Agenda Item No. 2A. Administrative Comments: Call to Artists Calendar U date — Deputy Director McGeath will update the Arts Council about the process and the Call to Artists responses. Document is included. 2. Aaenda Item No. 2B. Administrative Comments: Webpage Updates — APEX and other City Partners — Staff will update the Arts Council on how the City is updating and adding a more comprehensive introduction to pages that introduce web content from our partners (APEX in this instance). We will also be updating the Arts Council page to add more content. 3. Agenda Item No. 2C. Administrative Comments: APEX Program Update — Terri Messing will provide an update on proposed APEX Summer Concert series that was discussed at the last meeting. 4. Agenda Item No. 2D. Administrative Comments: FWSO Concert Update -- The concert has been moved to Thursday, April 1, 2010. Staff will update the Council on the status of the project. 5. Aaenda Item No. 3A. Consent: Approval of the minutes from the February_23, 2010 Southlake Arts Council meeting — If you have corrections to the meeting minutes, please let Administrative Secretary Nancy Roper know in advance or make it part of the motion for consideration. PUBLIC FORUM: This is the public's opportunity to address the Arts Council about non -agenda items. During this proceeding it is important that the council not deliberate (discuss among yourselves) or take action on any item brought up at this time. The Arts Councils' options during this topic are 1) to listen; 2) ask questions and respond to the presenter only; 3) request staff to look into the issue and report back to the Arts Council; and/or 4) request that the chair put the item on a future agenda for the Arts Council to discuss or consider. Discussion: Artists Roundtable - Educational program opportunities and workin with local organizations that support the Arts — This item will allow for further discussion about opportunities for the Arts Council to be involved in local educational programs and work with local organizations that support or enhance the Arts. 8. Agenda Item No. 613. Discussion: Community Arts Calendar — A community arts calendar has been identified as an important part of developing the arts in Southlake. We can include a comprehensive look for our citizen customers of what is available in the area and also help those planning arts programs to coordinate their activities. Administrative Comments: Call to Artists Calendar Update Southiake Arts Council Meeting ©ate — March 23, 2010 Page 3 of 3 Call to Artists Program Timeline: • April 9th - Applications from Call to Artists due • April 9th until May 25th (SLAC meeting) - Artists Selection Subcommittee review and categorization of applications • May 250 (SLAC meeting) - Select 3 — S finalists by full Arts Council requesting conceptual drawings • July 27th (SLAC Meeting) — or special meeting (s) called in July to review finalists concepts • July 27t4 to August 20th - Community Online input will occur during this period and other input that may be necessary • August 24th (SLAC Meeting) — Summarized community comments presented to SLAC • September 28th (SLAC Meeting) -- Final SLAC vote on recommendation to City Council • October 5th or 19th (City Council Meeting) — City Council approval of artists • Late October (not to exceed the end of October) — Contract developed presented to artists and signed • November— implementation of project begins • July— placement of finished art This is an estimated time line and may be adjusted based on the situation as it develops. j CITY OF SOC.. Call to Order: 24 25 Chair Walter called the meeting to order at 6:05 p.m. 26 27 REPORTS: 28 29 Agenda Item No. 2A. Administrative Comments: Call to Artists U date 30 31 The Call to Artists was included in the packet. Deputy Director McGeath discussed the 32 process and to whom the Call to Artists was sent. Extra time was built in to the timeline 33 to allow for citizen input. Finalists will be presenting their projects to the Arts Council in 34 July. Mr. Blagg provided some additional information about the timeline. The Arts 35 Council discussed the process further. Ms. Messing will give a presentation to the 36 Council next month on concepts. 37 38 Agenda Item No. 2B. Administrative Comments: Arts Master Plan 39 40 The Arts Master Plan and expectations for it were discussed. 41 42 Agenda Item No. 2C. Administrative Comments: A ex Program Update 2 3 Ms. Messing updated the Arts Council. She mentioned the February 28t" Silent Movies 4 event with accompaniment by an organist that has played at Radio City Music Hall. On 5 March 26, 2010 Rock Band... For Real! Will be at The Bridge at White's Chapel United 6 Methodist Church. The Fort Worth Symphony Orchestra presentation that was 7 cancelled due to bad weather will be rescheduled in April. Apex has started a new 8 program to help new regional artists during Art in the Square. Ms. Messing will have the 9 2010-11 series arranged by April. 10 11 CONSENT AGENDA: 12 13 Agenda Item No. 3A. Consent: Approval of minutes from the Janus 26 2010 14 Southlake Arts Council meeting. 15 16 A motion was made, seconded and unanimously approved to accept the minutes for the 17 January 26, 2010 meeting. 18 19 REGULAR AGENDA: 20 21 Agenda Item No. 4. Public Forum: 22 23 The Public Forum was opened at 6:20 pm. Mr. Morin commended the Arts Council on 24 their volunteerism. The Public Forum was closed at 6:23 pm. 25 26 Agenda Item No. 5A. Consider: Recommendation on APEX Summer Concert Program 27 proposal, 28 29 The Arts Council asked APEX to make a proposal for summer programming. APEX 30 wants to present programming that does not conflict with the Master Works Series, but 31 enhance it. They are thinking of a Sunday in the Park theme for the Spring and the Fall 32 plus a back to school concert. APEX would like to be part of the budgeting process for 33 the next fiscal year to begin planning earlier for next year. Mr. Blagg explained how the 34 City is able to help. 35 36 A motion was made, seconded and unanimously approved to support APEX and the 37 summer programming. 38 39 DISCUSSION AGENDA: 40 41 Agenda Item No. 6A. Discussion: Educational program opportunities & working with 42 local organizations that support the arts. 43 44 Mr. McGeath sponsored a meeting with the CISD art teachers last year that facilitated 45 helping them display student art and in turn supported the Library and Town Hall by 46 bringing customers/citizens to this location. Mr. Walter asked about expanding the Southlake Arts Council Meeting Minutes — February 23, 2010 Page 2 of 3 UNOFFICIAL MEETING MINUTES UNAPPROVED BY MEMBERS OF THE SOUTHLAKE ARTS COUNCIL 1 contacts to include theater and music teachers. Mr. Blagg suggested that the Art 2 Council develop the guidelines for displaying art in public buildings. Mr. Walter 3 suggested having a round table discussion with CISD and other school districts' art, El 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 music, and theater teachers. Mr. Calvert suggested including area private businesses and nonprofit groups involved in these disciplines. The Arts Council agrees that this approach will begin building relationships with various stakeholders who will be interested in the future multipurpose facility. There was extensive discussion about options. Mr. McGeath has scheduled meetings with various museums, etc, to get support for a cultural pass for a family of four that can be checked out from the Library for 2 weeks. The entities are interested in providing cooperative programming at the Library. Mr. McGeath would like to involve the Arts Council in this process. Agenda Item No. 7.
