MINUTES
CITY COUNCIL PRESENT: Mayor Andy Wambsganss, Deputy Mayor Pro Tern Virginia M.
Muzyka, and Councilmembers Laura K. Hill and John Terrell.
CITY COUNCIL ABSENT: Mayor Pro Tem Carolyn Morris and Councilmembers Gregory
Jones and Vernon Stansell.
STAFF PRESENT: City Manager Shana Yelverton, Assistant City Manager/Director of Public
Safety Jim Blagg, Director of Planning Ken Baker, Director of Economic Development Greg
Last, Director of Finance Sharen Jackson, Manager of Technical Services Gary Gregg, Chief
Planner Dennis Killough, and City Secretary Lori Payne.
Mayor Wambsganss called the retreat to order at 5:11 p.m. City Manager Yelverton made
opening comments and welcomed those in attendance.
The Directors highlighted specific projects within their departmental areas and answered
Council's questions related to the projects.
Director Jackson presented FY2007 budget information and discussed the status of specific
funds. She reviewed revenues and expenditures.
Assistant City Manager / Director of Public Safety Blagg provided Council with an update on the
progress of the Southlake / Keller Public Safety Services merge, including successes and
challenges.
City Manager Yelverton and consultant Calvin Webb of Webb Watch made a presentation
entitled, Governing Body Financial and Risk Oversight.
Mayor Wambsganss called for a break at 6:40 p.m. and reconvened the meeting at 6:52 p.m.
Director Jackson reviewed economic and financial trends that will impact the City's FY2008
budget.
Council continued with a working dinner while Director Polasek presented information on the
funding options and phasing options of Bicentennial Park and discussed how to keep balance
within the parks system.
Police Chief Goolsby presented information regarding animal shelter options. Council discussed
various options with staff.
Director Hugman presented TMRS services issues to Council.

Director Last introduced an interactive session with the logo development consultants, Brad
Bishop and Mike Thurman of Torch Creative. Council worked through an exercise with the
consultants on the logo development.
The June Retreat was adjourned at 9:31 p.m.

5:11:01 PM Mayor called the retreat to order. Shana Yelverton welcomed everyone and
made opening comments.
5:15:38 PM The Directors highlighted projects within their department areas. Kevin
Hugman reviewed projects; Greg Last reviewed website redevelopment and logo
redevelopment, trolley; and Gary Gregg reviewed servers, network storage, routers,
scanners, replacement of 60 PCs, and technology infrastructure.
5:27:40 PM Steve Polasek reviewed projects: nature center, senior services, Noble Oaks
pond improvements, Southlake Stampede; land acquisition; volunteer program;
neighborhood park design.
Virginia Muzyka asked about volunteer efforts and senior projects.
John Terrell asked about volunteer cooperation with Sabre.
5:33:39 PM Bob Price reviewed projects: elevated storage tanks; sidewalks; roundabouts;
new engineer hires; sewer projects; 30-inch water supply line; decel lanes; FM1938
status; FM 1709 medians.
5:41:19 PM Ken Baker presented projects: urban design study/median plan study;
sidewalk master plan and safe routes to school plan; community facilities plan;
5:45:58 PM Sharen Jackson reviewed projects: vehicle replacement/maintenance; facility
maintenance reserve;
Virginia Muzyka asked about the interlocal agreement with Fort Worth for fuel. John
Terrell asked about the opportunity of CISD joining in with us to purchase fuel through
Fort Worth.
5:51:32 PM Sharen Jackson reviewed budget. She reviewed fund revenues.
John Terrell asked about property tax, sales tax payment, related to Town Square.
Sharen reviewed expenditures, and other funds.
6:00:20 PM Jim Blagg updated Council on the Southlake/Keller Public Safety Services
Merge.
John Terrell asked if there was one main reason for the reduction of arrest times and the
saving of officer hours.
Virginia suspected the number of arrests would go up even more than reported. She asked
how Keller's attitude is regarding our concerns and issues.
6:11:23 PM Consultant Calvin Webb of Webb Watch and Shana Yelverton presented
Governing Body Financial and Risk Oversight. Discussed the creation of an audit
committee. New standards required for municipalities/elected officials. Demonstration of
checks and balances between elected officials and staff.
John Terrell asked what we should focus on / do next? He asked about what would be the
likely/possible next level of expectations on the elected official?
Mayor called for a short break at 6:40 p.m. and reconvened the meeting at 6:52 p.m.
6:52:46 PM Mayor reconvened meeting. Sharen Jackson viewed economic/financial
outlook. Housing market, retail sales, budget impacts.
John Terrell asked about traffic patterns/changes related to retail sales.
7:18:43 PM Steve Polasek presented a schematic of Bicentennial Park. Discussed balance
within the parks system, the funding plan for Bicentennial Park, funding options, phasing
options.
Mayor said we need to have a sound and significant technology package with the
development of Bicentennial Park - security cameras, etc.
John Terrell asked if there have been any further discussions with the school district
related to use of the stadium. Can Crime Control money be used for cameras in the park?
Mayor asked if we can monitor by using the cameras? How and who will do that?
Virginia Muzyka asked if parents would be able to use the cameras to monitor their
children on the ball field?
Discussed using volunteers to monitor the cameras?
7:38:34 PM Wade Goolsby presented animal shelter options - build a City facility, build
a shared facility, or develop a long-term partnership with NRH.
John Terrell suggested paying a fee per animal.
Mayor asked how many animals NRH currently picks up. What percentage of the total
number of pick ups is our animals?
John Terrell asked who gets the fee paid by a resident who has an animal impounded?
Council agreed to go with some form of option 3.
If the City pays a lump sum amount, John Terrell asked if our residents would still have
to pay a fee when they pick up their animal.
8:07:52 PM Kevin Hugman presented TMRS - proposed change to service retirement
provision.
Mayor asked what the trend line would be retiring employees. John Terrell asked for the
next five years.
Mayor commented that once you give a benefit, you cannot go back. $46000 is not the
issue, it is the cost going forward. Discussed define benefit plan. Needs to know what
happens to the city long-term. Attrition rate comparison.
John Terrell asked if we have data from other cities how many people actually take 20
and out as opposed to staying.
Laura Hill has no confidence in State run programs.
Mayor called for a break at 8:30 p.m. and reconvened the meeting at 8:41 p.m.
8:41:29 PM Greg Last introduced the discussion related to the City logo. Brad Bishop
and Mike Thurman with Torch Creative led the discussion.
Three questions were posed to Council:
What words or phrases best describe Southlake?
What visual features best describe Southlake?
What phrase would you use to represent Southlake in 50 years?
The three phrases will be placed on the website and a post card will be sent to every
resident telling them about the questions and sending them a link.
John Terrell is out of town on July 24. Lori Payne will find a date that works for all
Council members
Shana Yelverton informed Council the County is not able to participate with the move of
their court offices to the new DPS facility. Council will consider what will be the City's
course of action in light of this news.
The Mayor discussed board interviews and appointments.
Mayor adjourned the meeting at 9:31 p.m.
