CALL TO ORDER: 6:00 P.M. 2. Executive Session: Pursuant to the Open Meetings Act, Chapter 551, Texas Government Code, Sections 551.071. Refer to posted list attached hereto and incorporate herein. Executive Session may be held, under these exceptions, at the end of the Regular Session or at any time during the meeting that a need arises for the Planning and Zoning Commission to seek advice from the City Attorney as to the posted subject matter of this Planning and Zoning Commission meeting. Section 551.071: Consultation with attorney. No Executive Session was held. 3. Recap of the City Council’s action and discussion on Planning & Zoning recommended cases. 4. Adjournment. Director of Planning and Development Services Dennis Killough noted that there will be a Corridor meeting on December 11 at 6:00pm and the next Planning & Zoning meeting will be on January 9, 2024. 4. CHAIRMAN COMMENTS Vice Chairman Michael Forman noted that he will be taking the place of Chairman Daniel Kubiak at tonight’s meeting. CONSENT AGENDA: 5. CONSIDER: APPROVAL OF THE MINUTES FOR THE PLANNING AND ZONING COMMISSION MEETING HELD ON NOVEMBER 7, 2024. A motion was made to approve Item 5 on the agenda. Motion: Reynolds Second: Gunter Ayes: 4 Nays: 0 Abstain: 0 Approved: 4-0-0 6. Approve: ZA24-0068, Plat Showing for Lots 18 and 19, J. Childress No. 254 Addition on property described as Tract 2A, J. Childress Survey Abstract No. 254, and located at 1039 Burney Ln., City of Southlake, Tarrant County, Texas. Current Zoning: “SF-1A” Single Family Residential District. SPIN Neighborhood #2. A motion was made to approve Item 6, ZA24-0068 on the agenda. Motion: Reynolds Second: Gunter Ayes: 4 Nays: 0 Abstain: 0 Approved: 4-0-0 7. Withdraw: ZA24-0058, Specific Use Permit for a Bar/Tavern for Cherry Blossom Lounge on property described as Lot 1, Block 1, Kimball Oaks Addition, and located at 2211 E. Southlake Blvd, Suite 500. Consider: ZA24-0063, Specific Use Permit for a Commercial School for Core Moves Performance on property described as Lot 3, Block A, Hart Industrial Park, and located at 1602 Hart St., Suite 202, Southlake, Texas. Current Zoning: “I-1” Light Industrial District. SPIN Neighborhood #8. PUBLIC HEARING Principal Planner Wayne Powell provided a formal presentation of Item 8. No questions were asked. Architect, Brian Hall, 908 Audelia Road, Richardson, Tx., and owner Jerry Boyle came forward. Questions were asked. Vice Chairman Forman opened the public hearing. Seeing no one closed the public hearing. A motion was made to approve Item 8, ZA24-0063 subject to the Staff Report dated November 15th, 2024, and subject to the Specific Use Permit Review Summary No. 2 dated November 15th, 2024, and noting that this Specific Use Permit is tied to their current one-year lease but allowing for continued use of this Specific Use Permit for future renewals. Consider: ZA24-0064, Zoning Change and Concept Plan for Dakota’s on property described as Lot 1R1R2, Block 1, Sabre Group Campus Addition, and located at 1901 W. Kirkwood Blvd., Southlake, Texas. A motion was made to approve Item 9, ZA24-0064 subject to the Staff Report dated November 15th, 2024, and subject to the Concept Plan Review Summary No. 2 dated November 15th, 2024. Consider: ZA24-0070, Plat Revision for Lots 8R1 and 8R2, Block B, Briarwood Estates, being a revision of Lot 8, Block B, Briarwood Estates, and located at 425 Briarwood Dr., City of Southlake, Tarrant County, Texas. A motion was made to approve Item 10, ZA24-0070 subject to the Staff Report dated August 16th, 2024, and subject to the Plat Revision Review Summary No. 2 dated November 15th, 2024, and granting the minimum five-foot sidewalk variance. 11.
