Item 9A - Demonstration and PlansAQ% SOUTHLAI.E PLANNING & [DEVELOPMENT SERVICES SIGN VARIANCE APPLICATION Demonstration Please demonstrate that the following conditions are applicable to the requested sign variance: 1. That a literal enforcement of the sign regulation will create an unnecessary hardship or practical difficulty on the applicant. The Sign Ordinance No.704-J Sections 6.1 - Table 3 restricts the duration of 1.Banner Signs to 15 days, twice per calendar year with a 60 day separation between permits. This would not allow sufficent time for the banner to cover the construction fence during construction duration and prevent ownership from using the construction wall to market the finished product during the construction process. 7.New Construction For Sale/Leasing Signs are restricted to be behind the property line and would limit exposure to prospective clients along E. State HWY 114 due to the property location setback. Ownership of the adjacent property (Frank Bliss)has conveyed to the developer (Kairoi) permission to locate a sign on his property. That the situation causing the unnecessary hardship or practical difficulty is unique to the affected property and is not self imposed. The property is located within the Southlake Town Square area and is setback approximately 500' from the major right of way which limits the projects visibility to prospective residents and avenues to market the mass of drive by traffic that frequents Southlake Town Square. That the variance will not injure and will be wholly compatible with the use and permitted development of adjacent properties. These variance requests are similar to requests made by adjacent properties during their construction and would not interfere with adjacent properties. These requests would increase project visibility and allow the public to visually preview the product during the construction process. 4. That the variance will be in harmony with the spirit and purpose of the sign ordinance. State HWY 114 Frontage Rd. and Central Ave. We proposed this temporary development sign be allowed to remain until 07/31/25 or once construction is complete, whichever comes first. Ownership has discussed the proposed sign and location with the landowner Frank Bliss and has received approval. This is the same Location a development sign was proposed for The Parkview Residences during their construction process. We also request a variance to allow temporary banner signage on the construction fence approximately 145'-0" along Central Ave. to present a more pleasant transition from the public ROW to the new project during the construction process. We proposed this banner sign also be allowed to remain until 07/31/25 or once construction is complete.
