Item 7 - Staff ReportCase No. SV25-0003 S T A F F R E P O R T February 14, 2025 CASE NO: SV25-0003 PROJECT: Sign variances for Rise Soufflé - Southlake EXECUTIVE SUMMARY: Rise Soufflé – Southlake, is requesting approval of sign variances to Sign Ordinance No 704-J, as amended, for two attached signs; a Flat Panel B and a Menu Board sign for their business located at 2001 W Southlake Blvd Suite 155, in the Southlake Marketplace Center. DETAILS: Rise Soufflé – Southlake is requesting variances for two attached signs; one Flat Panel B which is an allowed sign type in industrial areas only and one Menu Board sign. The variance requests include allowing a sign type not permitted in the property’s zoning district, the sign area exceeding the maximum allowed for Flat Panel B signs, and sign placement for the Menu Board sign. The applicant has provided 3 options showing different sign measurements for consideration for the Flat Panel B sign; option 1 is 47 SF, option 2 is 62 SF and option 3 is 78.3 SF. (SP04-215 & SP05-023) March 21, 2006; City Council approved a variance for Ella Bella to allow an increase in allowable area from 12 square feet to 22 square feet. (SP06- 133) June 20, 2006; City Council approved a variance for Taco House to allow an increase in allowable area from 13.37 square feet to 24.6 square feet. (SP06-318) August 1, 2006; City Council approved a variance for Wing Stop to allow an increase in allowable area from 14.25 square feet to 25.67 square feet. (SP06-341) October 2, 2007; City Council approved a variance for Home Design Cener to allow an increase in allowable area from 29.6 square feet to 39.2 square feet. (SP07-317) March 03, 2009; City Council denied a variance for Nail Palace to increase allowable area from 25.2 square feet to 36.2 square feet. (SP09-002) January 25, 2011; City Council approved a variance for Mooyah to allow an increase in letter size from 14 inches to 30 inches as well as an increase in area from 29.6 square feet to 43.8 square feet on the north elevation (facing W. Southlake Blvd.). Mooyah was also granted an increase in letter size from 18.5 inches to 20 inches on the west elevation (facing Davis Blvd.). (SV10-029) May 10, 2011; City Council approved a variance for Pawl’s Pets to allow an increase in the letter height to 24 inches and logo height to 20 inches. (SV11-007) May 17, 2011; City Council approved a variance for Dunkin Donuts to allow the following; noting the applicant’s agreement to bring the monument sign into conformance with current city regulations; reduce the logo height to be in equal proportion to the Dunkin Donuts lettering on the front, east and west side of the building; the lettering to be two 15” stacked with about two inches, similar to what was shown in the application; the cup would be reduced to match the lettering; the individual letters would include backlit channel lighting and remove the wording “coffee and more”; two drive- through signs totaling 4.63 square feet each in the locations that have been identified on the plan; elimination of window signs and awing signs; and Case No. Attachment A SV25-0003 Page 3 noting that sign variances are conditional upon the monument sign being brought up to standard. (SV11-008) November 1, 2011; City Council approved a sign variance for Wal-Mart Neighborhood Market to allow two attached signs on the north elevation which fronts Southlake Boulevard with the condition that the proposed “Neighborhood Market” sign would no more than 30-inch channel letters; or the opportunity to respond differently. (SV11-016) August 7, 2012; City Council approved a sign variance for Starbucks at 125 Davis Blvd. (Boston Market) without the monument sign component due to Davis Blvd. construction and right of way challenges. On October 2, 2012, Starbucks complied with the monument sign stipulations, however, they ultimately did not move into that location, and it currently remains occupied by Boston Market. (SV12-012) November 12, 2012; City Council approved a variance for Bicycle Inc, to allow to increase in logo height to 48 increase and in allowable area to 68.5 square feet. (SV12-021) December 12, 2012; City Council approved a variance for Bicycle Inc, to allow a banner to be displayed until completion of construction or February 6, 2013; whichever comes first. (SV12-021 amended) May 21, 2013; City Council approved a variance on consent for All Pro Floors to allow to increase in letter height 24 inches. (SV13-010) October 18, 2016; City Council approved a Master Sign Plan for Starbucks on Consent noting the applicant has agreed to remove sign designated as “K” from the awning, and in lieu of said sign, place a sign on the building which will be a back-lit white face sign with letters not to exceed 18 inches in height. Other approved sign attached building sign B, menu board sign D, monument sign G, two directional sign H & I and free-standing drive through order point canopy sign F (MSP16-004) September 5, 2017; City Council approved a variance for Starbucks to allow the drive through art panel as identified as sign A in the master plan and noting that the panel will match the rendering illustrated on the exhibit presented this evening, also denying the request to allow drive through LED sign presented this evening and that the drive through would function as it does currently; and, also noting the applicant will provide the text that was illustrated on the artwork panel this evening to staff for administrative approval.
