Kimley-Horn was requested to assist the City in evaluating potential project eligibility and prioritization based upon various criteria. This technical report includes the discussion of the following items: • City of Southlake ARPA Disbursement • Criteria for ARPA eligible project selection • Recommended TW King PS & GST improvements Infrastructure Planning Project Selection 1 January 2023 TW King Pump Station and Ground Storage Tank City of Southlake, Texas SOUTHLAIZE Kimley>>> Horn 0 II CITY OF SOUTHLAKE ARPA DISBURSEMENT On March 11, 2021 the American Rescue Plan Act (ARPA) was signed into law and intended to provide $350 billion of fiscal recovery funds to support State, territorial, local, and Tribal governments in their response to the economic and public health impacts of COVID-1 9 and in their efforts to contain impacts on their communities, residents, and businesses. Through ARPA, the Coronavirus State and Local Fiscal Recovery Funds (SLFRF) program was established. On May 17, 2021 the U.S. Department of Treasury (Treasury) published an Interim Final Rule (IFR) to implement the SLFRF program. Under the IFR, the City of Southlake (City) was classified as a nonentitlement unit of government — a local government with a population below 50,000 — with a committed distribution of approximately $8.03 million. As a recipient of funds, the City is required to obligate funds by December 31, 2024 and expend the obligated funds by December 31, 2026 or otherwise return any unused funds to the Treasury. In addition, recipients are to comply with the SLFRF statute, the SLFRF Award Terms and Conditions, the IFR, and reporting requirements as applicable. In Fall 2021, the City Manager's Office retained the services of Kimley-Horn to begin the ARPA Infrastructure Planning Project with the following scope to identify and prioritize infrastructure projects that: • Meet the City customer needs for the safety, security, and quality of the water system infrastructure. • Qualify to receive financial assistance through the Environmental Protection Agency's (EPA) Clean Water State Revolving Fund (CWSRF) or Drinking Water State Revolving Fund (DWSRF) as outlined in the ARPA's SLFRF program. • Are programmable within the IFR's five year obligation and expenditure timeframe to ensure the procurement of professional services, engineering design, permitting, right-of-way acquisition, bidding, and construction. Following the publication of the IFR, the Treasury received feedback from recipients and stakeholders and on January 6, 2022 the Treasury adopted a final rule that delivered broader flexibility and simplicity to the SLFRF program for recipients. Following the broadened final rule, the City of Southlake reassessed the utilization of the ARPA fiscal recovery funds. The City found that it could use the funds to restore and bolster their public sector capacity that supported the City's ability to deliver critical COVID-1 9 services through the period of performance. In Spring 2022, the City allocated the ARPA fiscal recovery funds to cover operating costs for public safety personnel that met the objective of the final rule therefore creating an operating cost offset in the City's General Fund. During this time, the City re-examined the prioritized ARPA eligible infrastructure projects identified by Kimley-Horn and requested an ultimate buildout of the T.W. King Pump Station and Ground Storage Tank (TW King PS & GST) site. As a result, the City can now apply the offset General Funds to the Capital Budget - accelerating the TW King PS & GST ultimate build out through the City's standard procurement of engineering, design, and construction services rather than the federal administration requirements outlined in the SLFRF statute. Infrastructure Planning Project Selection 2 January 2023 TW King Pump Station and Ground Storage Tank City of Southlake, Texas SOUTHLAI<E Kimley»>Horn III CRITERIA FOR ARPA ELIGIBLE PROJECT SELECTION ARPA Eligibility Evaluation Kimley-Horn reviewed existing and forthcoming planning documents with City staff to identify planned water distribution system projects which would potentially qualify under the ARPA SLFRF program and meet EPA CWSRF and DWSRF criteria. The following planning documents were evaluated: • Adopted and Current Water Master Plan Draft • America's Water Infrastructure Act (AWIA) Risk and Resiliency Assessment (RRA) • AWIA Emergency Response Plan (ERP) • Senate Bill 3 (SB 3) from the 87th Regular Legislative Session Notice filing to the Public Utility Commission (PUC) • SB 3 Emergency Preparedness Plan (EPP) • Water Quality Evaluation ARPA Infrastructure Project Priority List Development Funding eligible projects were then prioritized to determine the best allocation of ARPA funding. The following criteria was utilized as part of this evaluation: • Short, intermediate, and long-term water system needs identified in the Water Master Plan. • Projected future conditions of the water system where not captured by the Water Master Plan. • Emergency preparedness projects identified during review of the AWIA RRA, AWIA ERP, and the SB 3 EPP. • Existing performance of the water system, system deficiencies, and operations challenges. • Regulatory compliance. • Anticipated capital costs.* *Costs were determined from previous Southlake infrastructure project bid tabulations provided by the City, as well as average market prices from July 2022. Prices assumed during evaluation are not reflective of actual construction costs at the eventual time of bidding. Project Selection The City of Southlake receives potable water from the City of Fort Worth at the Pearson Lane and TW King pump stations. Pearson Lane pump station serves both the upper and lower pressure planes, and TW King serves the lower pressure plane. 21 million gallons (MG) of water storage is currently available at both pump stations and elevated storage tanks (ESTs) within the distribution system. However, the storage and supply available at TW King cannot be counted under Senate Bill 3 in the event of loss of power due to lack of backup power generation. In order to provide necessary redundancy to better serve the citizens of Southlake, improvements to ground storage, pumping Infrastructure Planning Project Selection 3 January 2023 TW King Pump Station and Ground Storage Tank City of Southlake, Texas Kimley»>Horn SOUTHLAKE 0 capacity, and backup power generation are recommended at the TW King pump station. These improvements are further detailed in Section IV. ARPA Funding Reallocation ARPA funding encompasses strict requirements pertaining to solicitation, reporting, payroll review, personnel interviews, permitting timing, speed of design, construction timing, construction phasing, etc. City staff has determined that the additional administrative burden required to expend ARPA funding on a proposed infrastructure project is not feasible with current staff availability. However, ARPA funds may also be utilized for employee compensation, with minimal administrative requirements. As a result of this determination, ARPA funding will be reallocated to fund employee compensation thus off -setting City funds which can be made available for the TW King PS improvements project. Infrastructure Planning Project Selection 4 January 2023 TW King Pump Station and Ground Storage Tank City of Southlake, Texas SOUTHLAI<E Kimley»>Horn IV RECOMMENDED TW KING PS & GST IMPROVEMENTS The TW King Pump Station has one 5MG Ground Storage Tank, unenclosed pumps and motors which provide pumping capacity to the Lower Pressure Plane. The pump station is only connected to the City's SCADA system by radio, and the station does not have backup power generation. The following upgrades to the TW King PS and GST are recommended: • Supplementing SCADA connectivity through the City's fiber network; • Expansion of pumping capacity; • Addition of standby generator(s) and fuel storage; and • Expansion of water storage capacity. The proposed improvements have been divided into a three phase approach (see Appendix I for exhibits) summarized below with Engineer's Opinion of Probable Construction Cost (OPCC). Detailed breakdowns for cost can be found in Appendix II. Note that the individual components for each phase may change or be moved to different phases upon completion of more detailed design/analysis, as dictated by modeling updates, or by City staff. • Phase I — OPCC: $8,812,00 o Water model update and analysis o Standby generator installation o Residual control system o Septic to sewer conversion of the site o Surveillance system installation o Supervisory Control and Data Acquisition (SCADA) system upgrades o Extension of a fiber optic cable for SCADA and remote security surveillance • Phase II — OPCC: $4,1 31,000 o Building improvements to enclose pumps and motors o Lower pressure plane (LPP) pumping capacity improvements o Drainage improvements for ultimate buildout conditions o Yard piping and valving improvements for ultimate buildout connection • Phase III — OPCC: $18,51 1,000 o Construction of new 5 MG Ground Storage Tank o Upper pressure plane (UPP) pumping capacity improvements o Tank Coating Improvements for existing 5 MG Ground Storage Tank o Site Fencing Improvements Infrastructure Planning Project Selection 5 January 2023 TW King Pump Station and Ground Storage Tank City of Southlake, Texas SOUTHLAIZE Kimley>>> Horn 0 Phase I (Exhibits A and B) This phase will improve the existing electrical system to allow for additional (and remote) operational control, as well as increased water quality, site security, and regulatory compliance. • Update City Water Model (last updated in 201 2) to existing conditions and for ultimate build -out. Analyze and make recommendations regarding regulatory, pumping capacity, storage capacity, and water age residual control system requirements for TW King PS and GST. Modeling results will be utilized to further refine scope of work for all phases. • Install approximately 1 1,500 LF of fiber optic cable to the TW King site and tie to a new network switch and various instrumentation improvements to permit SCADA integration to the City's fiber network. Fiber provides additional bandwidth which will permit security cameras and automatic gates to be installed. • Install an automatic gate along the south entrance to permit ease of access to perform regular maintenance on the proposed standby generators • Install standby generators, necessary switchgear upgrades, and 24-hours of fuel storage to permit pump station operation during power outages. • Install chlorine residual control system and integrate with SCADA system to conduct remote monitoring and maintenance of chlorine residuals in the existing and proposed ground tanks. • Install a wastewater grinder station, approximately 950 LF of 2" force main, and remove the existing septic system. Phase II (Exhibit C) Phase II focuses on the expansion of pumping capacity to the lower pressure plane and to prepare the site for ultimate buildout. • Install enclosure structure over 3 existing pumps and remaining empty slots to protect pumps and motors from inclement weather. • Install 2 lower pressure plane pumps (pending model results) • Improve site grading and drainage to accommodate draining of the existing 5MG tank, and to prepare site for new 5MG tank installation in Phase III. • Install necessary yard piping and valving for Phase II and Phase III improvements.
