Review, discuss and make recommendations regarding a proposed mixed- use, residential and commercial development on approx. 21 acres located at 1835 Shady Oaks Drive and 400-500 Block of W. SH 114, generally located along the west side of W. State Highway 114. 9. Adjournment MEETING OVERVIEW: On November 13, 2024 the Southlake Corridor Planning Committee held their forty-ninth meeting. The Committee was sent a packet of materials prior to the meeting that were to be discussed during the session. A meeting agenda was posted, and the meeting time was advertised on the City’s website. The following meeting report focuses on discussion points made during the meeting by members of the Committee, public and City staff. This report is neither verbatim nor does it represent official meeting minutes; rather it serves to inform elected and appointed officials, City staff, and the public of the issues and questions raised by the Committee, City staff, and any attendees of the meeting. State Hwy 114., located on the west side of hospital. Staff presentation: Dennis Killough • Future Land Use – Mixed Use • Zoning – S-P-2 • Site Specific Recommendations – 114 LU5 • Medical Wellness Overlay o The Medical Cluster category is an overlay category designed and intended for the concentration of local to regional healthcare and related facilities, including Medical/Wellness, specialty surgical centers, pediatric care, geriatric care of an outpatient nature, research and development facilities including those operated in partnership with a hospital, university, or other similar institutions, and health, beauty and wellness clinics and facilities. Retail and office should be strictly limited to uses which support the primary medical facilities. By its nature, the Medical Cluster is intended to foster collaboration and multiplication of benefits by locating medical services and disciplines in close proximity to each other, thereby benefitting both the institutions and the patients they serve. The Medical Cluster is envisioned to provide the greatest benefits when used in close proximity to existing medical facilities such as those clustered around the 114 Corridor between N. Carroll Avenue and N. White Chapel Avenue. • Proposal – paved sidewalk and helipad site Questions for staff by the Committee: N/A Questions for applicant by the Committee: Michael Springer: Transporting people out how? Rolling out on the gurney? Applicant: Yes, there is a door across from the sidewalk to a driveway, and that takes patients out. They are rolled out on a gurney – that is why we want to pave. Chad Patton: That is where the ingress/egress is when you send patients home. Is that the spot where patients exit the facility, correct? Applicant: That is the discharge area. Chad Patton: By right, you have ability to install this right? You’re just looking for the appropriate location – and this is desired. Applicant: Yes. Frances Scharli: Only taking patients out, correct? Not bringing patients in? Applicant: Correct. Any future plans to increase the number of patients being flighted out? Applicant: Not anticipating an increase, it’s for the safety of the patient. Frances Scharli: And this is where you are landing right not, but it’s not paved? Applicant: Correct. If it’s muddy, the helicopter has to land closer to the parking lot where the cars need to be moved. Amy Torres-Lepp: I don’t have a problem with this. It’s a necessary component for the hospital. Magdalena Battles: Same. Seems straight forward and logical.
