stood out:
1) One commuter, who passes by two retirement facilities on
Davis daily, noticed that they never seem to be at full capacity.
2) Another person mentioned there are long waitlists for only
specific rooms (patio, no shared walls, etc). Other rooms
remain vacant.
According to the data I’ve reviewed, Southlake is already above
the national average in terms of retirement facility supply
relative to demand. It appears there’s now an oversupply of
less desirable units, as a multistory retirement facility doesn’t
seem to meet the preferences of local seniors, who prioritize
privacy—specifically, patios and no shared walls.

3. Impact on Carroll ISD Funding: Our local Carroll ISD is
facing funding challenges, and additional senior housing offers
no financial benefit to our school district, which relies on tax
revenue tied to family residences. With limited funding, our
schools need support from new family-oriented housing that
contributes to the tax base and directly benefits school
resources.
4. Noise, Congestion, and Light Pollution: Our neighborhood is
not suited for the influx of noise, parking congestion, and light
pollution that this project would bring. Increased traffic, both
from residents and from visitors, will result in constant noise
and safety risks along our residential streets. We fear our
children will lose the ability to play outside safely and that the
quiet, peaceful atmosphere we currently enjoy will be
permanently disrupted.
5. Property Value and Community Character: The addition of a
high-density senior housing complex adjacent to our single-
family homes will likely impact property values negatively, as
the development is out of character with our low-density, family-
oriented neighborhood. The proposed development risks
fundamentally changing the character of the community that so
many of us have invested in and rely on as a safe, family-
friendly
6. Long-Term Zoning and Precedent Concerns: Approving this
project could set a precedent for future high-density
developments, further eroding the character of our community.
Families have chosen to live here specifically for the open,
quiet, and safe environment it provides. Allowing this
development risks pushing families out, as the neighborhood
becomes increasingly urbanized and congested.
For all these reasons, I respectfully request that the city
reconsider this proposed development and explore alternatives
that preserve the safety, privacy, and integrity of our

My name is Eric Morgan and we own 303 Brock Drive in Southlake, Texas, which is adjacent and backs up
to the proposed senior living community/apartments being proposed under Public Hearing No ce ZA24-
0042.
We are opposed to this proposal for the following reasons:
1. Its high density and that is in direct conflict with the current zoning which is low density single
family residen al with 1-acre minimums. Which is why we purchased and built on our property in
this loca on.
2. Its Intrusive - The large mul story buildings will have people looking down from their pa os in our
back yards along with that can come glaring lights, noise and heavy traffic.
3. Devaluing - This will have a devaluing effect on the surrounding community who have already built
custom homes on large lots and undermine the beauty and charm of the current zoning and
area.
Between the two substan al Watermere Senior Living developments on Southlake Blvd and Davis Blvd
there is already a heavy concentra on of senior living centers in the immediate area.

We have reviewed the Revised Proposal from Forefront Senior Living and believe this is even worse
than their original plan. After the last P&Z meeting, it was noted that the Forefront plan was too
dense. Therefore, Forefront came up with a revised plan, however, each category has become more
obtrusive and the density and timeframes have increased. The comparisons are as noted:

In our last meeting, the development team noted that the land they would be buying is very
expensive, so clearly, this is an economic play and the numbers do not pencil without the density.
They were advised that the first plan was too dense but they did not factor that into their revised
plan.
For us neighbors, this is a quality of life matter, not a business matter. We believe the Planning and
Zoning Committee is looking out for the good of the homeowners of Southlake versus the real
estate developers coming into our community to make a profit.

Since Forefront Senior Living is a non-profit organization, they will not be paying property taxes.
Let’s review the Concerns of this Project:
1) No income generated to the city
2) Commercialization of a residential neighborhood
3) Unsightly massive 4 story structure – Not aligned with Southlake look and feel
4) Utilizing the city services (trash, landfill, recycling, medical, police, fire, ambulance, etc.)
5) Create an increased demand on the Southlake utilities including water, power, gas.
6) TraƯic will be exponentially worse creating congestion, the need for additional stoplights,
and the high potential for traƯic accidents.
7) 2 year, 6 month construction time frame will wreak havoc on all the surrounding
neighborhoods and construction would start at 7 or 8 am each day all day (semi’s and
trucks, noise, congestion, disruptive, safety issues)
8) 24/7 commercial facility with 3 shift changes every day
9) Approx 250 residents plus approx. 90 employees and numerous friends and family visiting
each day – continuous traƯic generated on the property and surrounding streets
10) Emergency vehicles on a 24/7 basis
11) Carbon footprint impacted – 24/7 impact of noise, lights, pollution, air quality, trash
We are having a hard time finding any clear benefits or reasons why the City of Southlake would
approve this. We clearly see this Disrupting Southlake, not benefiting Southlake.
Our recommendation is to reject this project and eliminate any further meetings or discussions
regarding this project. Not in our Backyard! Let’s keep Southlake Beautiful!
