Subject: Item #5 Overview – 2100 & 2300 W Continental Blvd.
Purpose:
Review, discuss and make recommendations on the proposed new residential subdivision to be
located at 2100 & 2300 W. Continental Blvd, generally located along W. Continental Blvd., east of
Davis Blvd.
Property Details:
The property at 2300 W. Continental Blvd., is located along W Continental Blvd., just east of the
intersection of Davis Blvd. The site is currently zoned as "AG” Agricultural District and “SF-30”
Single Family Residential.
Site Detail:
The applicant is proposing ten (10) new single-family residential lots on approximately 3.76
acres.

Transportation:
The property is generally located along W. Continental Blvd which is designated as an 84’
Collector Rd. and Davis Blvd. which is designated as an 130-140’ Arterial Rd.
Master Pathways Plan:
There is an are currently no sidewalks located on W. Continental Blvd. or Davis Blvd. The
Master Pathways Plan indicates a (<8) future sidewalk.
Southlake Comprehensive Land Use Plan:

The underlying land use designation
is Medium Density Residential.
Purpose: The purpose of the Medium
Density Residential land use category
is to promote a neighborhood setting
primarily comprised of single family
detached houses. The Medium
Density Residential category is
suitable for any single‐family
detached residential development.
Other suitable activities are those
permitted in the Public Parks/Open
Space and Public/Semi‐ Public
categories previously discussed.

use, residential and commercial development on approx. 21 acres located
at 1835 Shady Oaks Drive and 400-500 Block of W. SH 114, generally
located along the west side of W. State Highway 114.
9. Review, discuss and make recommendations regarding a proposed
residential development (Miracle Place) located at 173 Jellico Circle and
2740 W. Southlake. Blvd. generally located at the northeast corner of Jellico
Circle (W) and W. Southlake Blvd.
10. Review, discuss and make recommendations regarding a proposed
residential development (Miracle Place) located at 2300 W. Continental
Blvd.

MEETING
OVERVIEW:
On November 13, 2024 the Southlake Corridor Planning Committee held
their forty-ninth meeting. The Committee was sent a packet of materials
prior to the meeting that were to be discussed during the session. A
meeting agenda was posted, and the meeting time was advertised on the
City’s website. The following meeting report focuses on discussion points
made during the meeting by members of the Committee, public and City
staff. This report is neither verbatim nor does it represent official meeting
minutes; rather it serves to inform elected and appointed officials, City
staff, and the public of the issues and questions raised by the Committee,
City staff, and any attendees of the meeting. Interested parties are
strongly encouraged to follow development cases through the process.

ITEM #5 DISCUSSION – Review, discuss and make recommendations regarding a
proposed residential development located at 2100 and 2300 W. Continental Blvd .
Staff presentation: Dennis Killough
• Future Land Use – Medium Density Residential
• Zoning – AG (Agriculture)
• Proposal – 6 lots (+/- 2.8 acres) Gross Density 2.1 DU/Ac.
Questions for staff by the Committee:
Michael Springer: Changing lanes on Continental – how far out is that?
Dennis Killough: Very near.
Michael Springer: Will this property hinder this action?
Dennis Killough: I don’t believe so.
Frances Scharli: Density of the development right next to it?
Dennis Killough: I do not know the exact density, standard SF-20.
Frances Scharli: And the ones across the street caddy corner?
Dennis Killough: Country Walk – also ½ acre, 20,000 SF lots
Questions for applicant by the Committee:
Frances Scharli: I would like to see the density reflected
Chad Patton: Frances, are you wanting one less lot?
Frances Scharli: I think so.
Magdalena Battles: What type of square footage homes are you wanting to develop
here?
Applicant: 5,000 – 6,000 sq ft homes here. Like Estes Park.
Chad Patton: Looks like a 4-lot deal. I see the goal for 6, but 4 might be better.
Applicant: Why is that?
Chad Patton: Fits the surrounding neighborhood better and is more consistent. I
understand the situation you’re in though.
Applicant: Even if we’re transitioning to Davis Blvd.. Different location from down the
street. Land use plan makes sense to go smaller.

Chad Patton: Much easier chance running it through with 4 versus 6.
Magdalena Battles: I support that same decision and also speaking with people around
the community who want more ½ acre lots, not smaller.
Austin Reynolds: Depends on the land for me, but being consistent with the
surrounding area might be better.
Amy Torres-Lepp: I can meet you in the middle at 5 lots, but I would pull out the
smaller lots and increase the other ones. I’m not sure about open space on the front –
maybe work that into the corner somehow. Obviously, I like 4 the best, but I could do 5.
Kathy Talley: I’ll agree with that.
Michael Forman: I think that’ll work. Definitely reconfigure the open space.
