SUBJECT: Agenda Item Comments for the regular Southlake Arts Council
Meeting — Tuesday, August 25, 2009 at 6:00 p.m.
Please note the meeting will be held at our regular time --Tuesday, August 25 Southlake

1. Agenda Item No. 2. Administrative Comments: There are no items for this meeting.
2. A ends Item No. 3A. and 313 Consent: Approval of the minutes from the May 26
2009 Southlake Arts Council meeting and the July 28 2009 meeting — Recall the
minutes from the May 26 meeting were not available for consideration at the July
meeting, hence they are being presented at this meeting along with the minutes from
the July 28 Arts Council meeting. Please be sure to make any changes to either set
of meeting minutes a part of the motion.
3. Agenda Item No. 4. PUBLIC FORUM: This is the public's opportunity to address the
Council about non -agenda items. During this proceeding it is important that the
council not deliberate (discuss among yourselves) or take action on any item
brought up at this time. The councils' options during this topic are 1) to listen; 2) ask
questions and respond to the presenter only; 3) request staff to look into the issue
and report back to the council; and/or 4) request that the chair put the item on a
future agenda for the council to discuss or consider.
4. Agenda Item No. 5A. Consider: Election of Southlake Arts Council officers for 2009-
10 — This is placed on this agenda to allow for the election of Southlake Arts Council
officers for 2009-10. Per the Southlake City Code, Section 2-257, as soon as
practicable after the annual appointment of new Southlake Arts Council members by
the City Council, the arts council shall elect from its members a chair, vice -chair, and
secretary to serve until the next annual appointment of new members. Should the
positions of any such officers become vacant, the Southlake Arts Council shall hold
a special election to fill such vacancy for the duration of the unexpired term. Officers
shall be selected from Southlake Arts Council current members: Jeff Walters (Chair),
Leslie Bartlett (Vice Chair), Terri Messing, Carol Knox, Merlene Ingraham, Deborah
Frazier, Karen Chidiac, Jon Calvert, Peggy Firestone and Fariba Parmer.
5. Agenda- Item No. 513. Consider: Call to Artists for Roundabout — Staff will present
information about the roundabout project and the call to artists process. The Arts
Council may select a subcommittee to review the artists' submissions and present

recommendations to the Arts Council to aid with the selection of an artist. This is a
two-part consideration item. First, the Arts Council will consider the feasibility of a
call to artists for the roundabout project and, second, whether to choose three (3)
members to serve on a selection subcommittee.
6. Agenda Item No. 6A. Discussion: Public Art Projects — This reoccurring agenda item
will provide an opportunity for the Arts Council to review and discuss possible public
art projects.
7. Agenda Item No. 6B. Discussion: Master Plan Work Group Update — This is a
standing item on the agenda to allow for the Master Plan work group to update the
Arts Council and discuss their progress on the development of the Public Arts
Master Plan.
8. Agenda Item No. 6C. Discussion: APEX Update — This item allows representatives
from APEX to update the Arts Council on APEX's current situation and upcoming
programs.

Agenda Item No. 1 Call to Order -- Chair Jeff Walter called the meeting to order at 6:02

Agenda Item No. 2. Administrative Comments — Two representatives from Art in the
Square were present and spoke about ways the Art in the Square Committee and Arts
Council could work together.

Agenda Item No. 3. Consent — Approval of minutes from the April 15 2009 Southlake
Arts Council meeting
Board members reviewed the minutes and unanimously approved them.

A PowerPoint presentation was provided by Terri Messing detailing the variety of visual
art that would be available to be placed at various locations throughout the City. The
presentation will also be made available in its entirety at the next meeting.
Agenda Item No. 6Ab — Discussion. - Public Arts Projects — Possible "wrap" projects
Deputy Director McGeath presented an opportunity for a low level art project that would
involve the wrapping of traffic lights regulators with art similar to the program in North
Richland Hills.
Agenda Item No. 6B --- Discussion. — Master Plan Work Group Review and Interaction
The meeting was adjourned abruptly because of reported weather. This item was not
discussed.

9 After some discussion, a motion was made, seconded and unanimously approved to
10 delay the elections until the August 25, 2009 meeting.

14 Agenda Item No. 6Aa— Discussion. — Public Arts Projects — Installation of Art in Rustin

17 A PowerPoint presentation was provided by Terri Messing detailing the variety of visual
18 art that might be available to be placed at various locations throughout the City. There
19 was discussion about where funding is found and for what it can be used. The Arts
20 Council has a blank slate as to how Arts will be handled. There was discussion about
21 what thought processes the Council has had to date. There was discussion about
22 targeting McPherson Park as the place for sculptures. Roundabout art needs to be
23 delayed until more construction is finished.

25 The City is interested in a Community Center for the City and is considering
26 possibilities. The City has a good relation with the C1SD art teachers, which can provide
27 future possibilities for collaboration. Money from the Hotel tax needs to be used to
28 purchase art that would draw people to the City.

SUBJECT: Election of Southlake Arts Council Officers for 2009-10
Action Requested: Election of Southlake Arts Council officers for 2009-10.
Background
Information: Per the Southlake City Code, Section 2-257, as soon as practicable
after the annual appointment of new Southlake Arts Council members
by the City Council, the arts council shall elect from its members a
chair, vice -chair, and secretary to serve until the next annual
appointment of new members.
Should the positions of any such officers become vacant, the Southlake
Arts Council shall hold a special election to fill such vacancy for the
duration of the unexpired term. Recall, that is what occurred at the April
15, 2009 Southlake Arts Council meeting. Jeff Walters was elected
Chair to fill the unexpired term left by the resignation of Joe Henderson.
Leslie Bartlett was also elected as Vice Chair at that time.
The Board may wish to consider any sitting Board member for the
officer positions of Chair, Vice -Chair and Secretary.
