Subject: Approve an Engineering Services Agreement with Freese and
Nichols to provide engineering design, bidding, and
construction phase services for T.W. King Pump Station Phase
1 Final Design in an amount not to exceed $1,150,000.
Action

an amount not to exceed $1,150,000.
Background
Information: In FY 2022, the City engaged Kimley-Horn to develop a concept plan
for the ultimate buildout of the T.W. King Pump Station, resulting in
the development of a three-phase approach for site improvements
that are designed to meet customer needs for water quality, system
resiliency, site security and regulatory compliance. Phase 1 of these
improvements focus on items identified in the City's Water Master
Plan components, namely the 2017 Water Quality Evaluation, 2021
Risk and Resiliency Assessment (AWIA) and the 2022 Texas Senate
Bill 3 (SB3) Emergency Preparedness Plan.
In FY 2023, Freese and Nichols began preliminary design services
for the buildout of the T.W. King Pump Station utilizing the results of
the Kimley Horn study and updated demand projections provided in
recent water modeling studies. These efforts have resulted in the
refinement of a three-phase approach for site improvements
designed to meet customer needs for increased demands, water
quality, system resiliency, site security, and regulatory compliance.
This agreement will provide final design, bidding, geotechnical, and
construction phase services for phase 1 of the T.W. King Pump
Station improvements, which include:
• backup generators and electrical upgrades for emergency
pumping,
replacement of the three existing pumps & motors to increase
operational efficiency,

• the addition of a fourth pump and motor to meet growing
demands within the City,
• and fencing adjustments to maintain site security.
Financial
Considerations: The agreement for these services is in an amount not to exceed
$1,150,000 and includes $80,000 in contingency for any additional
services that may be needed due to unforeseen conditions. Final
design is expected to be completed by Q1 of FY 2026 and
construction awarded in Q2 of FY 2026.
Funding for this agreement is budgeted as part of the General Fund
of the approved FY 2022 — FY 2024 approved Capital Improvement
Program. This agreement is within the project budget.
