Item 6B - Traffic MemoBowman Southlake HTeaO Traffic Memo To: Dennis Killough From: Sam Dehaybi, RE CC: Todd Bockenfeld; Pranavi Koka; Sandra Endy; Richard Schell; John Denholm; Jeff Ginn; Ryan Safford Date: 9/30/2021 Re: Southlake HTeaO Traffic Memo Dear Mr. Killough, This memorandum provides a capacity analysis for the proposed HTeaO in lieu of a traffic impact analysis. Bowman Consulting, HTeaO, and the City of Southlake met on 2411 August at 11:30 AM CST to discuss the traffic impact for the proposed HTeaO located on Davis Blvd in the City of Southlake, Texas. The traffic memo is intended to determine traffic generation characteristics, analyze potential impacts on the adjacent roadway network and identify measures required for the identified impacts. The proposed HTeaO is an 2,250 SF commercial development on an approximately 1.37-acre lot to the southwest of the Southlake Blvd. and Davis Blvd. in the City of Southlake. The proposed development is anticipated to use the shared driveway with the adjacent property (Sonic) to the North. See Figure 1 for the site location. A Site Plan has been added as Attachment 1. Existing turning movements were collected at the intersection of the Sonic Driveway and Davis Blvd. during the weekday PM peak of the HTeaO development (3:00 PM to 5:00 PM) demand periods. The peak hour from the data collected was from 3:00 PM to 4:00 PM. Traffic operations were analyzed at the study intersections for 2021 Existing Conditions, and 2022 Build conditions. Proposed trips for the HTeaO were not calculated using the ITE trip generation manual since the available land use that this development could fall under was "938 — Coffee/Donut Shot with Drive -Through window and no indoor seating" which does not reflect the true activity of an HTeaO. HTeaO sales analysis were obtained for two existing locations in Texas in order to determine the estimated number of trips for the proposed development. Based on the average between both stores, the proposed development is expected to generate a total of 152 trips during the peak hour (3:00 PM — 4:00 PM) entering and exiting the site; of these, no trips are expected to be internal trips. The study intersection has been analyzed for both scenarios following the Highway Capacity Manual (HCM 6th edition) methodologies using the computer software package Synchro 11 with SimTraffic. In the existing conditions, the existing two-lane driveway connecting to Davis Blvd. has a single lane serving right, left and through. The Level of Service for the Eastbound Left and Right are F. In the proposed conditions, as part of this development, a dedicated left and dedicated right lane will be added, which will improve the traffic flow and reduce queuing. While the control delay of eastbound left is higher than in the existing conditions due to added site trips, the driveway improvements has dropped the Level of Service of eastbound right to C. Synchro results are included as Attachment 4. The results of the Levels of Service from Synchro models along with v/c ratios and the total delay is shown in Table 1 below. bowman.com Sonic Driveway & Not Applicable . 1 Davis Blvd Table 7: Levels of Service Furthermore, to avoid any queuing on Davis Blvd. for ingress vehicles at the intersection, a pavement marking hatch is proposed at about 25' from in the intersection along with stop control for the vehicles exiting both the developments, Sonic and HTeaO. This will allow only a queue of two vehicles at the intersection at one time and no queuing on David Blvd, as they enter the shared approach. Please see attached exhibit in the appendix for the internal traffic plan for the site. In summary, the proposed HTeaO and the existing Sonic will operate adequately using a single driveway with the proposed internal traffic plan for the majority of the day. During the peak hour, the egress vehicles may experience some delay making a left onto David Blvd, however they will not impact the nearby network.
