Committee Update — The steering committee for APEX that the Arts Council
recommended to City Council should appear at the City Council meeting on
November 18.
Aaenda Item No. 3A. Consider: Approval of the minutes from the September 23,
2008 Southlake Arts Council meeting — If you have corrections to either meeting
minutes, please let Administrative Secretary Nancy Roper know in advance or make
it part of the motion for consideration. Nancy can be reached via e-mail at

3. Aaenda Item No. 3B. Consider: Recommendation of artists for DPS Arts proiect —
The Crime Control and Prevention Board is forwarding a recommendation that two
artists be contracted to prepare and provide art for the new DPS facility. One artist
would provide several sculptures and the other a pair of framed art or a mural. The
Arts Council is asked to recommend to the City Council that these artists be
accepted. A PowerPoint presentation will be provided by Bob Mundlin, chair of the
Crime Control and Prevention Board.
3. Agenda Item No. 4. PUBLIC FORUM: This is the public's opportunity to address the
Council about non -agenda items. During this proceeding it is important that the
council not deliberate (discuss among yourselves) or take action on any item
brought up at this time. The councils' options during this topic are 1) to listen; 2) ask
questions and respond to the presenter only; 3) request staff to look into the issue
and report back to the council; and/or 4) request that the chair put the item on a
future agenda for the council to discuss or consider.
4. Agenda Item No. 5A. Discussion: Other Public Art Opportunities — Peter Kao, park
construction manager, will be presenting a designer from Carter -Burgess (who will
provide a slide show) with further refined concepts of the roundabouts allowing us to
better define the call to artists that will be created to satisfy the public art needs for
these roundabouts.
5. Agenda Item No. 5B. Discussion: Bicentennial Park Roundabout call to artists
update — We have been given the general budget for the project and a theme so we
can complete the call to artists. It will be sent out on Friday, November 11, 2008.
6. Agenda Item No. 5C. Discussion: Artist Selection Work Group Update — This is a
standing item on the agenda to allow for the Artist Selection work group to update
the Arts Council and discuss their progress on artist selections for upcoming public
art projects.
Agenda Item No. 5D. Discussion: Master Plan Work Group Update — This is a
standing item on the agenda to allow for the Master Plan work group to update the
Arts Council and discuss their progress on the development of the Public Arts
Master Plan.
Agenda Item No. 5E. Discussion: APEX Update and Planning — Staff will provide an
update on the progress of APEX to advocate and spearhead the planning for a
future performing and visual arts facility in the region.

4 Agenda Item No. 3A — Consider. — Approval of minutes from the August 26, 2008
5 Southlake Arts Council meeting.

7 A motion was made and seconded that the minutes from the August meeting be
8 approved. The vote was unanimous to approve the minutes.

10 Agenda Item No. 3B — Consider. — Determine Artist Selection and Master Plan work
11 group members.

13 The Council agreed to volunteer for the committees. Ms. Firestone, Ms. Bartlett and
14 Ms. Wiersum volunteered for the Artist Selection Committee. Mr. Walter, Ms. Messing
15 and Ms. Morris volunteered for the Planning Committee. Mr. McGeath will email the
16 members of the two groups to set up a schedule of meetings.

20 Agenda Item No. 4 — Public Forum. — The Public Forum was opened at 6:30 pm. As
21 there was no one to speak, it was closed at 6:31 pm.

25 Agenda Item No. 5A — Discussion. — Use of Town Hall Lobby for Public Art.

27 City staff is currently looking into revising policies related to the display of art in the
28 lobby area of Town Hall. The issues are who will administer review and placement,
29 what security will be in place, will there be permanent or rotating exhibits, etc.

31 Agenda Item No. 5B — Discussion. — Art for DPS Facility Update.

33 Twenty artists responded to the Call for Artists. The Crime Control Board narrowed the
34 field down to seven artists. Three were sculptors and four were painters. In the second
35 round, some of the applicants' work did not fit with the need. The applicants have been
36 narrowed down to one painter and one sculptor. Mr. McGeath will meet with the artists
37 to finalize what will be presented to the Crime Control Board and the Arts Council. The
38 presentations will be presented at the October meeting. The artists provided Mr.
39 McGeath with a PowerPoint disc. The images and information was transferred to a
40 non-public area of the Library's website where staff and Board or Council members can
41 access the information. Liz Bonham is the painter and Archie St. Clair is the sculptor.

43 Agenda Item No. 5C — Discussion. — Other Public Art Opportunities.

45 Mr. Kao wanted the Council's input relating to the themes for the three Roundabouts
46 that will be constructed next year. The over arching theme is American eras. The

theme in Bicentennial Park incorporates a flag with Francis Scott Key. Mr. Kao wanted
themes for the other 3 Roundabouts. His ideas were the American West, World War II
and something with the space race, perhaps celebrating the Space Shuttle. The
Committee discussed various ideas for individual themes and placement of
roundabouts. It was suggested to use six fifty year segments of American history
beginning with the year 1750. There was more discussion of ideas.

This is a standing item on the agenda to allow the Artist Selection Work Group to
update the Arts Council.

SUBJECT: Consider Selection of Art for new DPS headquarters building
Action Requested: Arts Council review and recommendation to City
Council for approval of the artists and art concepts to
be placed in three (3) locations at the new DPS
facility.
Background
Information: The Crime Control and Prevention District Board
created a subcommittee to recommend art for the
new DPS facility. The committee created review
criteria, and through a call to artists received twenty
one responses. Following a detailed review of the
proposals that number was cut to seven for detailed
responses. The Committee then reviewed those
responses and chose a sculpture and painting with a
particular artist to do each. The subcommittee then
presented their choices to the Crime Control Board
who subsequently affirmed their recommendations.
Financial
Considerations: Funding for the project will come from the Crime
Control and Prevention District Board and will be the
allowed 1 % of the proposed construction cost to be at
or about $285,000.
Citizen Input/
Board Review: Art concepts and artists chosen by Crime Control and
Prevention District Board subcommittee on art for the
new DPS facility through a specific review process.
Subcommittee presented recommendations to the
Crime Control Board who accepted the committee's
recommendation.
Legal Review: Not applicable.
Alternatives: Southlake Arts Council review and recommendation.
