Action Requested: Award the contract for the construction of the Shady Lane and Lonesome Dove Lift Stations Improvements to Felix Construction in an amount not to exceed $2,400,000. Background Information: The City of Southlake's sewer system contains over 200 miles of wastewater pipeline, 13 collection system lift stations, and over 3,000 manholes. The City's wastewater lift stations play a crucial role in maintaining the city's wastewater management services, with Shady Lane and Lonesome Dove being the largest lift stations in the system. In FY 2021, the City retained Freese and Nichols, Inc. (FNI) to conduct a Risk and Resiliency Assessment (RRA) for the City's water and wastewater utility system to comply with America's Water Infrastructure Act of 2018 (AWIA). The assessment focused on evaluating vulnerabilities due to both manmade and natural hazards. One of the most significant threats identified to the Lonesome Dove and Shady Lane lift stations is the loss of power utilities. Given the importance of these lift stations to the City's wastewater infrastructure, their continuous operation is essential to providing reliable service to residents. In FY 2023, the City approved an Engineering Services Agreement with Garver, LLC. for design, bidding, and construction support services for improvements to the Shady Lane and Lonesome Dove lift stations that were recommended in the 2018 Risk and Resilience Assessment. This project aims to enhance the resilience of these lift stations by adding emergency backup pumps and generators, along with necessary upgrades to piping, valves, electrical, and SCADA systems to ensure continued service during power outages or emergencies. Final design was completed August 2024. Page 1 of 3 Item 41 Financial Considerations: Solicitation of proposals for this project began October 6, 2024, and sealed proposals were received and opened on November 8, 2024. The five proposals received for this project are shown in the tabulation below: Proposer Proposal Amount Red River Construction Co. $ 2,094,000 Felix Construction $ 2,166,000 Rey -Mar Construction, LLC $ 2,250,300 CLW Water Group $ 2,296,000 TAKNEK LLC $ 2,528,375 City staff reviewed and scored the five proposals using best value criteria as described in the project manual. The evaluation criteria for this bid were the purchase price (50%); the reputation of the bidder, including key personnel (15%); the reputation and quality of bidder's goods or services (15%); the bidder's past relationship with the City (10%); and the bidder's responsiveness (10%). The evaluation of the proposals, qualifications and references led to the recommendation of Felix Construction for this project. The bid from Felix Construction totaled $2,166,000 for the anticipated work. Staff is requesting authorization for a total of $2,400,000 which includes a $234,000 in contingency construction costs that may arise due to unforeseen field conditions. The anticipated start date of this project is Spring 2025. Funding for this project was allocated in the Utility Fund as part of the Capital Improvement Program.
