CITY OF SOUTI-HLAKE MEMORANDUM (June 16, 2020) To: Shana Yelverton, City Manager From: Rob Cohen, Director of Public Works Item 4D Subject: Award the contract for the construction of SH 114 Water and Sanitary Sewer Relocation Project to Canary Construction, Inc. in an amount not to exceed $905,168. Action Requested: Award the contract for the construction of SH 114 Water and Sanitary Sewer Relocation Project to Canary Construction, Inc. in an amount not to exceed $905,168. Background Information: This project includes the relocation of existing water and sanitary sewer facilities that conflict with the planned SH 114 Frontage Road and Ramp Improvements from Kirkwood Boulevard to Dove Road. Solicitation of bids for this project began on May 2, 2020 and sealed bids were received and opened on May 21, 2020. The 6 bids received for this project are shown in below bid tabulation: BIDDER BID AMOUNT Canary Construction, Inc. $ 822,880.00 Gomez Brothers Construction, Inc. $ 1,019,716.00 Atkins Brothers Equipment Co., Inc. $ 1,074,982.00 Joe Funk Construction, Inc. $ 1,097,753.58 Wilson Contractor Services, LLC $ 1,124,438.28 M-CO Construction, Inc. $ 1,394,281.30 City staff and the design consultant, Kimley-Horn and Associates, Inc. reviewed and scored the submitted bids based on the best value criteria described in the project manual. The evaluation criteria for this bid are Proposed Contract Price, Qualifications and Experience, and the Vendor's Past Relationship with the City. The evaluation of materials and references provided led to the recommendation of Canary Construction, Inc. for this project. Page 1 of 2 Item 4D The recommended bid from Canary Construction, Inc. was submitted as $822,880.00 for anticipated work; staff is requesting authorization for an additional 10% contingency, for construction expenses that may arise due to unforeseen field conditions, for a total of $905,168. The City will be responsible for the expense of the relocation of the water facilities currently located within the TxDOT right-of-way. The water line portion of the contract is $149,260. The remaining $673,620 of the contract will be reimbursed by TxDOT as the sanitary sewer facilities are located within utility easements. Financial Considerations: Funding for the SH 114 Water and Sanitary Sewer Relocation Project is budgeted as part of the approved Capital Improvement Program. The agreement is within the project budget. Strategic Link: This item links to the City's Strategy Map strategic focus areas of Infrastructure and Performance Management & Service Delivery. It specifically relates to the City's Corporate Objectives, 132: Collaborate with Select Partners to Implement Service Solutions, and F2: Invest to Provide & Maintain High Quality Public Assets. Citizen Input/ Board Review: None Legal Review: This is the standard construction services contract that has been previously reviewed by the City Attorney.
