Thank you! Agenda Item No. 2A. Administrative Comments: Website Training — We want to make sure that all of you are comfortable using the City's website; therefore we will do some basic training with regard to what is available and how to access what is on the city of Southlake's website. 2. Agenda Item No. 2B. Administrative Comments: DPS HQ project update — This item is an update on where we are with regard to the public art project for the DPS Headquarters facility. 3. Agenda Item No. 3A. Discussion: Sale of deaccessioned Southlake Stampede Longhorn — Gary Fickes has indicated that he wanted to purchase one of the Longhorns that has been deaccessioned by the City of Southlake for his business. 4. Agenda Item No. 3B. Discussion: Process for developing an art/artists selection committee or other method for choosing art/artists for public art prolects, — Moving forward the Arts Council will be involved in the process of choosing art and artists for public arts projects and there is a need to develop and specific and transparent process for reviewing and choosing art and artists. One option is to develop a pool of volunteers with some artistic understanding or aptitude from which a panel can be called for specific projects that require the selection of art or an artist. It is important to make sure we get as much community buy -in as possible when art is chosen and this seems like an effective method to do so. Arts Council would still have to review and recommend to council any art or artists chosen. 5. Actenda Item 3C. Discussion: Process for art to disc)laved in Town Hall or other Citv of Southlake facilities — Discuss options for process of displaying public art in Town Hall or other City of Southlake facilities. One of several options included creating periods of time during the year in which art would be shown and a call for artists would request art for those specific periods, at no cost to the city. Also need to discuss if art is purchased for COS how is display'supervised and what process is necessary to handle those situations. City is revising policy on the display of items, so staff is asking for ideas in this regard so we can develop an effective policy going forward. 6. Agenda Item No. 3D. Discussion of Public Arts Projects — This item is an opportunity to discuss any possible projects that may be available for the Arts Council to explore. 7. Agenda Item No. 3E. Discussion: Public Arts Master Plan — The development of a Master Plan and transparent process for choosing Public Art are paramount to COS's ability to develop an effective public art program. We will organize those that want to be involved in this subcommittee and schedule future meetings so we can move forward on this very important aspect of developing and arts program. We will also discuss whether to ask for a 1 % set aside for Public Art when property is developed in Southlake. 8. Agenda Item No. 4. PUBLIC FORUM: This is the public's opportunity to address the Council about non -agenda items. During this proceeding it is important that the council not deliberate (discuss among yourselves) or take action on any item brought up at this time. The councils' options during this topic are 1) to listen; 2) ask questions and respond to the presenter only; 3) request staff to look into the issue and report back to the council; and/or 4) request that the chair put the item on a future agenda for the council to discuss or consider. 9. Agenda Item No. 5A. Consider: Approval of the minutes from the December 9, 2008 Southlake Arts Council meeting — If you have corrections to either meeting minutes, please let Administrative Secretary Nancy Roper know in advance or make it part of the motion for consideration. Consider: Recommendation for sale of deaccessioned Southlake Stampede Longhorn to Commissioner Gau Fickes — This item is a recommendation to City Council that Gary Fickes be able to purchase a deaccessioned Longhorn. 11. Agenda Item No. 5C. Consider: Recommendation for purchase of Paintings from Trish Biddle to be placed in City facilities — Trish Biddle is offering special pricing for four (4) paintings -- essentially three for the price of one at lower then market prices. This item would be for the Arts Council to recommend to City Council that these works of art be purchased. We appreciate your commitment and service to the City. The motion was unanimously approved. 6 7 REGULAR AGENDA: 8 9 Agenda Item No. 4 -- Public Forum — The Public Forum was opened at 6:20 pm. As 10 there was no one to speak, it was closed at 6:21 pm. 11 12 DISCUSSION: 13 14 Agenda Item No. 5A -- Discussion. — Possible Public Art Projects 15 16 There was some discussion about a unified theme of the seasons in Town Square for a 17 permanent display in the foyer of Town Hall. The idea was to have one painting per side 18 of the foyer. Christmas in Town Square by Trish Biddle is still for sale. It was proposed 19 to display it in Town Hall now. After the Town Hall Use Policy is approved, it will be _ 20... po-ssible to.disp[ay art in Town_ Hall.. An _approved form will be available to request 21 display of transient pieces or collections. The artist will have to sign a release so the 22 liability lies with the artist. There was discussion about purchasing security casings for 23 art pieces. 24 25 The Southlake Historical Society would like to have some of their black and white 26 photographs hung in Town Hall, perhaps on the second floor. It was suggested that 27 professional help be obtained to help with the hanging of art materials. 28 29 There was a suggestion that more sculptures be obtained for the city parks. 30 31 Agenda Item No. 5B -- Discussion. — Master Plan Work Group Update 32 33 Mr. McGeath is meeting with City staff from Frisco to discuss their Master Plan. He will 34 bring the results of his discussions back to the Council. The Council would like to review 35 items from the Frisco Master Plan for possible incorporation into the Southlake Master 36 Plan. 37 38 The Council would like all art considerations to be brought before them before final 39 decisions are made about possible art or art projects to be used in or on City of 40 Southlake property. 41 42 Agenda Item No. 5C — Discussion. — APEX Update 43 44 APEX is doing well. There was some discussion of inviting the Carroll Senior High 45 School choir to sing at the beginning of a City Council meeting. Mr. McGeath will pursue 46 that idea.
