B. Approve an Encroachment and Joint Use Agreement for a fence within the

C. Approve an Encroachment and Joint Use Agreement for Southlake Town
Square Addition, Block 2R1, Lot 4R for a pedestrian ramp, steps, and
handrail within the city right-of-way of State Street for the development
located at 280 State Street.

EXECUTIVE SESSION
Section 551.071: Consultation with attorney. The City Council may conduct a private
consultation with its attorney when the City Council seeks the advice of its attorney
concerning any item on this agenda, about pending and contemplated litigation, or a
settlement offer, or on a matter in which the duty of the attorney to the City Council under
the Texas Disciplinary Rules of Professional Conduct of the State Board of Texas clearly
conflicts with Chapter 551. This includes the following pending and/or contemplated
litigation subjects:

relating to information resources technology; network security information as described
by Section 2059.055(b); the deployment, or specific occasions for implementation, of

vulnerabilities of critical infrastructure to an act of terrorism; 7) that relates to information
regarding security measures or security systems intended to protect public and private
property from an act of terrorism. The Texas Disaster Act specifically requires that a tape
recording of the closed meeting be made.
Section 418.106(d) & (e): Local meetings to discuss emergency management plans
regarding pipeline safety. The City Council may discuss emergency management plans
involving pipeline safety and/or security of pipeline infrastructures or facilities when those
plans or discussions contain such sensitive information.

Toyota Tundra pickup
truck with suicide doors
that once belonged to
his dear,departed father.
The mileage is below
100,000.
While I miss his father,
too,I can’t help but think
my husband is creating a
safety hazard for himself
(and for me when I am in
the car)by driving a
vehicle that is 23 ye ars
old.
Normally he only drives
it a few miles to go to
work,or we take it when
attending baseball
games (so if a baseball
hits it,we don’t care).
Howeve r,on occasion we
use the truck for hauling
stuff to our mountain
cabin,which is a long
drive.When we drive
home on those curvy,
downhill roads,putting
the brakes on causes the
whole car to shimmy!
He has had this checked
out with our mechanic
many times and has
been assured that it is
not an issue,so my hus-
band keeps insisting on
keeping the car.
In addition to the shim-
my,I worry about air-
bags that have probably
degraded to dust and
the fact that the safety
features available on
newer cars do not exist
on this one.
I need the answer to two
questions:1.Is the car
safe?
2.What can I suggest to
my husband to sway him
to buy a new,safer,more
energy efficient truck
should I catch him at a
weak moment?

That’s not an easy “yes
or no”question,Sharon.
There’s a continuum from
more safe to less safe.
It’s certainly less safe
than more modern vehi-
cles that have advanced,
electronic safety systems.
But if he figures out the
cause of the shaking
(probably warped brake
discs or drums,but pos-
sibly worn-out steering
components)and fixes it,
it might still be reasonably
safe.
But a truck of this age
should really be fully in-
spected on a regular basis
to make sure all the key
safety-related components
are in good working order.
So,I think that’s the mini-
mum you should ask for,
Sharon.Now,if you sense
a weak moment,or,when
it turns out to cost $4,000
to fix everything the in-
spection turns up,since
he’s a sentimental guy,I’d
try making a sentimental
argument.Something like:
“Hey Frank,I was think-
ing —at some point,your
dad’s old truck is going to
wear out.I know it means
a lot to you.But I think
your dad would want you
to be safe,above all else,
don’t you?
“So,what do you think
about selling the old Tun-
dra,and using that money
to make a down payment
on a new one?It’ll be like
your Dad helped you get
your new truck —so he’ll
still be with you,in spirit,
whenever you drive.”

If/when you take a
minute to look beyond the
final score,there exists a
normal humanity in an
abnormal career.
Pebley knew this long
before she was hired to
become the TCU head
women’s basketball coach
in 2014 .She had been a
college head coach since
2003,and was in the
game as an assistant since
1997.
She knew the risks.
Knowing the risks and
living the consequences of
such decisions are entirely
different.
Last month,she re-
signed.Her team was
stuck in another bad sea-
son.She felt it was time.
“It was a good,healthy
partnership I was able to
have with (athletic direc-
tor)Jeremiah Donati,and
I don’t mean that in some
cliche way,”she said.“I
care about those people
and that program,and I
believe they can achieve
great things.”
Pebley is well aware
that in this profession,if
she wants to be a head
coach again,that it would
require more moving.
That’s if she gets another
call to be a head coach.
She knows that landing
these types of jobs is A.)
Hard,and,B.)Harder to
keep.
Now,throw in a life.
Throw in a husband
who is in a good job at All
Saints School in Fort
Worth.Throw in a teenage
daughter,Harper,who is a
sophomore there.
Throw in a home,and a
routine,that they all built
since they moved here
nine years ago.Throw in
an extended family unit
that is all here.
“I am looking forward
to attending Harper’s
(theater)performances;
she puts so much time and
energy into them and I’ve
been to two of them,”
Pebley said.“When my
kids were little bitty,I
thought this would all get
easier in this job,and I
was wrong.”
“Because the older they
get the cooler they be-
come and you want to be
around them and you
can’t because of the job.
When I dropped (her son)
off last year at school,it
really hit me that it’s gone.
I can’t get that time back.
It’s done.”
That’s a trade you
make,only you have no
idea what you’re giving up
until well after the trans-
action is complete.
She wouldn’t undo the
deal,but these are the side
effects.
Pebley is far too young
to retire,and has no such
aspirations anyways.She’s
not exactly sure what is
next.
She does plan to attend
TCU’s spring graduation
ceremony;not just to
watch some her former
players walk.Pebley is
scheduled to earn her
Master’s degree in higher
education leadership in
May.
She worked on the grad-
uate program over the last
five years.
“I’d go to class with my
(graduate assistants),and
I’d tell my players,‘I don’t
want to hear that you
don’t have time,’”she
said.“You have time.
Schedule it.Make it a
priority.”
Her task is to take her
time to see what else she
maybe was missing.To
see what else is out there.
Maybe enjoy Christmas
this time,too.
“Christmas can be a real
inconvenience in college
basketball,”she said.“I
will have more time for
friendships.In coaching,
it’s hard to have time for
those.Your priority is your
family,and your program.
That takes a lot of time.”
This is the job.
Raegan Pebley knows it.
It’s the part of the job
that most of us who con-
sume sports are too busy
to see.

Campbell was at Oregon
as an assistant coach from
2014 -202 1.In Campbell’s
first year at Oregon,they
placed 11th in the Pac-12
standings but by 2020 they
were the No.2 team in the
country and a title favorite
before Covid-19 shuttered
the season.
Campbell acknowl-
edged those players were
easy to find yet hard to
land but he has experience
doing so.Campbell
recruited New York Liber-
ty star point guard Sabrina
Ionescu to Oregon where
she won two national
player of the year awards.
Campbell said Ionescu
was like a daughter to him
and he expected that she
would be around the pro-
gram.Ionescu praised
TCU for the hire on social
media.
Campbell has turned
around every program
he’s been a part of to date
and he’s determined to
continue the trend with
TCU.
When Campbell joined
Oregon State in 2010 the
team only had one player
and the program was un-
der threat of cancellation.
By his final season in
2014,Oregon State fin-
ished tied for second in
the Pac-12 regular season
standings and made it to
the Pac-12 postseason
tournament championship
game.
At Sacramento State,he
inherited a team with a
3-22 record,two years
later they won the Big Sky
regular and postseason
tournament titles with a
record of 25-8 while mak-
ing the NCAA tournament
as a No.13 seed.
It has been 13 years
since TCU’s women’s
basketball team made the
NCAA tournament.
“Every sport at TCU is
competing for champion-
ships and winning at the
highest level except the
women’s basketball pro-
gram.We’re gonna get
that fixed.”

Women’s college bas-
ketball believes it has the
makings for a hit reality
TV show with star power
driving a marketable prod-
uct that has a growing
audience.
So they’re taking the
ensemble on the road for
the Sweet 16.
The NCAA changed the
format of the tournament
this year,featuring two
regional sites instead of
the traditional four.The
games in Greenville,
South Carolina,and Seat-
tle are the latest step to
grow the sport and show
women can stand on their
own.
South Carolina coach
Dawn Staley believes the
question of whether wom-
en’s hoops merits its own
March Madness TV con-
tract has already been
answered,even though
the women’s tournament
loses money under the
current deal.
“Somebody’s watching
women’s basketball,”
Staley said.“Somebody
feels like we’re in high
demand,and obviously
the decision-makers that
put us on now realize that
they’ve got to keep putting
us on.”
The women’s title game
will be broadcast on ABC
—the first appearance on
network television since
1995.Women’s basketball
is part of a current con-
tract that bundles all
NCAA championships
under one deal except for
men’s basketball and
football.
The NCAA is expected
to decide by the fall if the
women’s tournament will
become a separate entity
after hiring Endeavor,a
consulting firm,to deter-
mine how to take cham-
pionships to market.
“It’s an exciting time.
Year over year,we contin-
ue to demonstrate the
value that women’s bas-
ketball brings to that
space,”said Lynn Holz-
man,the NCAA vice presi-
dent of women’s basket-
ball.“It’ll be exciting to
see what the results are of
this for the sport itself,but
also for the NCAA more
broadly in our champion-
ships.”
TV ratings have been
trending up over the last
two years.This year’s
regular season was the
most viewed on ESPN
networks in eight years
and was up 11%from last
season.That came on the
heels of last season’s title
game between South Car-
olina and UConn that
averaged 4.85 million
viewers —the most for a
women’s championship
game since 2004.The
first round had a 27%
ratings increase from last
year.
“People enjoy watching
close games.They like the
fact that there’s some
semblance of uncertainty
of who’s going to win,”
UConn coach Geno Au-
riemma said.“There’s
been so many changes in
the top 10 all year long.…
Teams are in,they start
out at the top they go out
they come back in.I think
all that creates a level of
excitement.”
People aren’t just tuning
in during March Madness,
they have also been show-
ing up.
Attendance at the
NCAA Tournament has
continued to rise the past
five seasons,growing by
60%in the first two
rounds from an average of
4,464 in 2016 to 7,240
this year.This season had
the highest attendance
ever for the first two
rounds.
“It makes us very bul-
lish on women’s basket-
ball,”Holzman said.“It is

If the NCAA can get

jected in the 2021 report,
it might be able to offer
revenue shares —known
as financial units —to
women’s teams in the
tournament in a structure
similar to what the men
receive from their March
Madness tournament.

they play excluding the

The Southlake Parks Development Corporation Board of Directors of the City of Southlake,
Tarrant County, Texas, at the above-described date, time, and location, will conduct a public

agreement for approval to fund a park development project, as described as follows:

General description of the overall development and the public park project in the
agreement:
This overall development project is a new mixed-use development that will include a new City
park (described more fully below) and at full buildout, will consist of approximately 565,600 sf of
retail, restaurant, office and other commercial uses. When completed, the development will
create approximately 1200 new jobs.
The proposed approximately 9-acre park will be built by the property owner and conveyed to the
City to be dedicated as a City park and it will include park spaces that provide opportunities for
entertainment, one fountain, public art, and outdoor dining that will contribute to a lively pedestrian
experience. A large central fountain is proposed to be a primary focal point of a central plaza,
along with the development’s primary carillon bell tower. Large stands of existing trees will be
incorporated into the design, along with terraced walls, pathways, and outdoor seating.
Estimated cost of the park improvements:
$7,550,000 total estimated costs
$3,775,000 total SPDC contribution
