Southlake Boulevard. Action Requested: Approve an Encroachment License Agreement for a paved private drive and car wash lane, concrete curb, and screening wall within the utility easement being located at 3230 W. Southlake Boulevard. Background Information: The purpose of this item is to seek City Council approval of an Encroachment License Agreement for the installation of a paved private drive and car wash lane, concrete curb, and screening wall within the utility easement at 3230 W. Southlake Boulevard. The property owner of 3230 W. Southlake Boulevard is requesting to construct a car wash on the property, including a paved private drive and car wash lane, concrete curb, and screening wall within the utility easement along the north property line. This agreement will allow the developer to place a paved private drive and concrete curb extending from N. Pearson Lane along the north portion of the lot, a car wash lane and concrete curb along the northeast of the lot, and a screening wall along the northernmost property line within the utility easement along the north side of the property. There is an existing 16-inch and 30-inch water main and an 8-inch sanitary sewer main within this easement. Financial Considerations: This is a no -cost agreement. Legal Review: This agreement, created by TOASE, is similar to the standard encroachment agreement and will ensure that the City is not held liable for any damage to private improvements and/or disruption to business if there is a need to do maintenance on any of the public utilities within the utility easement. Alternatives: The City Council may approve or deny the agreement.
