Section 551.071: Consultation with attorney. The City Council may conduct a private
consultation with its attorney when the City Council seeks the advice of its attorney
concerning any item on this agenda, about pending and contemplated litigation, or a
settlement offer, or on a matter in which the duty of the attorney to the City Council under
the Texas Disciplinary Rules of Professional Conduct of the State Board of Texas clearly

vulnerabilities of critical infrastructure to an act of terrorism; 7) that relates to information
regarding security measures or security systems intended to protect public and private
property from an act of terrorism. The Texas Disaster Act specifically requires that a tape
recording of the closed meeting be made.
Section 418.106(d) & (e): Local meetings to discuss emergency management plans
regarding pipeline safety. The City Council may discuss emergency management plans
involving pipeline safety and/or security of pipeline infrastructures or facilities when those
plans or discussions contain such sensitive information.

NOTICE OF PUBLIC HEARING ON TAX RATE
A tax rate of $0.319000 per $100 valuation has been proposed by the governing body of City of Southlake, Texas.
PROPOSED TAX RATE $0.319000 per $100
NO-NEW-REVENUE TAX RATE $0.319375 per $100
VOTER-APPROVAL TAX RATE $0.380408 per $100
The no-new-revenue tax rate is the tax rate for the 2023 tax year that will raise the same amount of property tax revenue for City of
Southlake, Texas from the same properties in both the 2022 tax year and the 2023 tax year.
The voter-approval rate is the highest tax rate that City of Southlake, Texas may adopt without holding an election to seek voter approval of
the rate.
The proposed tax rate is not greater than the no-new-revenue tax rate. This means that City of Southlake, Texas is not proposing to increase
property taxes for the 2023 tax year.
A PUBLIC MEETING TO VOTE ON THE PROPOSED TAX RATE WILL BE HELD ON September 19, 2023 AT 6:00 PM or
immediately following the work session at City Council Chambers at Town Hall 1400 Main Street Southlake Texas 76092.
The proposed tax rate is also not greater than the voter-approval tax rate. As a result, City of Southlake, Texas is not required to hold an
election to seek voter approval of the rate. However, you may express your support for or opposition to the proposed tax rate by contacting
the members of the of City of Southlake, Texas at their offices or by attending the public meeting mentioned above.

Deputy City Secretary Veronica Lomas introduced the Southlake Sister Cities Youth
Ambassadors Alison Bedwell and Kate Ponzo, who provided an update to the City
Council about the June 2023 Tome trip.

City Manager Shana Yelverton spoke about Mr. Tribble's retirement and this 17-year
tenure with the City. The Mayor and Council expressed their appreciation for his service
to the City and wished him well in his retirement. Mr. Tribble expressed his appreciation
to the Mayor and Council, Mrs. Yelverton and the Executive Leadership Team for allowing
him to serve the wonderful community of Southlake.
