SUBJECT: Agenda Item Comments for the regular Southlake Arts Council
Meeting – Tuesday, April 27, 2010 at 5:00 p.m.
Please note the meeting will begin at 5:00 p.m. instead of the usual start time of 6:00 p.m.,
in Town Hall – Executive Conference Room (2nd Floor).
A light dinner will be served about 5:45 p.m. If possible, could you please notify staff if you

1. Agenda Item No. 2. Conduct In-Service Session on Art Selection – Terri Messing
has invited two arts experts to provide an in-service training on what to look for when
choosing art in order to help the Arts Council better evaluate the submissions for the
Public Art in the Roundabouts project. The in-service training will be held at 5:00
p.m.
2. Agenda Item No. 3. Administrative Comments:
A. Call to Artists Update – Recall at the last meeting, the Arts Council discussed
inviting guests to attend the April 27 meeting to review and provide feedback
to the Arts Council on the proposed art work. The Arts Council also
recommended cancelling the regular May 25 Arts Council meeting and
rescheduling it for June 8, at which time the Arts Council will make a final
selection. The finalists’ works will be presented to City Council during work
session on July 20. The general public will also have an opportunity to
preview and provide input on the finalists’ selections online beginning July 27.
Staff will review the revised timeline for the Call to Artists project attached to
this memo.
B. APEX Concert Update – APEX representative and Arts Council member Terri
Messing will update us on the proposed APEX Summer Concert series and
other APEX initiatives.
C. Southlake Arts Council Terms Expire – As a reminder, the terms will expire in
May for Southlake Arts Council members Terri Messing, Jeffrey Walter and
Carol Knox. Arts Council members will continue to serve on the Board until
City Council makes the new appointments in June or July. City Council will

also make an appointment to fill Place 2, formerly held by Peggy Firestone. If
you wish to reapply to the Arts Council or for any of the other City boards or
commissions, you must complete an Application for Appointment and submit
it to the Office of City Secretary. A copy of the Application is included in your
packet for your convenience should you wish to make an application. For

D. Arts Master Plan RFQ Update -- Staff will discuss status of the Arts Master
Plan which will be due April 26, 2010.
3. Agenda Item No. 4A. Consent: Approval of the minutes from the March 23, 2010
Southlake Arts Council meeting – If you have corrections to the meeting minutes,
please make it part of the motion for consideration.
4. Agenda Item No. 5. PUBLIC FORUM: This is the public's opportunity to address the
Arts Council about non-agenda items. During this proceeding it is important that the
council not deliberate (discuss among yourselves) or take action on any item
brought up at this time. The Arts Councils' options during this topic are 1) to listen; 2)
ask questions and respond to the presenter only; 3) request staff to look into the
issue and report back to the Arts Council; and/or 4) request that the chair put the
item on a future agenda for the Arts Council to discuss or consider.
5. Agenda Item No. 7A. Discussion: Review of Roundabout Art Submissions – The
Roundabout submissions will be reviewed as the last item on this agenda. The
submissions will be available via projector at the meeting to be reviewed by the Arts
Council.

April 9th until May 25th (SLAC meeting) - Artists Selection Subcommittee review and
categorization of applications
April 27 (SLAC meeting) – Receive advice from guests
May 25 (SLAC meeting) - CANCELED
June 8 May 25 (SLAC meeting) - Select 3 – 6 finalists by full Arts Council requesting
conceptual drawings
June 22 (SLAC meeting) – CANCELED
July 20 (City Council meeting) – Finalists’ works presented during Work Session

Deputy Director McGeath presented the timeline created by the subcommittee. Mr. 29
Walter would like to invite guests to a full Arts Council session to give advice on making 30
selections during the month of April or May, but before May 25th. There was extensive 31
discussion about the time table. The Arts Council decided: 32

April 20-21 Subcommittee looks at artists’ entries 34
April 27 Meeting starts at 5pm and will include invited guests for selection 35

The City will add an introductory page to list and elaborate on City Partners. The 5
Southlake Arts Council page will add goals, mission and listings of projects. 6

Ms. Messing gave an update on the Outdoor Community Concert series. APEX has 10
partnered with Teen Rock Band Project to produce some summer concerts. Teen 11
concerts have some extra parameters that need to be addressed: 12

1. a place for teens to go that is safe and supervised 14
2. a place for teen bands to perform 15

The Community Concerts will be free. There are funding issues to be resolved for the 17
other concerts. 18

The concert has been rescheduled to April 1, 2010 at 7pm at Carroll Senior HS. 22

Planning is underway for budget FY2010-11. The Arts Council discussed getting 7
collaboration from other groups and how to initiate that collaboration. 8

Arts Council discussed the scope of the calendar. Mr. Blagg suggested doing some 12
research with the Alliance for Innovation to see what other cities are doing. The KERA 13
website Art&Seek was suggested as another resource. 14
