SUBJECT: Agenda Item Comments for the regular Southlake Arts Council
Meeting — Tuesday, July 28, 2009 at 6:00 p.m.
Please note the meeting will be held at our regular time -- Tuesday, July 28, Southlake

1. Agenda Item No. 2A. Administrative Comments: Oath of Office — On behalf of the
City of Southlake and the Community Services Department, welcome new members
Jon Calvert, Karen Chidiac, Deborah Frazier, Merlene Ingraham and Fariba Parmer
and reappointed member Leslie Bartlett. Congratulations on your appointment! We
look forward to working with each you in our endeavor to provide art within the
community. The appointees will be administered the oath of office.
2. Agenda Item No. 213. Administrative Comments: Southlake Arts Council Overview —
Staff will present an overview of the City's Public Art Policy and the purpose, goals
and responsibilities of the Southlake Arts Council.
3. Agenda Item No. 3A. Consent: Approval of the minutes from the May 26, 2009
Southlake Arts Council meeting — The minutes were not available at the time of this
writing, but will be handed out at the meeting for your review and consideration.
Please be sure to make any changes to the meeting minutes a part of the motion.
4. Agenda Item No. 4. PUBLIC FORUM: This is the public's opportunity to address the
Council about non -agenda items. During this proceeding it is important that the
council not deliberate (discuss among yourselves) or take action on any item
brought up at this time. The councils' options during this topic are 1) to listen; 2) ask
questions and respond to the presenter only; 3) request staff to look into the issue
and report back to the council; and/or 4) request that the chair put the item on a
future agenda for the council to discuss or consider.
5. Agenda Item No. 5A. Consider: Election of Southlake Arts Council officers for 2009-
10 — This is placed on this agenda to allow for the election of Southlake Arts Council
officers for 2009-10. Per the Southlake City Code, Section 2-257, as soon as
practicable after the annual appointment of new Southlake Arts Council members by
the City Council, the arts council shall elect from its members a chair, vice -chair, and
secretary to serve until the next annual appointment of new members. Should the
positions of any such officers become vacant, the Southlake Arts Council shall hold
a special election to fill such vacancy for the duration of the unexpired term. Officers
shall be selected from Southlake Arts Council current members: Jeff Walters (Chair),

Leslie Bartlett (Vice Chair), Terri Messing, Carol Knox, Merlene Ingraham, Deborah
Frazier, Karen Chidiac, Jon Calvert, Peggy Firestone and Fariba Parmer,
6. Agenda Item No. 6A. Discussion: Public Art Projects — This Agenda item is an
opportunity for the Arts Council to review and discuss possible public art projects.
Arts Council member Terri Messing will make a presentation regarding installation of
art work in Rustin Park. The Council may also discuss a possible art "wrap" program.
Details about these projects will be provided at the meeting.
7. Agenda Item No. 613. Discussion: Master Plan Work Group Update — This is a
standing item on the agenda to allow for the Master Plan work group to update the
Arts Council and discuss their progress on the development of the Public Arts
Master Plan.
8. Agenda Item No. 6C. Discussion: APEX Update — This item allows representatives
from APEX to update the Arts Council on APEX's current situation and upcoming
programs.
