Highland Realignment in an amount not to exceed $175,000. Action Requested: Approve an Engineering Services Agreement with Kimley Horn to provide design, construction documents and opinion of probable construction cost for E. Highland Realignment in an amount not to exceed $175,000. Background Information: The Texas Department of Transportation (TxDOT) is progressing with the State Highway (SH) 114 ramp reversal and main lane expansion design in Southlake. This project necessitated modifications to the Methodist Southlake Medical Center driveways, sparking discussions with TxDOT regarding the intersection of E. Highland Street and the eastbound SH 114 frontage road. These discussions revealed that the current configuration of E. Highland Street needs to be realigned. TxDOT has agreed to include the construction of the E. Highland Street realignment in the larger SH 114 project, contingent upon the City funding the design package for the realignment. This design must be finalized in time for inclusion in TxDOT's solicitation for the SH 114 improvements. Kimley Horn, the City's engineering consultant, has prepared conceptual plans and submitted a proposal to perform the required design services. The scope of work includes: • Design of approximately 500 linear feet of three -lane undivided concrete pavement and 100 linear feet of commercial driveway pavement. • Improvements to the internal drainage system with outfalls to Dove Creek, including hydrologic and hydraulic modeling. • Geotechnical investigations and conveyance instruments for required right-of-way adjustments. • Environmental analysis ensuring no significant impacts, as the realignment will occur on previously developed land. Approving this agreement fulfills the City's commitment to fund the design phase of this critical infrastructure improvement. Financial Considerations: The proposal outlines a preliminary and final design scope at $89,700, with additional services for floodplain analysis, geotechnical investigation, environmental services, and conveyance instruments, estimated at $85,200. These services align with TxDOT standards and City requirements, ensuring the realignment supports current and future traffic needs while integrating seamlessly with the SH 114 project. Funding for this agreement is available from the Community Enhancement Development Corporation as part of the State Highway 114 Ramp Reversal project.
