IN THE OFFICIAL NEWSPAPER;AND
NAMING AN EFFECTIVE DATE.
SECTION 6.PENALTY CLAUSE.Any
person,firm or corporation who vi-
olates,disobeys,omits,neglects,or
refuses to comply with or who resists
the enforcement of any of the provi-
sions of this Ordinance shall be fined
not more than Two Thousand Dollars
($2,000.00)for each offense.Each
day that a violation is permitted to ex-
ist shall constitute a separate offense.
SECTION 10.PUBLICATION CLAUSE.
The City Secretary of the City of Lake
Worth is hereby directed to publish in
the official newspaper of the City of
Lake Worth,the caption,the penalty
clause,publication clause,and ef-
fective date clause of this ordinance
two (2)days as authorized by Section
52.013 of the Local Government Code.
SECTION 11.EFFECTIVE DATE.This
Ordinance shall be in full force and
effect from and after its passage and
publication as required by law,and it
is so ordained.

The no-new-revenue tax rate is the tax rate for the 2024 tax year that will raise the same
amount of propert y tax revenue for City of Colleyville from the same properties in both
the 2023 tax year and the 2024 tax year.
The voter-approval rate is the highest tax rate that City of Colleyville may adopt without
holding an election to seek voter approval of the rate.
The proposed tax rate is greater than the no-new-revenue tax rate.This means that City
of Colleyville is proposing to increase property taxes for the 2024 tax year.

Regular Session was called to order by Mayor McCaskill at 5:49pm.

Mayor McCaskill announced the City Council would go into Executive Session pursuant
to the Open Meetings Act, Chapter 551, Texas Government, Code, Section 551.071
consultation with city attorney; Section 551.074 deliberation regarding personnel matters;
and Section 551.087 deliberation regarding economic development negotiations. The
City Council adjourned for Executive Session at 5:49pm. Executive Session began at
6:00pm and concluded at 6:40pm.

adopting the Annual Budget for Fiscal Year 2025, and approving the revised budget
figures for Fiscal Year 2024.

Motion was made to approve Item 7A, Ordinance No. 480-640A, ZA24-0019, 1st
Reading, Zoning Change and Site Plan for Trinity River Authority on property described
as Lot 3, R. D. Price No. 1207 Addition and Lot 9, Kirkwood East, and located at 1350 W.
Kirkwood Blvd and 3200 N. White Chapel Blvd., subject to the Staff Report dated August
27, 2024, and Site Plan Review Summary No. 2, dated August 16, 2024, and noting the
following:
- Approving the zoning change and site plan, changing zoning from "S-P-1" Detailed
Site Plan District and "NRPUD" Non-Residential Planned Unit Development
District to "S-P-1" Detailed Site Plan District for the expansion of the existing lift
station, as presented.
- Applicant has agreed to contact Oncor for options for fencing as proposed or
