names for a new city park planned on
Dove Road, just east of White Chapel Boulevard.. The park is. currently known as
North Park and is a 19.5 acre park situated in a pastoral setting. When complete,
the park will have three lighted lacrosse fields, a playground, concession stand,
restrooms, a pond and trails. Construction is expected to start next year and finish
by December 2011. Guidelines do apply. See the Guidelines below forspecific
information for how parks and other city facilities may be named.
Help the City find a creative and descriptive name for its newest park! For your
convenience, use the Submittal Form on the back of this note.

GUIDELINES FOR NAMING PARK OR FACILITY
A park and recreation facilities may be named for outstanding and/or predominate physical
characteristics or ecological features of the land such as:
■ Streams, lakes and creeks
• Landmark significance
x Historical significance
■ Street name identity
■ The subdivision in which the park property is located
■ Based on the activity, event or function of the park
A park facility may be named for any group or individual who has made exceptional
contributions to the City
A park facility may be named in honor of a deceased local, state, national figure(s)
■ There shall be a waiting period of one or more years prior to the naming of a park in
honor of a deceased local, state or national figure(s)
■ The renaming of a park facility, which has been previously named after an individual,
is prohibited unless compelling circumstances arise whereby consideration to a
change is appropriate
No park shall be given the same name as an existing school site, or public facility, except
where the sites abut one another
Components or areas within a park or recreation facility may be given a name which is
different than the park or recreation facility. Such components or areas may include, but not
limited to, gardens, playgrounds, athletic fields, structures, and meeting rooms.
