DETAILS: The purpose of this request is to seek approval for a site plan to create a helipad to serve the existing hospital campus for Methodist Southlake Medical Center. Helipads are an approved permitted accessory use under “S-P-2” Generalized Site Plan District Zoning for the hospital campus. HISTORY: - A plat for the Brightbill Addition was filed of record prior to annexation into the City. - "SF-1A" zoning was placed on a portion of the subject property with approval of Comprehensive Zoning Ordinance No. 480 on September 19, 1989. - A zoning change and concept plan (ZA07 -052) from “AG” Agricultural and “SF -1A” Single Family Residential to “S -P-2” Generalized Site Plan was approved by City Council on July 17, 2007. - A site plan (ZA08-080) for Phase I was approved by City Council January 20, 2009. - A site plan (ZA11-058) to add a four-level parking structure and to relocate the emergency room entrance and the facilities service yard was approved by City Council December 6, 2011. - A site plan (ZA21-0016) for an above ground detention pond to replace the original underground detention structure was approved June 15, 2021. - A site plan (ZA21-0050) to add a one-story, approximately 6,000 square foot addition to the existing hospital for an expansion to the emergency department and to provide new nuclear medicine facilities was approved on August 17, 2021. - Zoning Change and Concept/Site Plan (ZA21 -0075) to allow an oxygen tank enclosure for a tenant in the medical office building. Approved October 19, 2021. - Amended plat (ZA21-076). Recoded March 2, 2022. SOUTHLAKE COMPREHENSIVE PLAN: Consolidated Future Land Use Plan The future land use designation for the site is “Mixed Use”. Mixed Use Purpose and Definition: To provide an option for large - scale, master-planned, mixed use developments that combine land uses such as office facilities, shopping, dining, parks, and residential uses. The range of activities permitted, the diverse natural features, and the varying proximity to thoroughfares of areas in the Mixed Use category necessitates comprehensively planned and coordinated development. New development must be compatible with and not intrusive to existing Case No. Attachment C ZA25-0004 Page 2 development. Further, special attention should be placed on the design and transition between different uses. Typically, the Mixed Use designation is intended for medium - to higher- intensity office buildings, hotels, commercial activities, retail centers, and residential uses. Nuisance-free, wholly enclosed light manufacturing and assembly uses that have no outdoor storage are permitted if designed to be compatible with adjacent uses. Other suitable activities are those permitted in the Public Parks/Open Space, Public/Semi -Public, Low Density Residential, Medium Density Residential, Retail Commercial, and Office Commercial categories previously discussed. Optional Land Use Recommendations: The subject property has the Medical and Wellness Overlay optional land use designation. The Medical Cluster category is an overlay category designed and intended for the concentration of local to regional healthcare and related facilities, including Medical/Wellness, specialty surgical centers, pediatric care, geriatric care of an outpatient nature, research and development facilities including those operated in partnership with a hospital, university, or other similar institutions, and health, beauty and wellness clinics and facilities. Retail and office should be strictly limited to uses which support the primary medical facilities. By its nature, the Medical Cluster is intended to foster collaboration and multiplication of benefits by locating medical services and disciplines in close proximity to each other, thereby benefitting both the institutions and the patients they serve. The Medical Cluster is envisioned to provide the greatest benefits when used in close proximity to existing medical facilities such as those clustered around the 114 Corridor between N. Carroll Avenue and N. White Chapel Avenue. Master Pathways Plan The Master Pathways Plan calls for a multi-use sidewalk (=>8’) along SH 114. On the south, the plan indicates a future sidewalk (<8’). The applicant is proposing a 10 ft. sidewalk the helipad. TRANSPORTATION ASSESSMENT: The property accesses E. State Highway 114., which is designated as a freeway road with 300’-500’ right of way. On the south, E. Highland Street is designated as an arterial road with 88’ right-of-way (A2U).
