SUBJECT: Agenda Item Comments and Other Items of Interest for
Southlake Arts Council Meeting — Tuesday, February 24, 2009 at
6:00 p.m.

Agenda Item No. 2A. Administrative Comments: Public Arts trainingopportunities for
staff — Deputy Director McGeath has been asked to participate in the Leadership
Arts Class through the North Texas Business for Culture and the Arts which begins
in late summer of this year. The Leadership class connects business interests with
the Arts and includes a Leadership program that travels to the major arts programs
in the metro area and meetings with those programs executive teams.
2. Agenda Item No. 213. Administrative Comments: Special Arts Council Meeting Aril
15 — The final concepts for the painting and sculptures for the DPS facility will be
presented to the Crime Control Prevention District April 14 and to City Council at
their April 21St meeting. Therefore, a special meeting of the Arts Council will be held
on Wednesday.,Aril 15 at 6:00 p.m. in Town Hall Room 313 3r floor so that the
Arts Council can make their recommendation on the artists' concepts prior to the city
council meeting. The special meeting on April 15 will replace the regular meeting
that was scheduled for April 28. Please mark your calendars for April 15 and staff
will remind you about this change again at the March meeting.
3. Agenda Item No. 3A. Consider: Approval of the minutes from the February 4 2009
Southlake Arts Council meeting -- The meeting minutes are not available at the time
of this writing; they will be distributed at the meeting Tuesday for your review. If you
have corrections to the meeting minutes, please make it part of the motion for
consideration.
4. Agenda Item No. 3B. Consider: Delay presentation of recommendation to Council for
Trish Biddle paintings until the June 16 2009 council meeting — It has been
requested that the Arts Council delay the presentation of this recommendation until
the June 16 council meeting. Staff seeks the Arts Council's recommendation on how
to proceed.
5. Agenda Item No. 4. PUBLIC FORUM: This is the public's opportunity to address the
Council about non -agenda items. During this proceeding it is important that the
council not deliberate (discuss among yourselves) or take action on any item
brought up at this time. The councils' options during this topic are 1) to listen; 2) ask

questions and respond to the presenter only; 3) request staff to look into the issue
and report back to the council; and/or 4) request that the chair put the item on a
future agenda for the council to discuss or consider.
6. Agenda Item No. 5A. Discussion: Arts community contacts and CISD coordination —
developing a comprehensive approach to public art in Southlake. Deputy Director
McGeath has been pursuing opportunities to connect with arts groups in the
community in order to try and develop a comprehensive community wide approach
to public art and its promotion thereof. He will also be joining Americans for the Arts,
and will be participating later in the summer in the Leadership for the Arts program
that is sponsored by the North Texas Business for Culture and the Arts organization.
7. Agenda Item No. 513. Discussion: Process for art displayed in Town Hall or other Cit
facilities — A recommendation was made at the last Arts Council meeting to provide
space in Town Hall for rotating art displays six (6) times a year for periods not to
exceed a month, utilizing APEX to provide one showing, Artsnet another and two
showings by CISD, which would leave two showings to be managed by the Arts
Council. Staff will integrate that recommendation into the Town Hall Public Use
Policy, which will be sent to City Council for approval.
8. Agenda Item No. 5C. Discussion: Possible Public Art Projects — This Agenda item is
an opportunity for the Arts Council to review and discuss possible public art projects.
9. Agenda Item No. 5D. Discussion: Master Plan Work Group Update — This is a
standing item on the agenda to allow for the Master Plan work group to update the
Arts Council and discuss their progress on the development of the Public Arts
Master Plan.
10. Agenda Item No. 5E. Discussion. APEX Update — Terri Messing will give an update
of APEX's current situation and upcoming programs.
