PROJECT: Plat Extension — Preliminary Plat and Final Plat for Southlake Villas
EXECUTIVE
SUMMARY: ClayMoore Engineering is requesting approval of a Plat Extension for the
Preliminary Plat and Final Plat for Southlake Villas on property described as Tracts
2A03, 2A03A1, 2A03B, 2A05 and 2A03A, William H. Martin Survey, Abstract No.
1068, City of Southlake, Tarrant County, Texas and addressed as 1719 and 1825
Maranatha Way and 208 Randol Mill Ave., Southlake, Texas. Current Zoning: "R-
PUD" Residential Planned Unit Development District. SPIN Neighborhood #5.
DETAILS: The proposed development is generally located on the east side of Davis Blvd.
(F.M. 1938) approximately 1,200 feet north of the intersection with Randol Mill Ave.
The property is currently accessible by Maranatha Way, which is a private road in
a public right of way that extends north from Randol Mill Ave. Primary public
access to the newly constructed subdivision is intended to be from FM 1938 and
Maranatha Way will serve as gated/controlled emergency access point only.
The applicant is requesting approval of a Plat Extension for the Preliminary Plat
and Final Plat for Southlake Villas, which includes 13 residential lots and one
private street lot on approximately 18.35 acres. The Preliminary Plat (ZA19-0083)
was approved by City Council on February 4, 2020. The Final Plat (ZA20-0065)
was approved by the Planning and Zoning Commission on January 7, 2021.
The current expiration date for the Preliminary Plat is February 4, 2022, which is
two years from the date of approval. The current expiration date for the Final Plat
is January 7, 2022, which is one year from the date of approval. The applicant is
requesting an extension to extend the validity of the plats for one year from the
dates of approval, which is to February 4, 2023 for the Preliminary plat and to
January 7, 2023 for the Final Plat.
Subdivision Ordinance No. 483, as amended, Section 4.01(I)(1) states that a
Preliminary Plat shall expire two years from the date of approval. Subdivision
Ordinance No. 483, as amended, Section 4.01(I)(2) states that a Final Plat which
has not been recorded in the County Plat Records within one year of the date of
approval shall expire. Final Plats for subdivisions requiring the installation of
streets, utilities, etc. are typically not recorded until these improvements have been
installed and are ready to be accepted by the City. This ensures that street rights -
of -way and easements are correctly shown based on as -built conditions and also
ensures that all the new lots of record are properly served by streets and utilities.
Construction of the infrastructure is ongoing and there have been delays in

LAND USE CATEGORY: Low Density Residential
CURRENT ZONING: "R-PUD" Residential Planned Unit Development District.
HISTORY: - A 60' right of way for Maranatha Way was dedicated to the public on
February 13, 1981 (Vol. 7073, Page 1116, Public Records, Tarrant County,
Texas).
- The property was annexed into the City in 1987 and given the "AG"
Agricultural zoning designation.
- The existing home at 1825 Maranatha Way was built in 1988 (Source:
TAD).
- A Zoning Change and Development Plan (ZA19-0008) from "AG"
Agricultural District and "SF-1 B" Single Family Residential District to "R-
PUD" Residential Planned Unit Development District for 13 single family
lots on 18.35 acres was approved on October 15, 2019.
- A Preliminary Plat (ZA19-0083) for Southlake Villas was approved
February 4, 2020.
- A Final Plat (ZA20-0065) for Southlake Villas was approved January 7,
2021.
STAFF COMMENTS: Because of the limited nature of this request, no review comments were
prepared for this item.
