A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTHLAKE,
TEXAS, GRANTING A SPECIFIC USE PERMIT FOR A MASS
GATHERING FOR SPRINGFEST LOCATED BETWEEN E. SOUTHLAKE
BLVD., CARROLL AVE., PROSPECT ST., FEDERAL WAY, AND
CENTRAL AVE., SOUTHLAKE, TEXAS, BEING DESCRIBED AS A
PORTION OF SOUTHLAKE TOWN SQUARE, MORE FULLY AND
COMPLETELY DESCRIBED IN EXHIBIT “A”, AND AS DEPICTED ON
THE APPROVED SITE PLAN ATTACHED HERETO AND
INCORPORATED HEREIN AS EXHIBIT “B” AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS a Specific Use Permit for a mass gathering for Springfest has been
requested by a person or corporation having a proprietary interest in the property zoned
as “DT” Downtown District; and,
WHEREAS, in accordance with the requirements of Section 45.1 (36) of the City’s
Comprehensive Zoning Ordinance, the Planning and Zoning Commission and the City
Council have given the requisite notices by publication and otherwise, and have afforded
the persons interested and situated in the affected area and in the vicinity thereof; and,
WHEREAS, the City Council does hereby find and determine that the granting of
such Specific Use Permit is in the best interest of the public health, safety, morals and
general welfare of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SOUTHLAKE, TEXAS:
SECTION 1.
A Specific Use Permit is hereby granted for a mass gathering for Springfest, on property
within the City of Southlake, Texas, located between E. Southlake Blvd., Carroll Ave.,
Prospect St., Federal Way, and Central Ave, being described as a portion of Southlake
Town Square, an addition to the City of Southlake, Tarrant County, Texas, more fully and
completely described in Exhibit “A”, and as depicted on the approved Site Plan attached
hereto and incorporated herein as Exhibit “B” and providing an effective date, subject to
the provisions contained in the comprehensive zoning ordinance and the restrictions set
forth herein. The following specific requirements and special conditions shall be applicable
to the granting of this Specific Use Permit:

241h, 2024 and Specific Use Permit Review No. 1, dated August 21, 2024
approving the Specific Use Permit for the term of 3-years.
SPECIFIC USE PERMIT REVIEW SUMMARY

Planning Review
1. Ensure that each tent on the site map is clearly labeled with the corresponding person or
business name. Additionally, communicate the designated numbers on the site map to vendors,
enabling city staff to accurately locate and inspect their setups on the day of the event.
2. Vendors must ensure that their supplies do not obstruct pedestrian walkways or
encroach/obstruct upon any storefronts.
3. All vendors participating in the event must have their setups fully arranged at least 2 hours before
the event's start time. This allows ample time for city staff to conduct necessary inspections.
4. All vendors must comply with the regulations established by the Tarrant County Health
Department and the City of Southlake regarding food vendor permits or mobile food truck vendor
permits. Additionally, food vendors at any event must submit information to Tarrant County before
the event to PH Information(a)-tarrantcounty.com. Event Coordinator must submit form to
PH Information(d-)tarrantcounty.com. This allows Tarrant County to be aware of the upcoming
event. Once they receive food vendor applications, they match it to the application. Contact

5. The installation of barriers must be completed by 10 PM on the night before the event
(01 /31 /2025).
6. Expand the Fountain Place barricades to accommodate sufficient space for portable toilet
facilities. Ten portable toilets are required, with five to be positioned along both the eastern and
western boundaries of Fountain Place. Please contact Michelle Theisen, Property Manager, KITE
Realty (817-585-2080 or mtheisen(aD-kiterealty.com) to obtain a written agreement for the
expanded barriers. Alternatively, if able to locate the portable toilet facilities in a location within
the initial site map provided, you would not need to reach said agreement with KITE.
7. All barriers not explicitly designated as water barricades should be A -Frame barricades.
8. Provide details on insurance to be provided. The promoter may be required to present evidence
of public liability insurance in at least the following amounts: (i) $1,000,000 Bodily Injury (per
person); (ii) $2,000,000 Bodily Injury (per occurrence); and (iii) $1,000,000 property damage,
which insurance policy shall name the City, its officers and employees as additional insureds and
shall contain a clause providing that the policy may not be canceled by either party except upon
not less than 30 days written notice to the City. A copy of the insurance policy shall be provided to
the City at the time of the filing of the application. Additionally, the City, its officers and employees
shall be named as additional insured.
9. Specify the exact time when cleaning operations will be fully restored to pre -event conditions. It is
mandatory to arrange for porter services to facilitate post -event cleaning operations, starting
immediately after the conclusion of the event.
10. Please ensure that these changes are reflected on both the site map and the narrative wherever
applicable.
11. Provide location of cable ramps.
Informational Comments:
* A contact list identifying the primary coordinator in charge of each aspect of the event will be required
(for example, identify the event coordinator, contact for all food vendors, tents, event set up/breakdown
and cleaning. the coordinator for security, etc.)
* On the date(s) of the event, anything that requires inspection cannot be moved, modified, or changed
after inspection.
* No obstructions of any kind are allowed on sidewalks or walkways.
* No tent stakes in the ground. Ensure that all tents have the proper weighted sandbags or ensure the
tents are weighed down properly.
* Any unforeseen issues with post event clean-up could result in possible fines/violations of the SUP.
* Expenses related to police, fire and code inspection staffing will be provided to the event coordinator.
* To ensure the smooth execution of the event, the placement of restroom facilities as indicated on the
site map will be coordinated among the City of Southlake, KITE Realty, and the festival organizers.
Fire Department Review
GENERAL COMMENTS:
1. If used for this event, fireworks, firecrackers, pyrotechnics, flame effects, sparklers, etc. must be
permitted separately and submitted by a state -licensed pyrotechnician.
Police Department Review
1) Minimum of four (4) to six (6) uniformed Officers to work the event. This can change year to year
and PD will make the determination prior to each event.
2) Hired security staff required to man the barriers located at the intersections of 1709 and Grand
Ave/State St, along with the barriers located on the eastern and western site map boundaries of
Fountain Place. (One for each barricade- four total security officers). The security officers must
occupy the mentioned barriers for the entirety of the event.
3) Provide Planning and Police Department with primary contact information for the hired security
company no later than 30 days prior to the day of the event so PD can communicate event
planning prior to the event date.
4) Please ensure that these changes are reflected on both the site map and the narrative wherever
applicable.
5) If the sale of the alcohol is present must hire on -site medics during the event. Based on the event
footprint PD believes 2 medics will be required.
6) Based on the estimated increase in attendance for subsequent events the site area may be
required to widened to ensure safety of the attendees.
SECTION 2.
This resolution shall become effective on the date of approval by the City Council.

Background:
Southlake Springfest celebrates East & Southeast Asian cultures, with the day generally correlating
with the Lunar New Year's Day. It was first created in 2022 jointly by the ideas of former Mayor John
Huffman and the local community to showcase the diversity & hospitality of Southlake. In the last 3
years, we had booths & performances representing cultures from Japan, Korea, China, Vietnam,
Thailand, Malaysia, etc. We plan to invite & accommodate more cultures as the festival grows.
The following table summarizes the major statistics for the last 3 events.

1. Crowd data was from the City's Festival & Event Department, based on cellular data at the event.
2. The first event was postponed by a week because of a snowstorm.
3. The event organizer kept about 10 tents for information, performances, & culture activity.

• Time: the single -day event will span 5 hours, between 11:00am - 4:00pm.
o If weather conditions (like rain or snow) prevent everts from starting or ending or time, a
movement of time by up to 2 hours may be possible (based on the weather forecast).
• We will have a committee to coordinate the event plannirg.
There is a general coordinator, & about 10 different subcommittees.
There are about 100 volunteers to help in each event, expected to grow up to 200 in 2029.
• Food truck / Food booth:
Up to 10 in 2025, and grow to about 15 in 2029. However, we don't intend to invite too
many food vendors to make sure the participatirg ones will have sufficient customers.
• Tents (10 x 10 tent): starting at 55 tents in 2025, growing at about 10% each subsequent year.
• Event insurance meeting city requirements will be proviced to cover public liability.
• Stage Performances (music, dance, fashion show, martial art, etc.): about 35 (no major changes).
• Parades: dragor & lion to dance arc parade on the streets surrounding the park
o There will be no motorized vehicles in the parades.
• Possibly alcoholic beverage sale during the event
Will apply for TABC permit: a Nonprofit Entity Temporary Event Permit (NT) to conduct
alcoholic beverage sales and service at a temporary event.
Will hire 2 or: -site medics during the event, arc have volunteers at all the exits to make
sure no one leaves the venue with alcohol.
Security:
• Bet,:reen 4 - 8 uniformed police officers, and 4 - 6 hired private security staff will work the event.
The number of officers & private security will increase based on expected attendance.
The private security staff will man the barriers (one for eacl- barricade), and their company
contact will be provided to PD as early as possible (30 days prior).
• We will have a team of volunteers scattered across the park to provide info & direct traffic

• Tents will be placed on the parking lot spaces along the four concrete streets (Main St, Fountain
PI, State St, & Grand Ave), and secured by concrete blocks or water tanks.
Vendors are named in the site map, and their tents & supplies won't obstruct fire lanes,
pedestrian walkways, or encroach on any storefronts.
Most tents will be 10x10 feet in size, and some will be 10x20.
Tents are anchored by concrete blocks or water baskets, with no stakes to the ground.
Except for the ones used by performers to change clothes, tents won't be enclosed.
Wherever possible, all tents will be placed 12 feet away from each other. For those places
where 12-feet distance are not possible, we will make sure the aggregate area of all those
closed -by tents is below 700 square feet (i.e., no more than seven 1Ox10 tents closing by).
In future years when there is not enough space along concrete streets, tents may be
placed on the grass area (see the alternative map in the Appendix section).
c Inspection by the Fire Marshall & city staff will be requested after tents are installed.
• Food trucks, vendors, & culture booths: marked locations along the concrete streets.
They will not be in places that obstruct / block fire lanes.
We will centrally manage the permit application process to make sure it gets done on time.
• Generators will be provided for those booths needing electricity: marked locations
Will be 20-feet away from tents, & will be isolated from public contact by proper fencing.
Will have cable ramps covering all extension cords that are exposed to pedestrian traffic.
• Portable toilets: depending on the crowd, at least 4 will be rented and put in the marked location.
• Dumpster: a standard size dumpster will be placed at a parking lot outside West Garage (same
location as the last event). Alternative location will be seeked if Kite doesn't provide the permit.
• Heaters / warmers may be provided (depending on weather).
• Stage: in marked location
If it rains or snows, there maybe no stage, & performance will be moved into the pavilion.
Non -adhesive PVC flooring maybe used inside the pavilion to improve performing safety.
Post Event Cleanup:
• A team of volunteers will walk the entire ground to remove any trash, debris, etc.
o Make every effort to restore the place to pre -event condition.
o City supplied materials (sand bags & garbage bins) will be restored to their original places.
o Dumpster: garbage bags will be collected periodically by a team of volunteers.
o Porter service will be arranged to remove the collected garbage & dumpster ASAP.
o Mobile toilets will be removed ASAP (the latest by 7:00 am Monday morning).
