for the Alternate 4 position on the Zoning Board of Adjustment.
Background
Information: Each year, the City Council appoints members of the public to various
boards, commissions and committees. Each member is appointed for
a two-year term, unless indicated otherwise. Members of the public
indicate their interest to volunteer by submitting a completedapplication
to the City Secretary's Office. Applications are available on the City's
website and from the City Secretary's Office.
On May 15, 2012, Council discussed the current appointment process
for boards, commissions and committees. At this meeting, Council
directed staff to implement bi-annual appointments to ease the process
for Council, staff and applicants. At the direction of Council, staff
prepared a schedule which allows Council the opportunity toreview
applications and appoint members in the months of June and October.
On June 2, 2020, Council approved Ordinance No. 1228 amending
member terms and providing Council the authority to appoint chairs.
On May 17, 2022, Council received a binder that included applications
filed with the City Secretary's Office for this board.
On June 21, 2022, Council appointed the following members to the
Zoning Board of Adjustment, however, Frank Powers, Alternate No. 4,
declined the appointment due to not being able to attend frequent
meetings. For reference, included in this memo, is Resolution No. 22-
018 which outlines all appointments made in June.

RESOLUTION NO. 22-019
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS,
APPOINTING AN ALTERNATE MEMBER TO THE ZONING BOARD OF
ADJUSTMENT; PROVIDING AN EFFECTIVE DATE.
Whereas, the City Council appoints members of the public to various boards,
commissions and committees to serve a two-year term, unless indicated
otherwise; and,
Whereas, each appointee shall be a citizen of Southlake and a registered voter;and,
Whereas, the membership and qualifications for each board, commission and
committee are identified by City Charter, ordinance, or resolution; and,
Whereas, Council will begin bi-annual appointments for Council -appointed boards;
and,
Whereas, Council desires to appoint members to various positions on the following
boards; and,
• Zoning Board of Adjustment
Whereas, the Southlake Parks Development Corporation shall elect a Chair and Vice
Chair from its membership; and, therefore the City Council will not be
appointing those positions; and,
Whereas, the Southlake Charter Section 11.03 states the Planning and Zoning
Commission shall annually elect a Chairman from its membership; and,
therefore the City Council will not be appointing a Chairman to the Planning
and Zoning Commission.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, THAT:
Section 1. All the findings in the preamble are found to be true and correct and the City
Council does hereby incorporate said findings into the body of this
resolution as if copied in its entirety.
Section 2. The following citizens are appointed to serve as board, commission or
committee members for the stated terms and until their successors have
been duly appointed and qualified by Council.

EXECUTIVE EXPERIENCE:
Director of Staff, Air Force Reserve Command (AFRC), SES, DV-6, August 2020 - Present
Senior civilian and principal advisor to the Commander/Deputy Commander on policy formulations,
planning and direction required for successful execution to provide combat -ready units and individuals
for active duty missions employing—83,330 citizen airman and 320 aircraft among three numbered air
forces, 34 flying wings, 10 flying groups, a space wing, cyber and intel wing. Maintains extensive
interface with executive leadership throughout Department of Defense, Air Force, and Space Force.
Key Leadership Initiatives:
• In the COVID environment was able to ensure standardization of telework operations, flexibility
in scheduling, common collaborative platform and virtual rules of engagement to ensure continuity of

Army Material Command Synch Officer, Army Futures Command GS-0301-15 Sep 2019- Aug 20
Represented 4-star Commander of 190,000-person Command with $1 OB in resources on all facets of
programs and policies affecting logistics and sustainment of Army programs. Executed oversight of
complex/critical operations impacting major defense acquisition programs. Made crucial decisions on
Ar ny's future capabilities, financial allocation and acquisition to ensure material readiness.

Serve as key Command Advisor and lead for Navy Medicine's Combating WMD equities to
Department of Defense, Department of the Navy (DoN), interagency, international and private sector
organizations. Responsible for managing a staff of medical technical experts for 63,000-person
Enterprise and 70+ projects, programs and working groups for Chem-Bio Defense Program portfolio
worth $6.913. Collateral Duty: Leadership Lead for Civilian Workforce Development
Key Leadership Initiatives:
• Established the Office of Civilian Workforce Development. During preparation for a major
inspection, noted a deep lack of understanding of civilian human resources processes from talent
management and professional development planning to performance management and career succession
for the 12,000 civilians in the organization. Established a three person team to focus on the triad of
leadership development, functional communities of interest, and training and education. Initiated a pilot
program with 28 geographically dispersed civilians to build momentum. Built a cloud -based site that
allowed employees to view Leadership Development opportunities, perquisites, and applications.
Advanced the vision, built the strategic framework, established goals, and efficiently executed a plan
that secured $500K funding and $ 1 M for out years, increased program attendance by 600%, honorary
awards by 125%, mentor/protege match to 100% and leadership program availability by 400%.
• At the directorate's one-year mark, there was no written documentation establishing the group,
their missions, functions or tasks and no processes or procedures to respond to customer requests.
During first three months on station, conducted needs assessment and interviews with stakeholders;
performed gap analysis; cross walked programs with customer requirements, current efforts and Naval
priorities to ensure coverage, with no duplication of effort; cross -leveled program assignments and
responsibilities across the team to ensure proper alignment; and leveraged assets in stakeholders'
organizations to gain efficiencies. Established a 365-day plan, with tasks due in 30-day increments, to
ensure team goals and customer requests were met. To increase diversity of personnel and thought,
initiated a Fellowship program; recruited from the Uniformed Services University of Health Services;
hired/mentored interns; and developed a highly-matrixed organization with Research and Development,
Human Performance, and Program Office expertise. Identified a shortfall at the Joint Science and
Technology Office and negotiated to convert an unfilled billet to guarantee naval technical expertise on
its joint staff. For 2015-16, team operated at 173% efficiency while maintaining a 99.3% on -time rate
for product deliveries consistently. For 2017, workload tripled, but on -time rate remained high at 98%.
• During the largest and most complex outbreak of Ebola, played an early and significant role --as
a member of the Medical Operation Center reporting to the Navy Surgeon General, updating force
protection policy, fielding Next Generation Diagnostic System for Bio-Threat Ebola assay, and
deploying members to Liberia in charge of Navy mobile labs. As the Enterprise lead for after action
reports, led the effort to examine over 300 lessons learned from the global health crisis, rewriting
Infectious Disease Operational Plan Medical Annexes, and implementing no/low cost solutions to
eliminate barriers to patient movement/treatment during infectious disease outbreaks.
• Developed momentous Naval Expeditionary Health Service Support acquisition governance
construct to ensure executive oversight, informed decision making, and successful implementation of
next generation medical products and services to the Warfighter. Negotiated with Navy and Marine
Corps, internal and external stakeholders, to establish a framework to identify customer needs,
determine requirements, and deliver capabilities while adhering to established joint and naval control
systems, regulations and legal constraints. Built flexible structure to allow multiple funding sources and
close known gaps in delivering medical services, patient care, and movement for expeditionary

collective protection.
• Directed a highly -visible, multi -functional team of medical and business experts in preparation
for a comprehensive and large-scale inspection of 148 Enterprise and headquarters programs spanning
the globe and encompassing peacetime and wartime medical operations. Established continuity folders,
performed self -assessments, and created an electronic program compliance site. Designed executive
level stop -light visual tool to quickly discern program non-compliance. In six short months, increased
compliance from 2% to 83% and successfully passed Navy Inspector General inspection --electronic site
and executive stop -light tool lauded.
Management Analyst/Deputy Chief of Staff GS-0343-14 Mar 2010 — Nov 2013
USSTRATCOM Center for Combating Weapons of Mass Destruction
Led multi -service staff in planning and execution of day to day operations of the Center which was
responsible for synchronization of world-wide WMD efforts. Identified courses of action and made
recommendations for Chief of Staff and 2-star Deputy Director decisions, dissemination of policy, and
transmittal of guidance. Human resource (HR) responsibility for military manpower and civilian talent
management, classification, staffing, recruitment, professional development, Equal Employment
Opportunity, workman's compensation, annual appraisal, awards, and merit increases.
Key Leadership Initiatives:
• Hired into a joint organization that was three years young; down 50% of civilian manning; with
no established policies and procedures. Tackled the most "painful" processes and worked to standardize
methods and procedures. Responded monthly to approximately 100+ tasks affecting Combating
Weapons of Mass Destruction from Combatant Commands and Department of Defense. Solidified
Task Management process by cutting cycle time, eliminating waste and unnecessary handling, and
providing timely responses. Consolidated all taskers from multiple systems and sources: increased
internal on -time from 68% to 98.5%. General Officer taskers 100% on time! Cost avoidance:
$238,091 over three years.
• Brought civilian manning from 50% to 100% in six months. Hired Pathways interns to
supplement HR staff. Instituted cross training of resources to ensure full coverage and expedient
responses (within 24 hours) to supervisor and employee queries. Established standard operating
procedures for writing position descriptions and recruiting diverse workers. Developed a Talent
Management Strategy to obtain and retain high caliber employees that aligned with our Human Capital
Planning. Became the first geographically separated unit to implement functional and leadership
assessments and mandatory Individual Development Plans. Laddered new hire positions to allow for
professional growth, retention and promotion within the organization.
• Mentor for acquisition orders team processing $593.5M per year. Ran reports to define current
dollar values, baselined processing times, and determined disapproval reasons. Pinpointed major
contributing factors for rejections and elongated processing times. Vetted proposed solutions with
subject matter experts to gain concurrence with recommendations and secure buy -in. Cut process steps
by 22%; reduced package paperwork by 25%; and identified $40M of unobligated funds. Results:
estimated cost avoidance FY 14-17 of $14.75M.
• Guided DTRA (2000-person Agency) Enterprise -wide support agreements team to refine
procedures. Developed a consistent, repeatable, reliable, customer -focused process --reduced processing
time 40% from 96.5 to 58 days and provided cost avoidance for FY 14-17 of $19.4M.
• As Transformation Lead, formed diverse teams to ensure varied ideas, assorted opinions and
various skillsets to spur momentum. First three rapid improvement events completed in three weeks:
reduced issuance process by 40%; automated electronic processing of civilian awards and reduced
approval time by 50%; and saved $386,657 over five years on military decorations.

Reserve Component members engaged in contingency, peacekeeping, and humanitarian operations.

dual -hatted as FM for Coalition Air Force Transition Team. Awarded Bronze Star Medal.
Key Leadership Initiatives:
• Recognized inherent flaws of cash payments to Ministry of Defense (MOD) personnel. Despite
predictions that it would take 10 years to accomplish, ensured Iraqi direct deposit happened. In four
months, expedited salary payments and eliminated excess leave to bring cash to families. Negotiated
with Finance Ministry to build a bank; signed up accounts; saved $169M+ per year.
• Singularly took on the mammoth task of reviewing all existing MOD contracts to discover
inefficiencies in the existing system. Ferreted out $1.4413 worth of US funded contracts ranging from
life support, Halal meals, ammo depots, security services and internet and transferred them to Iraqi 2007
Defense Budget. Recovered $157,000 worth of overpayments made by the Coalition.
• Within a month, cleared over $ l I M worth of Foreign Military Sales Air Traffic Control and
Huey II obligated funds in Iraq by writing Statement of Works, reviewing task execution plans and
ensuring contracts were placed. Secured over $125M equipment and $1 l9M infrastructure for Iraqi Air
Force in 2006 supplemental budget.

I am one of the few single parent residents of Southlake and I am also an immigrant from Spain. I chose this
town because of the amazing schools and emphasis placed on athletics, but little did I know I'd fall in love
with the people and structure of the whole city. Our experience here has been incredible. Our neighbors and
events of this city made us instantly feel welcomed and included. I feel vested in the continued success of
Southlake because of the love and care we have felt here and because I own several properties in the area.
I also believe that as a female, minority, and immigrant, I can be a valuable asset and testimony to the
warmth and inclusive nature of our great city.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE, TEXAS,
APPOINTING MEMBERS, CHAIRS AND/OR VICE CHAIRS TO VARIOUS
POSITIONS ON THE BUILDING BOARD OF APPEALS, PARKS AND RECREATION
BOARD, PLANNING AND ZONING COMMISSION, SOUTHLAKE PARKS
DEVELOPMENT CORPORATION, ZONING BOARD OF ADJUSTMENT;
PROVIDING AN EFFECTIVE DATE.
Whereas, the City Council appoints members of the public to various boards,
commissions and committees to serve a two-year term, unless indicated
otherwise; and,
Whereas, each appointee shall be a citizen of Southlake and a registered voter;and,
Whereas, the membership and qualifications for each board, commission and
committee are identified by City Charter, ordinance, or resolution; and,
Whereas, Council will begin bi-annual appointments for Council -appointed boards;
and,
Whereas, Council desires to appoint members to various positions on the following
boards; and,
• Building Board of Appeals (also naming a Chairman)
• Parks and Recreation Advisory Board (also naming a Chairman)
• Planning and Zoning Commission
• Southlake Parks Development Corporation
• Zoning Board of Adjustment (also naming a Chairman and Vice
Chairman)
Whereas, the Southlake Parks Development Corporation shall elect a Chair and Vice
Chair from its membership; and, therefore the City Council will not be
appointing those positions; and,
Whereas, the Southlake Charter Section 11.03 states the Planning and Zoning
Commission shall annually elect a Chairman from its membership; and,
therefore the City Council will not be appointing a Chairman to the Planning
and Zoning Commission.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
SOUTHLAKE, TEXAS, THAT:
Section 1. All the findings in the preamble are found to be true and correct and the City
Council does hereby incorporate said findings into the body of this
resolution as if copied in its entirety.
Section 2. The following citizens are appointed to serve as board, commission or
committee members for the stated terms and until their successors have
been duly appointed and qualified by Council.
