18 Chairman Murphy opened discussion of the minutes of the Planning and Zoning Commission
19 meeting held on January 9, 2003.

2 Senior Planner Dennis Killough presented this item to the Planning and Zoning Commission for a
3 zoning change and development plan. The property is located on the west side of Ridgecrest Drive,
4 approximately 1200' north of East Dove St. and being approximately 27 acres. The Current Zoning is
5 "AG" Agricultural District. The Requested Zoning is "R-PUD" Residential Planned Unit Development
6 District. SPIN Neighborhood # 3. The Owner/Applicant is Hat Creek Development, Inc.

8 AGENDA ITEM # 5, ZA02-087, PRELIMINARY PLAT FOR OAK POINTE:
9 Senior Planner Dennis Killough presented this item to the Planning and Zoning Commission for a
10 preliminary plat. The property is located on the west side of Ridgecrest Drive, approximately 1200'
11 north of East Dove St. and being approximately 27 acres. The Current Zoning is "AG" Agricultural
12 District. The Proposed Zoning is "R-PUD" Residential Planned Unit Development District. SPIN
13 Neighborhood # 3. The Owner/Applicant is Hat Creek Development, Inc.

15 Kosse Maykus, Hat Creek Development, presented these items to the Commission and reviewed the
16 requested variances.

18 The applicant requests the following variances:

20 1) Review Item No. 1 a requiring a street stub into the west boundary connecting to the
21 dedicated ROW stub for Sweet Street.

23 2) Review Item No. 2a requiring a minimum 125' rear lot line width on certain lots.

27 Bob Templin, 2787 Ridgecrest Drive, Southlake, TX spoke on his concern for drainage. He
28 commented on the location of the entrance road. He stated there was not an easement in the
29 location designated for a sewer line.

31 Bobby Rawls, 165 E. Dove, Southlake, TX spoke in support of the proposed development.

33 Thomas Keen, 2745 Ridgecrest Drive, Southlake, TX spoke in support of the proposed
34 development, however, had a concern for traffic problems. He also commented on the sewer line
35 issue. He stated concern for the drainage.

37 Marian Compton, 225 Sweet Street, Southlake, TX stated she did not want the entrance to this
38 development to come from Sweet Street. She liked the plan for the development.

40 Martin Schilling, 2665 N. White Chapel Blvd., Southlake, TX spoke against "SF-lA" Single
41 Family Residential District zoning on this property. He stated his support for this proposed
42 development.

I Blaire Dufour, 2425 Ridgecrest Drive, Southlake, TX spoke about the proposed location of the
2 entrance road off of Ridgecrest Drive. He had concerns for traffic safety. He felt the entrance
3 proposed off of Sweet Street might provide a safer situation for the community.

5 Gary Fickes, 4021 Hilltop Drive, Southlake, TX spoke in support of this development.

7 Chairman Murphy closed the public hearing (01-23-03, CD 1, 7:46:47 P.M.)

9 Chairman Murphy called Kosse Maykus back up to the podium for discussion with the
10 Commissioners.

12 John Levitt, P.E. addressed the drainage issue on behalf of Hat Creek Development.

14 Kosse Maykus addressed the issues that were presented during the public hearing.

16 Chairman Murphy called for discussion from the Commissioners.

18 John Levitt, P.E. commented on the Sweet Street issue, stating the property on the south side will
19 probably develop before Sweet Street will develop.

21 Bob Templin, 2787 Ridgecrest Drive, Southlake, TX continued his support for a Sweet Street cut
22 through.

24 Martin Schilling, 2665 N. White Chapel Blvd., Southlake, TX spoke about the future development of
25 the southern property.

27 Motion was made to approve ZA02-086, subject to Concept Plan Review Summary No. 3,
28 dated January 17, 2003, granting requested variances. Applicant willing to install temporary fire
29 lane along south boundary of site through the city property if it can be worked out with the city;
30 plus moving entrance approximately 125' to the south.

42 circumstances the residents on the west of the property were given more consideration than the
43 residents along Ridgecrest Drive.
