Requested Action
Ordinance No. 836-A, 2 nd Reading, an amendment to Chapter 9.5,
Article 3 of the Southlake City Code, updating the Industrial
Wastewater Pretreatment Program.
Resolution No. 24-045, supporting the funding, implementation, and
enforcement of the Wastewater Pretreatment Program that is
interconnected to the Central Regional Wastewater System owned and
operated by the Trinity River Authority.

Pretreatment Program Update Timeline
October 2021 Trinity River Authority (TRA) submitted a draft Pretreatment
Program to the Texas Commission on Environmental Quality (TCEQ)
- Included program updates, technically based local limits,
administrative plan, ordinances, legal authority, enforcement
response plans, program templates, customer funding resolutions,
and attorney statements
January 2023 TCEQ notified TRA that the redeveloped technically based local
limits were “technically complete”
December 2023 TRA submitted an addendum to TCEQ, regarding the technically
based local limits. TCEQ reviewed and deemed “technically
complete” with addendum
June 2024 TCEQ notified TRA that the CRWS Pretreatment Program narrative
was “technically complete”
Our Role as a Customer City
•As a customer city, we must:
•Authorize the program changes
through an Attorney Statement
•Make these changes available
to the public.
•Pass the program through
council
•Provide documentation to TRA
Funding
FY 2025
There is no cost associated with this program update at
present. If an industrial site enters Southlake, there would be a
cost to provide industrial sampling and analysis services
through TRA. While the cost is dependent on the number of
samples and contaminants analyzed, historically we have spent
approximately $1,250 per quarter on industrial sampling.
