WHEREAS, the City of Southlake, Texas is a home rule City acting under its

Constitution and Chapter 9 of the Texas Local Government Code; and,
WHEREAS, pursuant to Chapter 211 of the Local Government Code, the City has

plan; and,
WHEREAS, the hereinafter described property is currently zoned as "AG"
AGRICULTURE DISTRICT under the City's Comprehensive Zoning Ordinance; and,
WHEREAS, a change in the zoning classification of said property was requested
by a person or corporation having a proprietary interest in said property; and,
WHEREAS, the City Council of the City of Southlake, Texas, at a public hearing
called by the City Council did consider the following factors in making a determination as
to whether these changes should be granted or denied: safety of the motoring public and
the pedestrians using the facilities in the area immediately surrounding the sites; safety
from fire hazards and damages; noise producing elements and glare of the vehicular and

location, lighting and types of signs and relation of signs to traffic control and adjacent
property; street size and adequacy of width for traffic reasonably expected to be
generated by the proposed use around the site and in the immediate neighborhood;

appropriate use of the land throughout this City; and,
WHEREAS, the City Council of the City of Southlake, Texas, does find that there
is a public necessity for the zoning changes, that the public demands them, that the public
interest clearly requires the amendments, and that the zoning changes do not
unreasonably invade the rights of those who bought or improved property with reference
to the classification which existed at the time their original investment was made; and,
WHEREAS, the City Council of the City of Southlake, Texas, does find that the
changes in zoning lessen the congestion in the streets, helps secure safety from fire,
panic, and other dangers, promotes the health and the general welfare, provides
adequate light and air, prevents the over-crowding of land, avoids undue concentration
of population, and facilitates the adequate provision of transportation, water, sewerage,
schools, parks and other public requirements; and,
WHEREAS, the City Council of the City of Southlake, Texas, has determined that
there is a necessity and need for the changes in zoning and has also found and
determined that there has been a change in the conditions of the property surrounding
and in close proximity to the tract or tracts of land requested for a change since the tract
or tracts of land were originally classified and therefore feels that the respective changes
in zoning classification for the tract or tracts of land are needed, are called for, and are in
the best interest of the public at large, the citizens of the city of Southlake, Texas, and
helps promote the general health, safety and welfare of the community.

General Nature of the Proposed Au-
thorized Services.The purpose of the
District is to supplement and enhance
services and improvements for the
District. The general nature of the pro-
posed services to be performed by the
District will include, but not be limited
to,payment of expenses related to:(1)
operating,repairing,and maintaining
streets,storm drainage,and other
municipal services,but specifically
excluding fire and EMS services;and
(2)establishing,administering and
operating the District as authorized
by the Act (the “Authorized Services”).
Estimated Cost of the Authorized Ser-

Authorized Services for the first year
of the District’s operation will be a to-
tal of approximately $10,000.The cost
of the Authorized Services for sub-
sequent years will be determined in
the annual update to the service plan
approved by the County each year in
accordance with Section 372.013 of
the Act.The County will not be obligat-
ed to provide any funds to finance the
Authorized Services,other than from
assessments levied on the property
within the District.
Proposed District Boundaries.The
District is proposed to include prop-
erty owned by the Petitioner,consist-

of property and is generally located
on the northeast corner of FM 1220
and Bonds Ranch Road,south of
Peden Road,in Tarrant County,Texas,
as more particularly described by a
metes and bounds description avail-
able at the Tarrant County Courthouse
and available for public inspection.
Proposed Method of Assessment.
The County shall levy an assessment
on each benefited parcel of the prop-
erty within the District in a manner
that results in imposing proportionate
shares of the Authorized Services cost
on property benefited.The proposed
method of assessment for each par-
cel within the District is as follows:
the governing body of the County will

the actual expenses incurred by the
County for the Authorized Services

valuation by the Tarrant Appraisal

easement by the County or the Texas
Department of Transportation shall not
be included in the calculation.The
proposed assessment level within the
District is $0.05 per $100.00 of val-
uation for the land and improvement
values of all taxable property. The Pe-
titioner acknowledges the County will
adjust the assessment rate as nec-
essary and that the rate per $100.00
of valuation shall be consistent for all
land owners and changes due to de-
velopment as well as annual changes
in the actual expenses of the Autho-
rized Services on an as needed basis
to fully reimburse the County for actual
expenses of the administrative costs
and Authorized Services.The assess-
ment will include a $0.05/$100.00
levy on all of the property within the
District for maintenance and operation
of the public roads, which actual as-
sessment amount shall be determined
as provided by an engineering costs
estimate which shall be updated every
five years. The assessment is only set
at the above amounts for the first year
of assessment and shall be adjusted
by the County annually to cover its
actual costs to cover the operation,
repair,and maintenance of the rights-
of-way improvements,Authorized
Services,and associated assessment
collection fees.
Proposed Apportionment of Cost be-
tween the District and the County. The
District shall pay the cost of the sup-
plemental improvements and services
described in the Petition.No portion
of the supplemental services shall be
apportioned to the County as a whole.
County right-of-way,railroad right-of-
way,parks and cemeteries are not
specially benefitted and therefore are
not subject to assessment.Any pay-
ment of assessments by other exempt
jurisdictions and entities must also be
established by contract.
During the public hearing,any inter-
ested person may speak for or against
the establishment of the District and
the advisability of the improvements to
be made for the benefit of the property

D odge and the
team at Stellantis
continue to try to
find innovative
ways to design and devel-
op vehicles for their dwin-
dling list of sedan and
SUV consumers.Due to
this,the Dodge Hornet
nameplate was pulled
from the archives and
re-released as Dodge’s
way of exploring the real-
istic priced market.Entry
level and ready to ride,the
2024 Dodge Hornet is
similar to the 197 7 AMC
version:subpar.Its Dodge
Dart-like curvatures give
off the vibes of a sedan,
while the Hornet is a com-
pact SUV and the interior
matches the ride height
and feel of a sedan.It’s
hard to understand why
Dodge released the Horn-
et in a category already
bulging with winners,such
as the Honda HR-V,Alfa
Romeo Tonale,Mazda
CX-30 and Hyundai Kona,
rather than in one in need
of new blood.
While maintaining the
seventh largest automo-
bile manufacturing com-
pany in the world,Stellan-
tis certainly deserves ac-
colades for exploring this
opportunity,but maybe
some oversight as well.
The Hornet shares a
frame and components
with the Alfa Romeo Ton-
ale,but it is certainly a
less sportier version and
one that is ready for a
commuter.
Wrapped in Blu Bayou
paint with black badging,
our GT Plus AWD tester
was powered with a 2.0-
liter I4 DOHC Hurricane
4 Engine with ESS,pro-
ducing 268 horsepower
and 2 95 pound-feet of
torque.The Hornet was
not lazy at all in its get up
and go,but had an in-
creased road noise from
the front row seats.
In Grasso’s Garage,our
first priority is honesty
and ensuring readers un-
derstand all aspects of the
vehicles we are reviewing.
Whether in the market for
a new car or not,we strive
to make sure you have all
of the facts when it comes
to the goods and some-
times the hard truths.
Stellantis has always done
a great job of releasing
vehicles to the market that
are packed with plenty of
punch,as with their Chal-
lenger,Charger and SRT
fleet,while options galore
and outstanding comfort
has always been their
strong suit.The Hornet
deserves a few accolades,
but it is easily noticeable
that FCA put pricing over
product,and that could
jeopardize sales.The
Hornet’s basic package is
a decent option for com-
pact cruisers in this price
category,while keeping in
mind there are many op-
tions all worth a scholarly
test drive.
