CONSENT AGENDA: All items listed below are considered to be routine by the City

A. Approve minutes from the December 19, 2023, Regular City Council
meeting.
B. Approve Resolution No. 24-001, ordering a General Election to be held on
May 4, 2024, for the purpose of electing the City Council for Mayor and
Place 2; and ordering a Special Election to be held on May 4, 2024, for the
purpose of electing the City Council for Place 3, to fill a vacancy.
C. Approve an Engineering Services Agreement (ESA) with KSA Engineers,
Inc. (KSA) to provide preliminary engineering design services for the Randol
Mill Sidewalk Improvement Study in an amount not to exceed $136,000.
D. Approve contract award for Southlake Town Square street and parking
garage sweeping, power washing, and porter services with Southlake
Leasing & Management Inc., dba Regent Services, in an amount not to

Pinnacle Point Addition, being a revision of Lot 3R Pinnacle Point Addition,

EXECUTIVE SESSION
Section 551.071: Consultation with attorney. The City Council may conduct a private
consultation with its attorney when the City Council seeks the advice of its attorney
concerning any item on this agenda, about pending and contemplated litigation, or a
settlement offer, or on a matter in which the duty of the attorney to the City Council under
the Texas Disciplinary Rules of Professional Conduct of the State Board of Texas clearly

the offer of a financial or other incentive to a business prospect as described above.
Section 551.089: Deliberation reqarding security devices or security audits. The City
Council may discuss or deliberate regarding security assessments or deployments
relating to information resources technology; network security information as described
by Section 2059.055(b); the deployment, or specific occasions for implementation, of
security personnel, critical infrastructure, or security devices; or results of security audits.
Section 418.183(f): Texas Disaster Act. The City Council may deliberate information: 1)
for purposes of preventing, investigating, or responding to an act of terrorism or related
criminal activity and involving emergency response providers, their staffing, contact
information and tactical plans; 2) that relates to the risk or vulnerability of persons or

regarding security measures or security systems intended to protect public and private
property from an act of terrorism. The Texas Disaster Act specifically requires that a tape
recording of the closed meeting be made.
Section 418.106(d) & (e): Local meetings to discuss emergency management plans
regarding pipeline safety. The City Council may discuss emergency management plans
involving pipeline safety and/or security of pipeline infrastructures or facilities when those
plans or discussions contain such sensitive information.

Mr. Clayton Reed provided the invocation. Mayor Pro Tem Shawn McCaskill led the

3. HONORS & RECOGNITION: PARKS AND RECREATION AWARDS
Director of Community Services David Miller introduced Community Services Community
Relations Manager Vicky Schiber and Deputy Director Ryan McGrail who highlighted two
awards recently received by the Department.
4. RECOGNITION OF CITY MANAGER SHANA YELVERTON
The City Council and staff recognized City Manager Shana Yelverton's 30-year career
with Southlake and congratulated her on her upcoming retirement.

EASEMENTS, PUBLIC WAYS AND OTHER PUBLIC PROPERTY (PUBLIC RIGHTS-
OF-WAY) OF SOUTHLAKE, TEXAS, PROVIDING FOR THE REPEAL OF ALL PRIOR
FRANCHISE ORDINANCES TO ONCOR ELECTRIC DELIVERY COMPANY LLC, ITS

AGRICULTURAL DISTRICT. REQUESTED ZONING: "SF-IA" SINGLE
FAMILY RESIDENTIAL DISTRICT. SPIN NEIGHBORHOOD #5. PUBLIC

Director of Planning and Development Services Dennis Killough presented Item 6D and
answered questions from the Council.
Mayor Huffman opened the public hearing at 7:32pm.
There being no one wishing to speak, Mayor Huffman closed the public hearing at
7:32pm.
Motion was made to approve Item 6D, Ordinance No. 480-805, ZA23-0035, 2nd Reading,
Zoning Change and Concept Plan for 1390 Brown Lane located on property described as
Tract 1G, John Heirs Childress Survey Abstract No. 253, City of Southlake, Tarrant
County, Texas and located at 1390 Brown Lane, subject to the Staff Report dated January
9, 2024, and Plan Review Summary No. 3, dated December 1, 2023, granting the
following:
- Variance to Subdivision Ordinance No. 483, as amended, Sections 8.01 and 5.04
requiring residential lots to front on a public street.
Also noting:
- Approving a zoning change and concept plan changing zoning from "AG"
Agricultural District to "SF-1A" Single Family Residential on a single tract of land
located at 1390 Brown Lane, and granting a variance to the Subdivision Ordinance
No. 483, as amended, Sections 8.01 and 5.04 requiring residential lots to front on
a public street, noting that the approval is subject to meeting the City of Southlake
minimum fire protection and access standards.
